JULY 2, 1996
THE LANDMARK COMMISSION REGULAR MEETING WAS CALLLED TO ORDER A
7:20PM BY ACTING CHAIRMAN NANCY FIKE. TWO GUESTS WERE PRESENT:BARB
GILPIN AND NANCY ROOZEE. ROLL CALL WAS TAKEN WITH THE FOLLOWING
MEMBERS PRESENT: NANCY FIKE, GREG LOFGREN, CAROL JEAN SMITH AND LORI
WILHELM. MEMBERS ABSENT WERE: STACY BJORKMAN, TOM BOLGER, BARB
BYRON, AND DONNABELLE GLOSSON.
LORI WILHELM MOTIONED THAT THE JUNE 4, 1996 MINUTES BE APPROVED, IT
WAS SECONDED BY NANCY F I KE, THE MOTION CARRIED.
IN THE ABSENCE OF THE TREASURER AND TREASURER'S REPORT IT WAS
REPORTED THERE WERE NO TRANSACTIONS SINCE THE JUNE REPORT. NANCY
FIKE THEN PRESENTED A BILL TO REPAY JOHN BAUMGARTNER FOR
PHOTOGRAPH DEVELOPING. BARB GILPIN AND NANCY FIKE EXPLAINED THE
PROBLEM, BARB BORROWED SOME NEGATIVES OF OLD PHOTOGRAPHS FROM
JOHN BAUMGARTNER TO HAVE COPIES MADE FOR THE LANDMARK COMMISSION.
THE NEGATIVES WERE LOST BY OSCO. BARB HAD MADE EXTENSIVE INQUIRIES
IN AN ATTEMPT TO LOCATE THE NEGATIVES. EVENTUALLY MR. BAUMGARTNER
HAD NEW PHOTOS AND NEGATIVES MADE. A MOTION WAS MADE BY CAROL
JEAN SMITH TO REIMBUSE JOHN BAUMGARTNER $150.00 FOR FORTY 6X 10
PHOTOGRAPHS AND $200.00 FOR NEGATIVES TO REPLACE THOSE LOST BY
OSCO. IT WAS SECONDED BY LORI WILHELM. THE MOTION CARRIED. IT WAS
ALSO RESOLVED THAT A LETTER WOULD BE WRITTEN TO OSCO FROM THE
LANDMARK COMMISSION INFORMING THEM OF OUR DISPLEASURE WITH THEIR
SERVICE AND LACK OF QUALITY CONTROL. THE COMMISSION MEMBERS
ENJOYED LOOKING AT THE PHOTOGRAPHS.
A DISCUSSION FOLLOWED ABOUT MAKING A BOOKLET OF PHOTOGRAPHS OF
MCHENRY, ONE BOOKLET TO BE KEPT AT CITY HALLAND ANOTHER TO BE PUT IN
THE MCHENRY PUBLIC LIBRARY. IT WAS NOTED BY BARB GILPIN THAT THE
LIBRAY HAS FOUND THE DON HONUS(SP) COLECT ION OF PHOTOS AND THESE
ARE NOW AVAILABLE FOR VEIWING.
