MINUTES SEPTEMBER 2, 1997
THE MEETING WAS CALLED TO ORDER AT 7:15 PM BY CHAIRMAN NANCY FIKE.
NO GUESTS WERE PRESENT. MEMBERS PRESENT INCLUDED: MARIA ARZA, BARB
BYRON,NANCY FIKE, , GREG LOFGREN,HANK NELL, BOB NOVAK, , CAROL JEAN
SMITH,AND LORI WILHELM. THOSE ABSENT WERE DONNABELLE GLOSSON AND
CHRIS NOVAK.
A MOTION WAS MADE BY HANK NELL TO ACCEPT THE MINUTES FROM THE JUNE
3, 1997 MEETING. LORI WILHELM SECONDED THE MOTION. THE MOTION
CARRIED.
GREG LOFGREN REPORTED THAT THE TOTAL BALANCE STANDS AT $18,862.44.
MEMBERSHIP RENEWAL FOR THE MCHENRY COUNTY HISTORICAL SOCIETY,
$20.00, WAS PAID OUT ON JUNE 19, 1997. ALL MEMBERS APPROVED THE
RENEWAL. BARB BYRON MOVED THE TREASURER'S REPORT BE ACCEPTED, HANK
NELL SECONDED THE MOTION, THE MOTION CARRIED.
CAROL JEAN SMITH INTRODUCED THE TOPIC OF THE UNHAPPINESS OF THE
SOBERGS WITH THE RECOGNITION CERTIFICATE PRESENTED IN JUNE. CAROL
JEAN TOLD THE SOBERGS TO CONTACT LORI WILHELM IF THEY WISHED A NEW
CERTIFICATE.
BOB NOVAK REPORTED THAT HE IS TRYING TO GET SUE MILLER AND JIM BECKER
MOVING ON THEIR PROJECTS FOR WHICH THE COMMISSION APPROVED FACADE
GRANTS. CAROL JEAN WILL WRITE A LETTER TO JIM BECKER OF MCHENRY DRUG
AT 1325 N. RIVERSIDE DRIVE AND SUE MILLER REPRESENTING THE PROPERTY AT
1310 AND 1312 N. RIVERSIDE DRIVE STATING THE LANDMARK COMMISSION
NEEDS TO KNOW THE INTENTIONS FOR USE OF THE FACADE IMPROVEMENT
GRANT MONIES. THEY SHOULD CONTACT NANCY FIKE AS SOON AS POSSIBLE.
NANCY FIKE INTRODUCED DISCUSSION CONCERNING THE APPLICATION FOR A
FACADE IMPROVEMENT GRANT FOR THE WHALE'S TAIL RESTAURANT. THE
APPLICATION WAS TURNED IN CORRECTLY. THE BUILDING IS IN NEED OF
CLEANING AND TUCKPOINTING. GREG LOFGREN MOVED THAT A FACADE
IMPROVEMENT GRANT OF $2,000.00 BE AWARDED TO NICK LYKOVRETZOS,
OWNER OF THE WHALE'S TAIL AT 3425 W. PEARL STREET,FOR TUCKPOINTING ON
ALL NEEDED AREAS OF THE ORIGINAL BUILDING. MOVEMENT ON THE WORK TO
BE INITIATED WITHIN 120 DAYS AFTER NOTIFICATION OF THE GRANT. HANK
NELL SECONDED THE MOTION. THE MOTION PASSED UNANIMOUSLY. CAROL
JEAN SMITH WILL SEND THE NOTIFICATION LETTER.
