HomeMy WebLinkAboutMinutes - 10/6/1998 - Landmark Commission THE CITY OF MCHENRY LANDMARK COMMISSION MEETING MINUTES OCTOBER 6, 1998 THE MEETING WAS CALLED TO ORDER AT 7:19 PM BY CHAIRPERSON NANCY PIKE AT CITY HALL. MEMBERS PRESENT INCLUDED: ,JIM DORAN,NANCY FIKE, GREG LOFGREN, CAROL JEAN SMITH, LORI WILHELM, AND SARA WILHELM. MARIA ARZA,BARB BYRON,HANK NELL,BOB NOVAK, AND ANN WEST WERE ABSENT. ONE GUEST WAS PRESENT:BOB PETERSEN. NANCY INFORMED THE COMMISSION THAT ANN WEST HAD RESIGNED. THE SEPTEMBER 1, 1998 MINUTES WERE READ. A MOTION WAS MADE BY JIM DORAN TO ACCEPT THE MINUTES. CAROL JEAN SMITH SECONDED THE MOTION. CORRECTIONS INCLUDED THE ADDITION OF DON AND ROSALIE DOHERTY AS GUESTS AT THE SEPTEMBER 1, 1998 MEETING. ON PAGE 2, "MAIN STREET MUSEUM" SHOULD BE ADDED AFTER THE WORD "CARY." THE MOTION IN THE FOURTH TO THE LAST PARAGRAPH SHOULD READ: "BARB BYRON MOVED THAT A CERTIFICATE OF APPRECIATION BE SENT TO RON BYKOWSKI FOR THE WORK COMPLETED ON THE BUILDING AT 1335 N.RIVERSIDE DRIVE." THE MOTION FOR APPROVAL OF THE MINUTES CARRIED. GREG LOFGREN GAVE THE TREASURER'S REPORT. JULY 30th 1998 EXPENSES INCLUDED: BURGESS ANDERSON TATE-$3.95;LANDMARK PRESERVATION COUNCIL-$40.00;MAIN PAINT (PRESS BOARD)-$32. 80;CAROL JEAN SMITH-$25.84;WAL-MART-$1.08, AUGUST 20th, 1998 EXPENSES INCLUDED:KNUTH-$18.80;NATIONAL TRUST FOR HISTORIC PRESERVATION-$45.00; RAYMARK OFFICE PRODUCTS-$10.47;LANDMARK PRESERVATION COUNCIL-$71.00, SEPTEMBER 21 st, 1998 EXPENSES INCLUDED: JAMES BECKER(FACADE IMPROVEMENT GRANT)-$2,200 LORI WILHELM MOVED TO ACCEPT THE TREASURER'S REPORT. SARA WILHELM SECONDED THE MOTION. THE MOTION CARRIED. NANCY DISCUSSED THE FACADE GRANT PRESENTATIONS FOR JIM BECKER AND APRIL SKARBEK AT THE CITY COUNCIL MEETING. NANCY AND CAROL JEAN ATTENDED. FRED BATT IS ENCOURAGING OTHER BUILDING OWNERS TO APPLY FOR GRANTS. GREG WILL TAKE SOME FACADE IMPROVEMENT GRANT APPLICATIONS TO JIM M. AT THE MCHENRY SAVINGS BANK. NANCY HAD TALKED TO JOE NAPOLITANO AND THE CITY HAS DETERMINED THE WESTERN EPPEL HOME IS NOT WORTH MOVING. A PACKET OF PHOTOS TAKEN AT THE AUGUST 17th, 1998 VIEWING WAS PRESENTED TO THE COMMISSION. GREG INFORMED THE COMMISSION THAT HE HAS BEEN UNSUCCESSFUL IN HIS ATTEMPTS TO SPEAK WITH MR.MILLER CONCERNING THE AGREEMENT BETWEEN MEYER MATERIAL AND THE CITY REGARDING THE MOVING OF THE EPPEL STRUCTURES. QUESTIONS CONCERNING THE STRUCTURES INCLUDED THE LENGTH OF TIME BEFORE THESE STRUCTURES COME DOWN AND THE LIABILITY OF MEYER MATERIAL IF THE COMMISSION(CITY)SPONSORED PROGRAMS IN THE STRUCTURES. PAM ALTHOFF HAS CONTACTED THE CITY INSURANCE COMPANY IN WRITING AND IS WAITING FOR A RESPONSE. THE COMMISSION MEMBERS THOUGHT THE PETERSEN PLAQUING CEREMONY WENT WELL. NANCY FIKE AND BOB PETERSEN WERE THANKED FOR THEIR SIGNIFICANT PRESENTATIONS. NANCY MOVED TO THE TOPIC CONCERNING THE SHINGLING OF THE PETERSEN BARN. BOB PETERSEN HAD CALLED