MINUTES OCTOBER 7, 1997
THE MEETING WAS CALLED TO ORDER AT 7:15 PM BY CHAIRMAN NANCY FIKE. GUESTS
PRESENT WERE JAMI PETERSON, FROM THE NORTHWEST HERALD, AND APRIL AND
SUZANNE SKARBEK, REPRESENTING THE BUILDING AT 1228 N. GREEN STREET.
MEMBERS PRESENT INCLUDED: MARIA ARZA, BARB BYRON, NANCY FIKE, GREG
LOFGREN, HANK NELL, BOB NOVAK, AND LORI WILHELM. THOSE ABSENT WERE
DONNABELLE GLOSSON, CHRIS NOVAK, AND CAROL JEAN SMITH.
NANCY FIKE INTRODUCED APRIL AND SUZANNE SKARBEK WHO INFORMED THE
COMMISSION ABOUT THEIR PROPOSAL FOR A FACADE IMPROVEMENT GRANT AT 1228 N.
GREEN STREET, INCLUDING CLEANING AND PAINTING THE FRONT OF THE BUILDING
AND REPLACING THE AWNINGS. THEY ARE ASKING FOR GUIDANCE ON RESTORATION
OF THE BUILDING. HANK NELL MADE A MOTION TO AWARD $1,400 TO APRIL SKARBEK
FOR A FACADE IMPROVEMENT GRANT AT 1228 N. GREEN STREET. THIS WILL INCLUDE
CLEANING, PAINTING AND AWNINGS ON THE FRONT OF THE BUILDING. BARB BYRON
SECONDED THE MOTION. THE MOTION WAS UNANIMOUSLY APPROVED. NANCY FIKE
WILL WRITE THE LETTER.
A MOTION WAS MADE BY BARB BYRON TO ACCEPT THE MINUTES FROM THE
SEPTEMBER 2, 1997 MEETING. LORI WILHELM SECONDED THE MOTION. THERE WAS
ONE CORRECTION ON PAGE 2 IN THE FIRST PARAGRAPH, THE SPELLING OF "AN" SHOULD
BE CHANGED TO "ANNE". THE MOTION CARRIED.
GREG LOFGREN REPORTED THAT THE TOTAL BALANCE STANDS AT $18,848.44.
FOURTEEN DOLLARS WAS PAID OUT ON SEPTEMBER 18, 1997 TO KNUTH'S IN
WOODSTOCK FOR COLOR COPYING OF PHOTOS FOR LANDMARK SIGNS. HANK NELL
MOVED THE TREASURER'S REPORT BE ACCEPTED, BARB BYRON SECONDED THE
MOTION, THE MOTION CARRIED.
NANCY FIKE HAD RESPONSES FROM JIM BECKER AND SUE MILLER STATING THEY WERE
STILL INTERESTED IN THE FACADE IMPROVEMENT GRANT MONIES, AND THEY WOULD
GET ON IT. BOB NOVAK REPORTED THAT SOMEONE HAS BEEN OUT TO CLEAN PART OF
JIM BECKER'S BUILDING, BUT IT HASN'T BEEN COMPLETED. SUE MILLER HAS TALKED
TO HER LANDLORD, BUT THE PERSON IN THE REAR SECTION OF THE BUILDING WITH
THE BOAT BUSINESS IS STILL HESITANT. GREG LOFGREN MOVED THAT THE LANDMARK
COMMISSION SEND A LETTER TO SUE MILLER STATING THAT SHE HAS 14 DAYS TO
RESPOND ON HER INTENT OF EITHER A SPECIFIC STARTING DATE FOR THE WORK OR
THAT THERE IS NO INTEREST AT THIS TIME IN THE IMPROVEMENT GRANT MONEY THAT
WAS AWARDED NOVEMBER 5, 1996. THE LETTER WILL ALSO STATE THAT YOU MAY
REAPPLY FOR A FACADE IMPROVEMENT GRANT AT A LATER DATE. HANK NELL
SECONDED THE MOTION, THE MOTION CARRIED.
NANCY FIKE UPDATED THE COMMISSION ON SEVERAL ITEMS. THE OWEN'S HOUSE
LETTER WAS SENT TO THE CITY IN RESPONSE TO THE DEMOLITION PERMIT FOR THE
PROPERTY AT 1001 N. GREEN STREET. THERE DOESN'T SEEM TO BE ANYONE AROUND
THE PROPERTY AND NO PHONE TO CONTACT THE OWNER. NANCY WILL CONTINUE TO
TRY TO CONTACT SOMEONE TO SEE IF THE COMMISSION CAN VIEW THE STRUCTURE IN
MORE DETAIL. THE LETTER WAS SENT TO THE OWNERS OF THE WHALE'S TAIL
INFORMING THEM OF THE $2,000 FACADE IMPROVEMENT GRANT. A LETTER WAS SENT
TO THE CITY COUNCIL INFORMING THE COUNCIL THAT THE GRANGER HOUSE AT 3803
W. MAIN STREET WAS APPROVED FOR PLAQUING. NANCY FIKE WILL INVESTIGATE
MORE ON GETTING THE PLAQUES.
