MEETING MINUTES
DECEMBER 3 ,1996
THE LANDMARK COMMISSION REGULAR MEETING WAS CALLED TO ORDER AT
7:18PM BY CHAIRMAN NANCY FIKE. MEMBERS PRESENT WERE: TOM BOLGER
NANCY FIKE, DONNABELLE GLOSSON, GREG LOFGREN, CAROL JEAN SMITH, LORI
WILHELM,MARIA ARZA. MEMBERS ABSENT WERE: BARB BYRON, CHRIS NOVAK,
AND BOB NOVAK.
THERE WAS A CORRECTION IN THE NOVEMBER 5, 1996 MINUTES ON PAGE 2 IN
THE FOURTH PARAGRAPH. THE SENTENCE SHOULD READ: "DISCUSSION
FOLLOWED ON THE FACT THE COMMISSION DOES NOT KNOW HOW THE
BUSINESSES FEEL ABOUT THE SIGNS LOCATED ON THEIR PROPERTY." CAROL
JEAN SMITH MOVED THE MINUTES BE APPROVED, SECONDED BY LORI WILHELM,
THE MOTION PASSED,
NANCY FIKE CALLED FOR THE TREASURER'S REPORT. GREG LOFGREN REPORTED
$4.69 FOR DRAKE OFFICE SUPPLY WAS NOT ON THE TREASURER'S REPORT. IT HAS
NOT BEEN PROCESSED YET ACCORDING TO THE CITY CLERK'S OFFICE. THE
TOTAL AMOUNT IN THE LANDMARK COMMISSION BUDGET IS $17,921.28.
DONNABELLE GLOSSON MOVED THE TREASURER'S REPORT BE APPROVED. TOM
BOLGER SECONDED THE MOTION, AND THE MOTION CARRIED.
CAROL JEAN SMITH REPORTED THAT SHE SENT A LETTER TO LISA AND JERRY
SOBERG AT 3809 W. JOHN STREET CONCERNING THE RECOGNITION CERTIFICATE.
THEY WOULD LIKE THE CERTIFICATE, AND THE CERTIFICATE IS IN THE PROCESS
OF BEING COMPLETED. CAROL JEAN SMITH AND MARIA ARZA WILL MAKE
ARRANGEMENTS FOR PRESENTATION.
CAROL JEAN SMITH REPORTED THE SOBERGS HAD SUGGESTED THE COMMISSION
LOOK ANOTHER PROPERTY AT 3803 W. MAIN STREET. NANCY FIKE ASKED CAROL
JEAN SMITH TO BEGIN THE PROCESS OF RECOGNITION OR POSSIBLY PLAQUING
OF THIS HOME. CAROL JEAN SMITH ALSO SENT PLAQUING MATERIAL TO JUDY
IRWIN. SHE ALSO SUGGESTED THAT WE WRITE A LETTER TO THE PEOPLE WHO
ARE FIXING UP THE PERRY HOUSE ON RICHMOND ROAD. WE WILL WAIT UNTIL
THE OWNERS ARE FINISHED. NANCY FIKE SUGGESTED THAT AFTER THE FIRST OF
THE YEAR WE WRITE ANOTHER NEWSPAPER ARTICLE ABOUT OUR PLAQUING
PROGRAM OF BUILDINGS IN THE CITY OF MCHENRY. CAROL JEAN SMITH
EXPLAINED THE OLD HOUSE SUPPORT GROUP MEETINGS THAT ARE HELD
THROUGHOUT THE COUNTY.
THE AWNINGS ARE ON THE RIVERSIDE DRIVE BUILDING. NANCY FIKE WAS
ASKED BY JERRY MILLER HOW THE COMMISSION GETS THE GRANT MONEY TO
HIM. THE PAPER WORK HAS BEEN DONE THEY ARE WAITING FOR MR. MILLER'S
INFORMATION. MAYOR CUDA WILL PRESENT THE FUNDS AT THE DECEMBER 16,
1996 CITY COUNCIL MEETING.
CHAIRMAN FIKE REVIEWED THE PRESERVATION BRIEFS ENCLOSED IN OUR
PACKETS. THE COMMISSION MEMBERS NEED TO EDUCATE THEMSELVES ON
PROPER PRESERVATION TECHNIQUES. CAROL JEAN SMITH MENTIONED THERE IS
A POSSIBLE SOURCE ON HISTORIC PRESERVATION IN MCHENRY SHORES.
NANCY FIKE GAVE THE COMMISSION MEMBERS A COPY OF THE LETTER SENT TO
SUE MILLER REGARDING THE NOTIFICATION OF RECEIVING THE FACADE
IMPROVEMENT GRANT.
