HomeMy WebLinkAboutMinutes - 2/4/1997 - Landmark Commission THE CITY OF MCHENRY LANDMARK COMMISSION MEETING MINUTES FEBRUARY 4, 1997 THE MEETING WAS CALLED TO ORDER AT 7:15 PM BY CHAIRMAN NANCY FIKE. THOSE PRESENT INCLUDED: MARIA ARZA, BARB BYRON, NANCY FIKE, DONABELLE GLOSSON, GREG LOFGREN, BOB NOVAK, CAROL JEAN SMITH, LORI WILHELM, AND MAURA MCCARTHY. THE ABSENTEES WERE: TOM BOLGER AND CHRIS NOVAK. DONNABELLE GLOSSON MOVED THE MINUTES BE ACCEPTED. BOB NOVAK SECONDED THE MOTION. TWO CHANGES WERE MADE IN THE JANUARY MINUTES. THE CORRECTIONS IN SPELLING INCLUDED "NORA MCCARTHY" TO "MAURA MCCARTHY" AND "DEBBIE HARE" TO "DEBBIE HARR." THE MOTION WAS APPROVED. GREG LOFGREN REPORTED THAT $2,350.00 WAS PAID OUT TO HAROLD MILLER ON DECEMBER 16, 1996 FOR THE FACADE IMPROVEMENT GRANT ON THE BUILDING AT THE SOUTHEAST CORNER OF RIVERSIDE DRIVE AND PEARL STREET. THERE IS A TOTAL BALANCE OF $15,692.93 IN THE COMMISSION BUDGET. MARIA ARZA MOVED THE TREASURER'S REPORT BE ACCEPTED. LORI WILHELM SECONDED THE MOTION. THE MOTION CARRIED. • MARIA ARZA REPORTED ON THE WORK THAT SHE AND CHRIS NOVAK ACCOMPLISHED ON REVISION OF THE FACADE IMPROVEMENT GRANT APPLICATION FORMS. THE FORMS NOW MAKE CLEAR THE REQUIREMENTS FOR COMPLETE SUBMISSION OF APPLICATIONS. THE MINIMUM AGE CRITERIA WILL BE CHANGED FROM 70 YEARS TO 50 YEARS OF AGE TO COINCIDE WITH THE COMMISSION'S PRESERVATION ORDINANCE. OTHER CHANGES AND ADDITIONS WERE MENTIONED AND WILL BE REFLECTED ON THE DOCUMENT WHICH WILL BE PRESENTED FOR THE COMMISSION MEMBER'S VOTE AT THE MARCH MEETING. GREG LOFGREN MOVED THE COMMISSION EXTEND THE MORATORIUM ON ACCEPTANCE OF FACADE GRANT APPLICATIONS UNTIL AFTER THE COMMISSION'S MARCH MEETING. MARIA ARZA SECONDED THE MOTION. THE MOTION CARRIED. GREG LOFGREN TURNED IN AN ANNOUNCEMENT CONCERNING THE COMMISSION SPONSORED WALKING TOURS FOR APPROVAL BY THE MCHENRY CHAMBER OF COMMERCE FOR INCLUSION IN THE CHAMBER'S FIESTA WEEK BOOK. THE COMMISSION WOULD LIKE TO INCLUDE THE MASS BARN IN SOME WAY �'' AGAIN THIS SUMMER. THE COMMISSION DISCUSSED OTHER OPTIONS FOR WALKING TOURS. THE WALKING TOUR SUBCOMMITTEE WILL WORK ON SEVERAL OF THESE IDEAS. GREG LOFGREN TURNED IN AN ARTICLE FOR THE NEWSLETTER ON SOME OF THE COMMISSIONS ACTIVITIES SINCE OCTOBER. BOB NOVAK TALKED ABOUT DOWNTOWN REVITALIZATION. THERE WAS A METING WITH GREEN STREET. MANY DIDN'T SHOW UP. NOTHING WAS REALLY DECIDED. RIVERSIDE DRIVE IS STARTING A NEWSLETTER FEATURING HISTORY OF BUSINESSES AND NEW BUSINESSES. PART OF THE MONEY WILL GO TOWARD PROJECTS ALONG RIVERSIDE DRIVE. THE MERCHANTS ARE ALSO SEEKING CORPORATE FUNDING TO REPLACE BENCHES, GARBAGE CANS, ETC. ALONG THE, STREET. LORI WILHELM BROUGHT UP THE TOPIC OF VYCITAL'S BUILDING ON GREEN STREET. THE