NANCY FIKE ASKED THE COMMISSION MEMBERS TO NOW CONSIDER THE
PLAQUING OF THE GRANGER HOME AT 3803 W. MAIN STREET. THIS VICTORIAN �"
STYLE HOME WITH QUEEN( LEMENTS WAS BUILT IN JUNE OF 1890. ORIGINAL 4 'illy
FEATURES INCLUDE THE CEDAR SIDING, INTERIOR TRIM,ALL WINDOWS( EXCEPT
FOR THE KITCHEN AND UPPER STORM WINDOWS), INTERIOR DOORS AND POCKET
DOOR. THIS HOME HAS ALWAYS BEEN A RESIDENCE. IT WAS BUILT BY CHARLES
GRANGER, AN ALDERMAN AND MANAGER OF WILBUR LUMBER COMPANY AT THE
WEST END OF MAIN STREET. HE TOOK HIS OWN LIFE IN THE UPSTAIRS MASTER
BEDROOM AT THE AGE OF 38 IN AUGUST, 1902. HE WAS THE SON OF STATE
LEGISLATOR, F. K. GRANGER. CHARLES WAS MARRIED TO HATTIE SMITH,
GRANDDAUGHTER OF GEORGE AND MARTHA GAGE. NANCY THEN WENT OVER
THE VOTING PROCEDURES ON THE PLAQUING FORMS. THE TOTAL POINTS
AVERAGED 79%. HANK NELL MOVED THAT THE RESULTS OF THE VOTING FOR
PLAQUING, BEING ABOVE THE REQUIRED 65%,BE ACCEPTED AND THE CITY
NOTIFIED. BARB BYRON SECONDED THE MOTION. THE MOTION CARRIED
UNANIMOUSLY. NANCY FIKE WILL NOTIFY THE CITY.
CHAIRMAN FIKE WILL BE WRITING AN ANNUAL REPORT DETAILING THE
COMMISSION'S ACTIVITIES, i.e. WALKING TOURS, RESEARCH FOR DEMOLITIONS,
AND SENDING IT TO THE CITY.
NANCY FIKE MOVED TO THE NEXT TOPIC, THE DEMOLITION OF THE PROPERTY
AT 1001 N. GREEN STREET. DANIEL OWEN, ONE OF MCHENRY'S EARLY SETTLERS,
WAS LIVING IN THIS HOME WHEN HE DIED IN DECEMBER OF 1857. IT IS POSSIBLE
THIS HOME WAS MOVED TO THIS LOCATION FROM THE ORIGINAL OWEN
HOMESTEAD AREA ON WAUKEGAN ROAD. LORI WILHELM MOVED THAT THE
COMMISSION SEND A LETTER TO JOHN LOBAITO RECOMMENDING A PERIOD OF
TIME FOR MORE INVESTIGATION OF THE PROPERTY AT 1001 N. GREEN STREET
DUE TO THE HISTORIC VALUE BASED ON THE WRITTEN DOCUMENTATION. BARB
BYRON SECONDED THE MOTION. THE MOTION WAS DEFEATED. A NEW MOTION
WAS INTRODUCED BY LORI WILHELM: GIVEN THE WRITTEN HISTORIC
INFORMATION THAT THE COMMISSION HAS ON THE PROPERTY AT 1001 N. GREEN
STREET THE COMMISSION RECOMMENDS AGAINST DEMOLITION. IF A
PRESERVATION ORDINANCE WAS CREATED BUILDINGS LIKE THIS WOULD COME
UNDER A PROCESS TO FOLLOW FOR PRESERVATION. THE COMMISSION ALSO
RECOMMENDS,DUE TO THE SMALL SIZE OF THE STRUCTURE, THAT THE CITY
ACQUIRE THE BUILDING AND MOVE IT TO ONE OF THE CITY OWNED SITES. HANK
NELL SECONDED THE MOTION. THE MOTION CARRIED. NANCY WILL SEND A
LETTER TO THE CITY.
THE PRESERVATION ORDINANCE WILL BE PRESENTED AT A PUBLIC HEARING
BEFORE THE ZONING BOARD OF APPEALS ON SEPTEMBER 15, 1997 AT 7:30 PM IN
THE CITY COUNCIL CHAMBERS. COME AND SHOW YOUR SUPPORT AND CONTACT
OTHERS WHO WILL BE SUPPORTIVE. DISCUSSION FOLLOWED ON LANGUAGE
ITEMS IN THE PRESERVATION ORDINANCE.
NANCY FIKE REMINDED THE COMMISSION THAT THERE WILL BE A NETWORKING
COMMITTEE MEETING AT 7:00PM ON SEPTEMBER 24, 1997 AT THE MCHENRY
COUNTY HISTORICAL SOCIETY.
PLEASE,LOOK OVER THE APPLICATION FOR A FACADE IMPROVEMENT GRANT ON
THE PROPERTY AT 1228 N. GREEN STREET AND BE PREPARED FOR THE NEXT
MEETING.
LORI WILHELM MADE A MOTION FOR ADJOURNMENT AT 9:03PM,BARB BYRON
SECONDED THE MOTION, AND THE MOTION CARRIED.