NANCY FIKE MOVED TO THE NEW BUSINESS PORTION OF THE MEETING CONCERNING
DEMOLITION REQUESTS. BARB BYRON MOVED THAT THE COMMISSION FINDS NO
HISTORIC VALUE IN THE BUILDING AT 3106 W. RT. 120. THE COMMISSION WOULD NOT
DENY A PERMIT FOR DEMOLITION. LORI WILHELM SECONDED THE MOTION. THE
MOTION CARRIED UNANIMOUSLY. LORI WILHELM MOVED THAT THE COMMISSION
SEND A LETTER INDICATING NO HISTORIC VALUE IN THE STRUCTURE AT 3103 W. ROUTE
120. THE COMMISSION WOULD NOT OPPOSE DEMOLITION. MARIA ARZA SECONDED
THE MOTION. THE MOTION CARRIED UNANIMOUSLY. THE STRUCTURE AT 2102 N.
RICHMOND RD. HAS A UNIQUE HISTORY WHICH NANCY WILL DETAIL IN THE LETTER
SENT TO THE CITY. MARIA ARZA MOVED THE COMMISSION SEND A LETTER TO THE
CITY STATING NO HISTORIC VALUE IN THE STRUCTURE AT 2102 N. RICHMOND RD. AND
THE COMMISSION DOES NOT OPPOSE DEMOLITION. BARB BYRON SECONDED THE
MOTION. THE MOTION CARRIED UNANIMOUSLY.
NANCY FIKE READ A COPY OF THE ANNUAL REPORT OF THE LANDMARK COMMISSION
TO THE MEMBERS. MARIA ARZA MOVED THAT THE ANNUAL REPORT OF THE
LANDMARK COMMISSION BE SENT TO THE CITY. BARB BYRON SECONDED THE
MOTION. THE MOTION CARRIED.
CHAIRMAN FIKE WILL TALK TO PAM ALTHOFF ON HISTORIC REPOSITORIES DETAILING
�-- THE COMMISSION'S CONCERNS ON COLLECTING DONATED HISTORIC MATERIALS.
PLEASE CONTINUE TO TRY TO FIND POSSIBLE MEMBERS TO JOIN THE COMMISSION AS
THE COMMISSION IS NOT AT FULL MEMBERSHIP.
BARB BYRON MOVED THAT THE COMMISSION SEND LETTERS TO THE OWNERS OF THE
TOWN CLUB AND THE FIRST DRAFT INDICATING THE COMMISSION'S PLEASURE IN THEIR
BUILDING'S RECENT REDECORATING. MARIA ARZA SECONDED THE MOTION. THE
MOTION CARRIED. CAROL JEAN WILL SEND THE LETTER.
MARIA ARZA MOVED THE COMMISSION WRITE A LETTER OF EXTREME DISCONTENT TO
THE CITY COUNCIL OVER THE MANNER THE LANDMARK COMMISSION AND ITS GUESTS
WERE TREATED BY OUR PEERS ON THE ZONING BOARD OF APPEALS. HANK NELL
SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY.
NANCY FIKE ASKED THE COMMISSION TO TURN ITS ATTENTION TO THE
RECOMMENDATIONS FROM THE ZONING BOARD OF APPEALS. THE FIRST CONCERNS
THE LOSS OF PROPERTY RIGHTS. THE SECOND CONCERNS THE FREEZING OF ANY WORK
ON A PROPERTY AFTER NOMINATION. THE THIRD CONCERNS THE FEELING THAT THE
COMMISSION HAS TOO MUCH POWER. THERE WERE SOME CONCERNS WITH LACK OF
DEFINITIONS. THE COMMISSION WILL DISCUSS AT FUTURE MEETINGS THE DIRECTIONS
TO TAKE IN HANDLING THE RECOMMENDATIONS FOR CHANGES IN THE PRESERVATION
ORDINANCE. POSSIBLY ANOTHER SUBCOMMITTEE SHOULD BE FORMED.
MARIA ARZA MADE A MOTION FOR ADJOURNMENT AT 9:15PM, BARB BYRON SECONDED
THE MOTION, AND THE MOTION CARRIED.