NANCY AND MENTIONED THAT ASPHALT SHINGLES WERE GOING TO BE USED BY THE CITY. NANCY BROUGHT UP THE PRESERVATION ORDINANCE WITH JOE NAPOLITANO AND JOHN LOBAITO. THEY INDICATED THAT THE SHINGLING WAS AGREED TO BEFORE THE PETERSEN FARM PROPERTY WAS DESIGNATED A LANDMARK. NANCY INDICATED THAT THIS IS A LANDMARK STRUCTURE WHICH FALLS UNDER THE PRESERVATION ORDINANCE. THE CITY HAS NOT COME TO THE COMMISSION REQUESTING A CERTIFICATE OF APPROPRIATENESS. JOHN LOBAITO DID SAY THAT THE COST OF WOODEN SHINGLES WOULD BE INVESTIGATED. LORI WILHLEM MOVED THAT A LETTER BE WRITTEN AND READ AT THE CITY COUNCIL MEETING STATING THE ROOF OF THE PETERSEN BARN NEEDS TO BE DONE IN WOODEN SHINGLES. THE LETTER SHOULD CONVEY THE IMPORTANCE OF THE PROPERTY AND URGE THE CITY COUNCIL TO FOLLOW THE GUIDELINES OF THE PRESERVATION ORDINANCE AND OBTAIN A CERTIFICATE OF APPROPRIATENESS. JIM DORAN SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. LORI WILHELM REPORTED ON HER INVESTIGATION OF PLAQUES. SHE STATED THE-COST WOULD BE$452.00 FOR A BRONZE PLAQUE, TWENTY BY TWELVE INCHES,FROM MILLER MONUMENT. IF THE COMMISSION DECIDED TO USE ALUMINUM PLAQUES BOB PETERSEN WOULD PICK UP THE DIFFERENCE TO UPGRADE TO BRONZE. LORI WILL INVESTIGATE OTHER SUPPLIERS AND PRICES INCLUDING ALUMINUM. PLACEMENT OF THE PLAQUE ON THE PETERSEN HOME WAS DISCUSSED. NANCY REPORTED ON THE PRESERVATION CONFERENCE IN ELGIN. THE SESSION ON PLANNING COMMISSIONS WAS THE MOST VALUABLE. PROPER CONDUCT OF COMMISSION MEETINGS WAS DISCUSSED. THERE SHOULD BE A HISTORY OF THE COMMISSION TO PASS OUT TO NEW MEMBERS AND THE CITY COUNCIL. NANCY INFORMED THE COMMISSION OF THE COUNTY ALLIANCE MEETING AT THE CARY MAIN STREET MUSEUM. SHE NOTED THE OLD FIRE STATION AND THE ARTIFACTS INSIDE WERE VERY INTERESTING. SHE EXPLAINED IDOT'S NEW TRANSPORTATION EQUALITY ACT FOR THE 21st CENTURY. THERE IS$630,000,000 AVAILABLE FOR THE SIX YEARS TO HELP HISTORIC TRANSPORTATION ENHANCEMENT. THE FINER POINTS HAVE NOT BEEN DEVELOPED,BUT NANCY HAS NAMES. NANCY INTRODUCED THE TOPIC OF THE PROPERTY AT 420 N.FRONT STREET. THE PROPERTY HAS COME BEFORE THE ZBA FOR APPROVAL BUT HAS BEEN DELAYED UNTIL OCTOBER DUE TO NEIGHBOR OBJECTIONS. SEVERAL COMMISSION MEMBERS HAD HISTORY OF THE PROPERTY AND ITS ORIGINAL OWNERS. NANCY WILL SEND A LETTER TO JOE NAPOLITANO STATING THAT THE COMMISSION IS WAITING TO FIND THE NAME OF THE ARCHITECT BEFORE THE COMMISSION CAN DECIDE ON THE PROPERTY. LORI HAS FINALIZED THE DESIGN AND WORDING FOR THE COVER OF THE PRESERVATION BROCHURE. NANCY HAS A ROUGH COPY OF THE ANNUAL REPORT WHICH THE COMMISSION AGREED COULD BE FINALIZED AND SENT TO THE CITY COUNCIL. THE NOVEMBER MEETING WILL BE A WORKING MEETING AFTER A SHORT BUSINESS MEETING. THE COMMISSION WILL BE WORKING ON THE SURVEY AND THE BROCHURE. GREG LOFGREN MADE A MOTION FOR ADJOURNMENT AT 8:39 PM,JIM DORAN SECONDED THE MOTION,AND THE MOTION CARRIED.
