HomeMy WebLinkAboutMinutes - 1/6/1998 - Landmark Commission THE CITY OF MCHENRY LANDMARK COMMISSION MEETING MINUTES JANUARY 6, 1998 • THE MEETING WAS CALLED TO ORDER AT 7:19 PM BY CHAIRMAN NANCY FIKE. MEMBERS PRESENT INCLUDED: BARB BYRON, NANCY FIKE, GREG LOFGREN, HANK NELL, BOB NOVAK, CAROL JEAN SMITH, LORI WILHELM, AND SARA WILHELM. THOSE ABSENT WERE MARIA ARZA. A MOTION WAS MADE BY HANK NELL TO ACCEPT THE MINUTES FROM THE DECEMBER 2, 1997 MEETING. LORI WILHELM SECONDED THE MOTION. THE MOTION CARRIED. GREG LOFGREN REPORTED THAT PAYMENT OF$55.00 TO AL CAJTHMAL FOR SIGNS WAS MADE ON DECEMBER 3, 1997. THE BALANCE IN THE LANDMARK COMMISSION BUDGET IS $18,939.53. LORI WILHELM MOVED THE TREASURER'S REPORT BE ACCEPTED. HANK NELL SECONDED THE MOTION. THE MOTION CARRIED. UNDER OLD BUSINESS, CAROL JEAN SMITH AND NANCY FIKE ATTENDED THE PRESENTATION OF THE GRANGER PLAQUE AT THE CITY COUNCIL MEETING. THE YOUNGS WERE PLEASED WITH THE PRESENTATION. THE CHANGES THAT THE COMMISSION VOTED ON HAVE BEEN INCORPORATED INTO THE PRESERVATION ORDINANCE. THESE CHANGES WILL STAND AS WE PRESENT THE DOCUMENT TO THE BUILDING AND ZONING COMMITTEE ON JANUARY 14, 1998 AT 6:00 PM. ALL COMMISSION MEMBERS ARE ENCOURAGED TO ATTEND. IF THE ORDINANCE PASSES THE COMMISSION WILL HAVE TO SET TIME LINES TO GET THE ORDINANCE WORKING. DISCUSSION FOLLOWED CONCERNING VARIOUS PARTS OF THE ORDINANCE. CONCERNING UNUSED FACADE IMPROVEMENT GRANTS, IT WAS EMPHASIZED THAT THE COMMISSION NEEDS TO DEAL WITH THE OWNER OF THE PROPERTY AS THE COMMISSION APPROVES GRANTS. CAROL JEAN SMITH MOVED THAT THE COMMISSION WRITE A LETTER TO JIM BECKER STATING THAT HE NEEDS TO SUBMIT A LETTER TO THE COMMISSION FROM SEYLLER'S, INC. ON THE PROGRESSION OF THE WORK AND ITS RESUMPTION SCHEDULE. BARB BYRON SECONDED THE MOTION. THE MOTION CARRIED. LORI WILHELM WILL GET THE SLIDE FROM NANCY AND GET THE TITLE SLIDE DONE FOR THE SLIDE SHOW. UNDER NEW BUSINESS, NANCY FIKE BROUGHT UP THE SITUATION OF THE WHALE'S TAIL AND EXPLAINED THE CIRCUMSTANCES. CAROL JEAN SMITH HAS A PIECE COPIED OUT OF THE CHAMBER NEWS WHICH STATES: "FOR THE THIRD YEAR MCHENRY LANDMARK COMMISSION INVITES THE BUSINESS COMMUNITY TO PARTICIPATE IN THE FACADE IMPROVEMENT GRANT PROGRAM. THE PURPOSE OF THE PROGRAM IS TO PROMOTE THE ECONOMIC CLIMATE OF THE BUSINESS COMMUNITY AND TO ENCOURAGE THE PRESERVATION OF THE CITY'S ARCHITECTURAL HERITAGE. APPLICATIONS MAY BE ACCEPTED UNTIL FEBRUARY 1, 1991 AT THE CLERK'S OFFICE. A GRANT OF NO MORE THAN 50%OF THE TOTAL EXTERIOR WORK WILL BE AWARDED AND WILL BE LIMITED TO COMMERCIALLY ZONED PROPERTY WITHIN THE CORPORATE LIMITS OF MCHENRY." CAROL JEAN SMITH MOVED THAT A LETTER BE SENT TO ATHENA LYKOURETZOS TO EXPLAIN TO HER THAT THE LANDMARK COMMISSION CAN ONLY AWARD UP TO 50%.OF THE TOTAL DOLLAR VALUE OF THE WORK COMPLETED ON A FACADE IMPROVEMENT GRANT. AS A RESULT, $1,000 WILL BE AWARDED, THE EQUIVALENT OF 50%OF THE INVOICE SUBMITTED FOR COMPLETED WORK. LORI WILHELM SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. BARB BYRON MOVED THAT DUE TO SEVERAL ALTERATION OF THE BUILDING AT 1109 N. FRONT STREET THE LANDMARK COMMISSION DOES NOT RECOMMEND FOR PRESERVATION. BOB NOVAK SECONDED THE MOTION. THE MOTION CARRIED. HANK NELL MOVED THAT THE COMMISSION ADOPT THE FOLLOWING MISSION STATEMENT: THE MISSION OF THE CITY OF MCHENRY LANDMARK COMMISSION IS TO ENCOURAGE PRESERVATION, RESTORATION, REHABILITATION,AND ADAPTATION OF STRUCTURES, LANDSCAPES,AND AREAS REPRESENTING THE CITY'S HERITAGE FOR THE PRESENT AND FUTURE CITIZENS OF MCHENRY THROUGH ON-GOING ACTIVITIES IN EDUCATION, TECHNOLOGY, SPECIAL EVENTS, SURVEYS, INTERVIEWS, AND RECOGNITIONS. BARB BYRON SECONDED THE MOTION. THE MOTION CARRIED. THE COMMISSION SHOULD USE THIS STATEMENT IN ITS PUBLICITY. NANCY FIKE BROUGHT UP THE MEETING OF THE COUNCIL OF HISTORIC AGENCIES AT THE OLD ALGONQUIN VILLAGE HALL ON WEDNESDAY,FEBRUARY 25, 1998 AT 7:30 PM. MIKE WARD FROM THE ILLINOIS HISTORIC PRESERVATION AGENCY WILL SPEAK ON THE NEED FOR HISTORIC PRESERVATION ORDINANCES. CAROL JEAN SMITH AND SARA WILHELM WILL WRITE SOME INVITATIONS TO THE CITY'S OFFICIALS. BARB BYRON MOVED FOR ADJOURNMENT AT 8:48 PM. CAROL JEAN SMITH SECONDED THE MOTION. THE MOTION CARRIED.