NANCY FIKE THEN ASKED THAT WE TAKE UP THE NEW BUSINESS PORTION OF
THE AGENDA, AND SHE INTRODUCED NANCY ROOZEE OF CROSSROADS
ANTIQUES. NANCY ROOZEE REPRESENTED MERCHANTS, SHIRLEY KLAPPERICH-
(LITTLE CHEF CAFE), CAROL BONZI-(MAKING WAVES HAIR SALON), HERSELF,
AND OWNERS HAROLD F. MILLER AND ROBERT L. FUNK-(MILLER BUILDING, 1620
N. RIVERSIDE DRIVE) CONCERNING A FACADE IMPROVEMENT GRANT. NANCY
ROOZEE PRESENTED A PROPOSAL FOR AWNINGS AND DOOR HOODS FOR THE
ESTIMATED AMOUNT OF $4707.00. SHE EXPLAINED THE PURPOSE OF THE
AWNINGS, THE REASONS FOR THE COLOR, AND THEIR CARE. CHAIRMAN FIKE
ASKED IF THE AWNINGS WERE THE END RESULT OF BUILDING IMPROVEMENTS
OR ARE THERE OTHER HOPES FOR THE FUTURE. NANCY ROOZEE RESPONDED
THAT THEY HAVE OTHER IDEAS, INCLUDING PAINTING AND GAVE EXTENSIVE
DISCUSSION OF HOPES TO DO OTHER PHYSICAL HISTORICAL TREATMENTS TO
THE BUILDING, POSSIBLY USING FUNDRAISERS, BUT MUCH DEPENDS ON THE
OWNERS. CAROL JEAN SMITH MENTIONED THE IRON WORK ON THE ROOF LINE
SHOWN ON THE RECENTLY ACQUIRED PHOTOGRAGHS AND EXPRESSED INTERSET
IN SEEING THAT RESTORED. NANCY ROOZEE ALSO EXPLAINED THE RECENT CITY
COUNCIL VOTE APPROVING FUNDS FOR RIVERSIDE DRIVE REVITALIZATION:
BRICK SIDEWALKS, TREES, AND NEW STREET LIGHTING. NANCY ROOZEE
BROUGHT UP A CONCERN ABOUT OUR LANDMARK SIGN ON RIVERSIDE DRIVE
AND THE WEEDS AROUND IT. SHE INDICATED THE MERCHANTS WOULD TAKE
TAKE CARE OF THE AREA UNDER THE SIGN. NANCY ROOZEE ALSO PRESENTED A
PAMPHLET SHOWING SIGNS THAT COULD BE PUT UP IN VARIOUS LOCATIONS
EXPLANING BRIEF HISTORIES. DISCUSSION FOLLOWED CONCERNING GATHERING
OF HISTORIES OF VARIOUS BUSINESS AND BUILDINGS AND GIVING THEM TO
OWNERS TO MAKE UP SOME HISTORIES OR PLAQUES FOR DISPLAY AT THEIR
SITES. CAROL JEAN SMITH MENTIONED GETTING FORMS FOR LANDMARK
RECOGNITION TO PEOPLE ON RIVERSIDE DRIVE. THE COMMISSION THANKED
BARB GILPIN AND NANCY ROOZEE FOR THEIR HELPFUL INFORMATION.
DISCUSSION NOW FOCUSED ON THE FACADE IMPROVEMENT GRANT. CAROL
JEAN SMITH BROUGHT UP WHETHER FACADE IMPROVEMENT GRANTS HAD TO
DEAL WITH PHYSICAL STRUCTURE IMPROVEMENTS. NACY FIKE MENTIONED
THAT FACADE IMPROVEMENTS SHOULD BE REVERSIBLE. LANGUAGE IN THE
FACADE GRANT APPLICATION REVEALED THAT APPROVAL FOR IMPROVEMENTS
COULD BE VERY BROAD. ALL MEMBERS FELT EACH APPLICATION FOR GRANTS
MUST BE DECIDED ON INDIVIDUALLY. GREG LOFGREN MADE A MOTION FOR
APPROVAL OF THE FACADE IMPROVEMENT ON THE MILLER BUILDING IN THE
AMOUT OF $2350.00. IT WAS SECONDED BY LORI W I LHEM. THE MOTION
`' CARRIED UNANIMOUSLY. A LETTER OF CONCERNS WILL ALSO BE SENT TO THE
BUSINESSES MENTIONING OUR INTEREST IN MAKING OTHER FACADE
IMPROVEMENTS.
CHAIRMAN FIKE REPORTED THAT THE PRESERVATION ORDINANCE WILL BE
READY FOR DISCUSSION AND VOTING AT THE AUGUST MEETING. WE WILL
THEN PROCEED WITH INFORMING ELECTED OFFICIALS AND WORKING FOR ITS
PASSAGE.
