THE MEETING WAS CALLED TO ORDER AT 7:14 PM BY CHAIRPERSON NANCY FIKE AT
1335 N. RIVERSIDE DRIVE. MEMBERS PRESENT INCLUDED: BARB BYRON,JIM DORAN,
NANCY FIKE, GREG LOFGREN, HANK NELL, BOB NOVAK, CAROL JEAN SMITH, LORI
WILHELM, AND SARA WILHELM. MARIA ARZA AND ANN WEST WERE ABSENT. GUESTS
PRESENT WERE JERRY AND LOUISE MILLER, RON BYKOWSKI, AND JIM AND RITA.
THE AUGUST 3, 1998 MINUTES WERE READ. A MOTION WAS MADE BY LORI WILHELM
TO ACCEPT THE MINUTES. JIM DORAN SECONDED THE MOTION. THE MOTION CARRIED.
GREG LOFGREN REPORTED THAT THE TREASURER'S REPORT WILL BE POSTPONED
UNTIL THE OCTOBER MEETING DUE TO A CONFLICT BETWEEN BALANCE SHEETS.
NANCY FIKE EXPLAINED THE PURPOSE OF THE LANDMARK COMMISSION. JERRY
MILLER WAS INTRODUCED AND SPOKE ABOUT GROWING UP IN THE BUILDING AT 1335
N. RIVERSIDE DRIVE. RON BYKOWSKI, THE OWNER OF THE BUILDING, WAS
INTRODUCED AND SPOKE ABOUT REMODELING AND PRESERVATION OF THE
STRUCTURE. THE COMMISSION MEMBERS AND GUESTS THEN TOURED THE BUILDING.
AT 8:20 PM THE BUSINESS PORTION OF THE MEETING OF THE LANDMARK COMMISSION
BEGAN.
PAM ALTHOFF INFORMED THE COMMISSION THAT THE CITY COUNCIL WILL WAIVE THE
PUBLIC HEARING PORTION OF THE PRESERVATION ORDINANCE CONCERNING THE
PETERSEN PROPERTY AT THE SEPTEMBER 16, 1998 COUNCIL MEETING. THE FORMAL
CEREMONY WILL BE HELD AT THE PETERSEN PROPERTY ON SEPTEMBER 20, 1998 AT 1:00
PM.
DISCUSSION FOCUSED ON THE FIRST PLAQUE TO BE PRESENTED UNDER THE NEW CITY
PRESERVATION ORDINANCE. BARB BYRON MOVED, AND JIM DORAN AMENDED, THAT
LORI WILHELM BE AUTHORIZED TO ACT AS THE COMMISSION'S REPRESENTATIVE IN
THE INVESTIGATION OF A SUITABLE PLAQUE. HANK NELL SECONDED THE MOTION,
AND ALL APPROVED.
CAROL JEAN SMITH MOVED THAT THE COMMISSION USE ONE OF THE EXISTING SIGNS
AND HAVE IT PAINTED BY MR. CAJTHAML FOR THE PETERSEN-COLBY HOME. LORI
WILHELM SECONDED THE MOTION. THE DISCUSSION CENTERED ON THE FACT THAT
THE CEREMONY WAS APPROACHING QUICKLY AND THERE MAY NOT BE ENOUGH TIME
FOR LORI TO INVESTIGATE AND HAVE PREPARED ANOTHER TYPE OF SIGN. CAROL JEAN
SMITH WILL TAKE ONE OF THE WOODEN PLAQUES TO CITY HALL AND WORK WITH
NANCY FIKE ON THE WORDING. NANCY FIKE WILL DO THE FORMAL PRESENTATION AT
THE CEREMONY.
NANCY FIKE REFERRED THE COMMISSION TO THE 1988 AGREEMENT CONCERNING THE
EPPEL PROPERTY. NANCY PROPOSED THE POSSIBLE USE OF THE WESTERN STRUCTURE
AS A POSSIBLE TEACHING TOOL REGARDING HISTORIC BUILDINGS. GREG LOFGREN
WILL TALK WITH PAM ALTHOFF CONCERNING THIS MATTER.
HANK NELL MOVED THE CITY RELEASE$2,200 TO JIM BECKER OF MCHENRY DRUG TO
PAY FOR THE FACADE IMPROVEMENT GRANT. JIM DORAN SECONDED THE MOTION.
THE MOTION CARRIED.
HANK NELL MOVED THE CITY RELEASE $1,233.50, 50%OF THE FINAL COST, FOR THE
FACADE IMPROVEMENT GRANT AT 1228 N. GREEN STREET. JIM DORAN SECONDED THE
MOTION. THE AMOUNT OF THE GRANT PAYMENT WILL BE LESS THAN THE
COMMISSION ORIGINALLY APPROVED, BUT THE FINAL COST OF THE PROJECT WAS LESS
THAN ORIGINALLY BID. THE MOTION CARRIED UNANIMOUSLY.
NANCY FIKE DISCUSSED A LETTER FROM THE WOODSTOCK HISTORIC PRESERVATION
COMMISSION CONCERNING COMMUNITY DEVELOPMENT BLOCK GRANTS. A GRANT
WAS GIVEN TO HOME OF THE SPARROWS FOR THE PROPERTY AT 444 W. JACKSON
STREET, THE LAST SECOND EMPIRE STYLE HOUSE REMAINING IN WOODSTOCK. HOME
OF THE SPARROWS INTENDS TO MAKE SIGNIFICANT CHANGES TO THE STRUCTURE. THE
LETTER URGES COMMISSIONS TO CHECK WITH MUNICIPALITIES, PRIOR TO APPROVING
CDBG FUNDING FOR THESE PROJECTS, SO THAT PRESERVATION ORDINANCES CAN BE
USED. IT IS FURTHER SUGGESTED THAT THE CDBG SELECTION COMMITTEE BE
ENCOURAGED TO FIND ALTERNATIVE LOCATIONS RATHER THAN FUNDING
INAPPROPRIATE CHANGES TO HISTORIC STRUCTURES.
THE COMMISSION WILL HOPE FOR A SPRING START TO SURVEYING THE STRUCTURES IN
THE CITY. THE COMMISSION WILL USE THE OCTOBER MEETING TO SET A TIMETABLE,
AND THEN BEGIN TO TRAIN IN NOVEMBER AND DECEMBER.
SEPTEMBER 23, 1998 IS THE MEETING OF THE COUNTY ALLIANCE OF HISTORIC AND
PRESERVATION GROUPS IN THE CARY AT 7:30 PM.
BARB BYRON MOVED THAT A CERTIFICATE OF APPRECIATION BE SENT TO RON
BYKOWSKI FOR ALLOWING THE COMMISSION TO MEET IN HIS BUILDING. CAROL JEAN
SECONDED THE MOTION. THE MOTION CARRIED.
THE COMMISSION MEMBERS WERE ASKED TO LOOK AT THE PROPERTY ON THE
NORTHEAST CORNER OF BROAD AND GREEN STREETS AND AT THE ADMIRAL BUILDING
ON THE NORTHWEST CORNER OF FRONT STREET AND ELM STREET. THE OWNERS HAVE
DONE SOME IMPROVEMENTS.
THERE IS A ZONING MEETING CONCERNING THE FORMER GLADSTONE PROPERTY ON
ROUTE 31 SOUTH OF ANNE STREET.
LORI WILHELM MADE A MOTION FOR ADJOURNMENT AT 9:33 PM, BARB BYRON
SECONDED THE MOTION, AND THE MOTION CARRIED.
