MEMBERS PRESENT INCLUDED: MARIA ARZA, NANCY FIKE, GREG LOFGREN, HANK NELL, BOB NOVAK, CAROL JEAN SMITH, AND LORI WILHELM. THOSE ABSENT WERE BARB BYRON AND SARA WILHELM . A MOTION WAS MADE BY HANK NELL TO ACCEPT THE MINUTES FROM THE JANUARY 6, 1998 MEETING. BOB NOVAK SECONDED THE MOTION. THE MOTION CARRIED. GREG LOFGREN REPORTED THAT PAYMENT OF $1,000 WAS MADE ON JANUARY 22, 1998 TO NICK LYKOURETZOS OF THE WHALE'S TAIL FOR A FACADE IMPROVEMENT GRANT. THE BALANCE IN THE LANDMARK COMMISSION BUDGET IS $17,983.93. MARIA ARZA MOVED THE TREASURER'S REPORT BE ACCEPTED. LORI WILHELM SECONDED THE MOTION. THE MOTION CARRIED. • LORI WILHELM EXPECTED THE TITLE SLIDE TO BE DONE BUT THERE HAS BEEN NO RESPONSE AS OF TODAY(FEBRUARY 3, 1998). MARIA ARZA PRESENTED A COPY OF THE LETTER "MAKING A CASE FOR HISTORIC PRESERVATION." GREG LOFGREN WILL GET COPIES TO MEMBERS. DISCUSSION CONCERNING THE BUILDING AT 1228 N. GREEN STREET CENTERED ON THE `-- AMOUNT OF THE GRANT AND THE PROGRESSION OF THE WORK. HANK NELL WILL CHECK ON THIS BUILDING. NANCY FIKE ANNOUNCED THE WHALE'S TAIL GRANT PRESENTATION AT THE FEBRUARY 4, 1998 CITY COUNCIL MEETING AT 7:30 PM. A CERTIFICATE WILL BE PRESENTED. THE COMMISSION MEMBERS BEGAN DISCUSSION CONCERNING THE DEMOLITION REQUEST FOR THE PROPERTY AT 4507 W. ELM STREET. NANCY FIKE DISCUSSED THE KNOWN HISTORY. HANK NELL MOVED THAT THE COMMISSION WILL ALLOW THE DEMOLITION OF THE STRUCTURE AT 4507 W. ELM STREET DUE TO SIGNIFICANT ALTERATIONS OF THE STRUCTURE. A DETAILED HISTORY WILL BE SUBMITTED WITH THE LETTER AND A PICTURE WILL BE TAKEN. MARIA ARZA SECONDED THE MOTION. THERE WERE 6 YES VOTES AND 1 ABSTENTION. THE SECOND DEMOLITION NOTICE CONCERNED THE STRUCTURE AT 312 SOUTH GREEN STREET. NANCY DISCUSSED THE HISTORY OF THE STRUCTURE. THE COUNTY OWNS THE LAND AND THE BUILDINGS. MARIA ARZA MOVED THAT THE COMMISSION DENY THE DEMOLITION PERMIT FOR THE STRUCTURE AT 312 SOUTH GREEN STREET PENDING FURTHER INVESTIGATION. HANK NELL SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. NANCY FIKE REMINDED THE COMMISSION MEMBERS THAT THE COUNTY PRESERVATION NETWORKING MEETING IS FEBRUARY 25, 1998 AT 7:30 IN THE OLD ALGONQUIN VILLAGE HALL. EACH COMMISSION IS TO BRING INFORMATION ON AN ENDANGERED STRUCTURE OR STRUCTURES. SARA WILHELM WILL WRITE INVITATIONS TO CITY OFFICIALS. PAM ALTHOFF MENTIONED TO NANCY THAT THERE IS A POSSIBILITY OF A NEW ECONOMIC DEVELOPMENT COMMISSION ON RIVERSIDE DRIVE. THE COMMISSION MAY GET INVOLVED WITH A TOUR OF THE AREA FOR THIS GROUP. CHAIRPERSON FIKE FOCUSED DISCUSSION ON THE RESPONSE SHEET FROM THE CITY ATTORNEY CONCERNING THE PRESERVATION ORDINANCE. THE COMMISSION DISCUSSED THE RESPONSES AND ACTED ON THOSE THAT COULD BE FINALIZED. OTHER RESPONSES WILL REQUIRE FURTHER INVESTIGATION. HANK NELL MOVED FOR ADJOURNMENT AT 8:50 PM. MARIA ARZA SECONDED THE MOTION. THE MOTION CARRIED.