CHAIRMAN FIKE SPOKE ABOUT THE LETTER TO JOHN LOBAITO OF THE BUILDING
DEPARTMENT CONCERNING THE DEMOLITION OF PROPERTY AT 3007 AND 3009
W. ROUTE 120 BY RICHARD ADAMS. SHE STATED THAT THE LETTER WILL GO
INTO MR. ADAMS FILE IN THE BUILDING DEPARTMENT OFFICE. NANCY
EMPHASIZED THE THIRD PARAGRAPH STATING THE COMMISSION'S CONCERNS
ON DEMOLITION BEFORE THE REVIEW PROCESS IS COMPLETE.
NANCY FIKE ALSO SPOKE TO JOHN LOBAITO ABOUT THE DEMOLITION OF
STRUCTURES. MR. LOBAITIO STATED THE CITY HAS GIVEN NO GUIDANCE AS TO
WHAT STRUCTURES SHOULD BE SUBMITTED FOR THE REVIEW PROCESS. UNTIL A
PRESERVATION ORDINANCE IS IN PLACE, MR. LOBAITO WILL DO THE BEST HE
CAN WITH SUBMITTING STRUCTURES SLATED FOR DEMOLITION,BUT HE DOESN'T
HAVE TO ACCORDING TO CITY DIRECTIONS. .
NANCY FIKE BROUGHT UP A REQUEST FROM BARB GILPIN ASKING US TO WRITE A
LETTER TO THE CITY CONCERNING THE DECORATION OF VETERANS MEMORIAL
PARK FOR THE HOLIDAYS. DISCUSSION FOLLOWED. TOM BOLGER MOVED THAT
THE COMMISSION DRAFT A LETTER TO THE CITY REQUESTING THAT VETERANS
MEMORIAL PARK BE DECORATED FOR THE HOLIDAYS. MARIA ARZA SECONDED
THE MOTION. THE MOTION CARRIED.
DONNABELLE GLOSSON MOVED THAT THE LANDMARK COMMISSION PUT A
LETTER IN THE HERALD AND STAR NEWSPAPERS ASKING IF A GROUP OR
INDIVIDUAL WAS INTERESTED IN DECORATING VETERANS MEMORIAL PARK FOR
THE HOLIDAYS. CAROL JEAN SMITH SECONDED THE MOTION. THE MOTION
CARRIED.
NANCY FIKE BROUGHT UP THE ISSUE OF THE BARN AT 2211 COUNTRY LANE IN
EASTWOOD MANOR. SHE REMINDED THE COMMISSION MEMBERS THAT OUR JOB
IS NOT TO DETERMINE IF IT'S ECONOMICALLY FEASIBLE FOR THE OWNER TO
MAKE ANY USE OF THE STRUCTURE BUT ONLY TO DETERMINE THE HISTORICAL
SIGNIFICANCE OR WHETHER THE STRUCTURE COULD POSSIBLY BE SAVED.
DISCUSSION FOLLOWED WITH MENTION THAT IT WAS PART OF THE PINE TREE
DAIRY FARM. THERE SEEMS TO BE A TREMENDOUS AMOUNT HISTORY
CONNECTED WITH THIS BARN. CAROL JEAN SMITH MOVED THAT THE
COMMISSION SEND MR. LOBAITO A LETTER STATING THAT THERE IS MUCH
HISTORY ASSOCIATED WITH THIS STRUCTURE, IT IS ONE OF THE FEW REMAINING
BARNS WITHIN THE CITY LIMITS, THAT THE CONDITION OF THE STRUCTURE IS
VERY SOUND,AND THE COMMISSION DOES NOT FAVOR DEMOLITION.
DONNABELLE GLOSSON SECONDED THE MOTION. THE MOTION CARRIED
UNANIMOUSLY.
CHAIRMAN FIKE ASKED IF ANYONE WAS IN PERES thD IN GOING TO THE COUNTY
WIDE PRESERVATION MEETING ON JANUARY 15, 1997. SHE WILL BE ATTENDING.
OTHER COMMISSION MEMBERS SHOULD CONTACT NANCY FIKE IF THEY ARE
INTERESTED IN AT PENDING.
NANCY FIKE INTRODUCED THE APPLICATION FOR A FACADE IMPROVEMENT
GRANT AT 1325 N. RIVERSIDE DRIVE, MCHENRY DRUG. DISCUSSION WILL
CONTINUE AT FUTURE MEETINGS. MARIA ARZA MOVED FOR ADJOURNMENT AT
8:23 PM. TOM BOLGER SECONDED. THE MOTION PASSED.