BUILDING IS SOLD. THE PLAN IS TO DIVIDE THE BUILDING INTO A SMALL MALL WITH SPACES TO RENT. LORI ENCOURAGED DAVE GELWICKS TO HAVE THE NEW OWNERS SEEK HELP FROM THE LANDMARK COMMISSION AS THEY ARE REMODELING. NANCY FIKE SUGGESTED THAT SOMEONE FROM THE COMMISSION NEEDS TO CONTACT ONE OF THE MAIN BUSINESSES ON MAIN AND GREEN STREET ON A MONTHLY BASIS TO ASK WHAT IS GOING ON AND INFORM THE BUSINESSES OF THE HELP THE COMMISSION CAN OFFER THEM. LORI WILHELM WILL ACCEPT THIS RESPONSIBILITY. NANCY FIKE SET A DATE TO GET TOGETHER WITH CAROL JEAN SMITH AND LORI WILHELM TO WORK ON THE SLIDE SHOW. NANCY FIKE BROUGHT UP THE FACADE IMPROVEMENT GRANT FOR MCHENRY DRUG. NANCY TALKED TO THE CONTRACTOR, AND HE SEEMS TO BE WILLING TO WORK WITH ACCEPTED PRESERVATION TECHNIQUES. HE GAVE NANCY SOME SITES WHICH HE HAS WORKED ON PREVIOUSLY. LORI WILHELM MOVED THAT THE COMMISSION ALLOW$2,000.00 TO MCHENRY DRUG FOR FACADE IMPROVEMENT. DONNABELLE GLOSSON SECONDED. THE MOTION FAILED 4 TO 3. LORI WILHELM AMENDED THE MOTION TO $2,200.00. GREG LOFGREN SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. NANCY FIKE WILL SEND THE LETTER OF APPROVAL TO JIM BECKER AND INCLUDE THE OTHER REQUESTS OF THE COMMISSION. CAROL JEAN SMITH SENT INVITATIONS TO THE CITY OF MCHENRY CANDIDATES INVITING THEM TO COME AND EXPRESS THEIR VIEWS AT THE MARCH 4, 1997 REGULAR COMMISSION MEETING. MAUREEN ANDREWS IS THE ONLY ONE WHO ••- HAS RESPONDED. NANCY FIKE ENCOURAGED MEMBERS TO ATTEND THE MARCH 16,1997 CANDIDATES NIGHT, WATCH FOR MORE INFORMATION. NANCY FIKE BEGAN THE PRELIMINARY DISCUSSION OF THE PLAQUING APPLICATION FOR THE GRANGER HOUSE AT 3803 MAIN STREET. SHE WILL SET UP A TIME WITH THE OWNER FOR THE COMMISSION MEMBERS TO VIEW THE HOME. NANCY FIKE WILL GET RATING SCALES FOR THE COMMISSION MEMBERS. NANCY FIKE HEARD FROM PAM ALTHOFF THAT ROBERT PETERSON IS INTERESTED IN HAVING HIS FARM PLAQUED. PAM ALTHOFF WILL SEND HIM THE COMMISSION'S FORMS, AND NANCY FIKE WILL CONTACT THE MCHENRY COUNTY HISTORICAL SOCIETY AND THE MCHENRY COUNTY PRESERVATION COMMISSION CONCERNING PLAQUING. LORI WILHELM GAVE THE NEW OWNERS OF THE CAREY BUNGALOW ON BROAD STREET AN APPLICATION. THE PRESERVATION NETWORK MEETING HAS BEEN RESCHEDULED FOR FEBRUARY 19, 1997 AT THE MCHENRY COUNTY GOVERNMENT CENTER AT 7:30PM, ROOM B170. THE BOLANDER HOUSE ACROSS FROM LANDMARK SCHOOL WILL BE FEATURED ON THE CITY STICKER THIS YEAR. THERE WAS A DISCUSSION ABOUT MAKING SURE THE COMMISSION HAS ITS FULL MEMBERSHIP ALLOTMENT. NANCY FIKE PRESENTED A SLIDE SHOW PUT OUT BY THE AMERICAN ASSOCIATION OF STATE AND LOCAL HISTORY CONCERNING PLANNING FOR HISTORIC RESTORATION. MARIA ARZA MADE THE MOTION FOR ADJOURNMENT AT 8:53PM. IT WAS SECONDED BY BARB BYRON. THE MOTION CARRIED.
