HomeMy WebLinkAboutMinutes - 1/5/1999 - Landmark Commission • /t'-' City of McHenry Landmark Commission Meeting Minutes January 5, 1999 The meeting was called to order at 7 : 15 p.m. by Chairperson Greg Lofgren at the McHenry Muncipal Building. Members present were : Nancy Fike, Greg Lofgren, Hank Nell, Carol Jean Smith, and Lori Wilhelm. Members absent : Barbara Byron, James Doran, Robert Novak and Sara Wilhelm. Others in attendance : Prospective member Patricia Schaeffer, City Clerk Althoff . MINUTE APPROVAL Motion by Nell, seconded by Fike, to approve the minutes as presented. Voting aye : Fike, Lofgren, Nell, Smith, Wilhelm Voting nay: None Absent : Byron, Doran, Novak, Wilhelm Motion carried. TREASURER'S REPORT Chairman Lofgren presented the Treasurer' s Report noting no expenses had been presented during the month of December. The Commissions' budget balance is currently $18, 177 . 50 . Motion by Wilhelm, seconded by Nell, to approve the Treasurer' s Report as presented. Voting aye : Fike, Lofgren, Nell, Smith, Wilhelm Voting nay: None Absent : Byron, Doran, Novak, Wilhelm Motion carried. OLD BUSINESS Forms for Minutes-Chairman Lofgren presented, for Commission review and approval, copies of Minute form sheets, (attached) . Noting the lack of a permanent Recording Secretary Chairman Lofgren explained a record of the meeting, using these minute forms, could be provided the City Clerk' s staff who would then transcribe and type the minutes . It was the consensus of the Commission to utilize the minute forms for meeting recording purposes . The Commission also agreed to rotate the recording responsibility between Landmark Commission Minutes January 5, 1999 Page Two Commission Members . N. Fike offered her services for this evening' s meeting. PLAQUE INSTALLATION-Lori Wilhelm reported no information was forthcoming as yet . APPLICATIONS LANDMARK DESIGNATION/CERTIFICATES OF APPROPRIATENESS-Chairman Lofgren reported no information had been provided nor action taken by Community Development Director Napolitano, with regard to the applications for Landmark Designation and Certificates of Appropriateness . OTHER OLD BUSINESS- In response to Commission Member Fike' s concerns Chairman Lofgren was directed to contact Community Development Director Napolitano and insure the inclusion, within the City of McHenry Comprehensive Plan Update Draft, of the Historic Preservation Ordinance in addition to the following seven points : Inclusion of an historical overview of McHenry Inclusion, as a recognized goal, an historical preservation plan Statement the City of McHenry is taking a leadership role in historical preservation Encouraging housing style variety Committment to identifying older historic business and residential districts Establishing the connection between the historical environmental elements and the built historical elements of the city for planning purposes . Commission Member Smith also provided the Commission with an update on the Certificates of Appreciation for Ron Bykowski and Christine Rounds . Mr. Bykowski has requested only his name be placed on the certificate and a plaguing application form will be sent to Mrs . Rounds at 1001 N. Green Street / NEW BUSINESS - IL .A - /rd y J ' REPORTS FROM SUBCOMMITTEES-Commission Member Wilhelm reported on the current status of the proposed Landmark brochure. Text (attached) for the brochure was created and presented by member Fike. Ms . Wilhelm is designing and illustrating the brochure. Final copy will be presented to the Commission for approval at the next Commission meeting in February. Landmark Commission Minutes January 5, 1999 Page Three CITY OF MCHENRY HISTORICAL ARCHITECTURAL SURVEY- Chairman Lofgren reviewed the survey form. Several revisions were suggested. Chairman Lofgren was directed to make the revisions and provide an updated form for commission approval at the next Commission meeting in February. Some discussion followed regarding training sessions. It was the consensus of the Commission to host a minimum of two training sessions, one on Saturday and one in the evening at the McHenry Municipal Building during the month of February. During these training sessions the survey form will be explained and architectural examples will be presented. Specific routes of the designated areas to be surveyed will be completed by Chairman Lofgren prior to the training sessions . Potential Commission member, Patricia Schaefer offered her assistance for training as did the City Clerk' s office . OTHER NEW BUSINESS- Commission member Fike reported a county-wide alliance of historic committees is being sought . An initial meeting is being scheduled for February 24th at the Harvard Historical Society. The agenda will include discussion regarding the availability .of Block Development Grant monies for historical preservation committees and the application process . Chairman Lofgren reported and presented copies of correspondence received by the Commission. No formal action was taken. Motion by Fike, seconded by Smith to adjourn the meeting at 8 :41 p.m. Voting aye : Fike, Lofgren, Nell, Smith, Wilhelm Voting nay: None Absent : Byron, Doran, Novak, S . Wilhelm Motion carried.