GREG LOFGREN PRESENTED INFORMATION ON FIESTA DAY TOURS. WE WILL USE
SOME INFORMATION FROM THE 1986 TOUR BROCHURE. NANCY FIKE WILL LEAD
THE JULY 13TH TOUR B. BARB GILPIN AND LORI WILHELM WILL LEAD THE JULY
17TH TOUR B. GREG LOFGREN WILL LEAD THE JULY 13 AND JULY17 A TOURS.
DISCUSSION FOLLOWED ON PRESENTATIONS DURING THE TOURS AND GETTING
OUT PUBLICITY.
CHAIRMAN FIKE CALLED ON CAROL JEAN SMITH TO REPORT ON THE TWO
RECOGNITION AWARDS TO DIEDRICH'S AND THE WASHINGTON-GREEN STREET
HOUSE, NO FURTHER ACTION AT THIS TIME. NANCY FIKE INFORMED THE
COMMISSION OF INTEREST BY THE HOMEOWER EAST OF OLD ZION LUTHERAN
CHURCH CONCERNING RECOGNITION AND HISTORY OF THE HOUSE. CAROL JEAN
`-' SMITH ASKED THAT ALL MEMBERS LOOK AT 3809 W. JOHN STREET BEFORE THE
AUGUST MEETING AND BE PREPARED TO VOTE ON RECOGNITION.
GREG LOFGREN REPORTED ON LANDMARK SIGNS MENTIONING HIS CONFUSION
ABOUT WHAT TO PUT IN THE SIGNS AND WHERE TO GET THE PICTURES. CAROL
JEAN SMITH REPORTED SHE HAS COPIES OF ADVERTISEMENTS FROM OLD HIGH
SCHOOL YEARBOOKS AND SHE AND GREG WILL PUT THESE IN THE SIGNS FOR
FIESTA DAYS.
CAROL JEAN SMITH COMMENTED SHE HAS MADE A HANDOUT OF PLAQUED
HOMES FOR THE WALKING TOURS. SHE ALSO BROUGHT UP THe IDEA OF
INFORMING PEOPLE TO KEEP UP THE APPEARANCE OF PLAQUED HOMES.
CHAIRMAN FIKE ASKED CAROL JEAN SMITH TO DRAFT A LETTER TO BE SENT TO
THOSE WHOSE PROPERTY IS NOT KEPT UP.
NANCY FIKE REPORTED ON THE PROGRESS OF THE DEMOLITION OF THE PHALIN
HOUSE ON ROUTE 31 BELONGING TO WM. TONYAN CONSTRUCTION. THE
TONYANS FELT THAT THEY WERE NOT INTERESTED IN PRESERVATION. CAROL
JEAN SMITH SUGGESTED AN APPLICATION FOR FACADE IMPROVEMENT GRANT
�.. BE SENT. THE COMMISSION FELT THE ISSUE SHOULD BE LEFT ALONE FOR
FURTHER STUDY.
NANCY FIKE PURSUED THE GOALS OF THE COMMISSION FOR 1996-1997. THERE
WILL BE A THIRTY MINUTE SLIDE SHOW ORGANIZED FOR THE CHAMBER OF
COMMERCE AND THE GENERAL PUBLIC. NANCY FIKE REQUSETED THAT CAROL
JEAN SMITH RETURN THE SLIDES BELONGING TO THE LANDMARK COMMISSION
TO THE FILES SO THAT THEY CAN BE AVAILABLE FOR THE COMMITTEE MEETING
AT THE END OF THE MONTH WHEN WORK WILL BEGIN ON THE PRESENTATION.
CAROL JEAN SMITH BROUGHT UP REASONS FOR NOT PRESENTING RECOGNITION
AWARDS AT THE PUBLIC SLIDE SHOWS,i.e. MANY DON'T LIKE TO BE RCOGNIZED
IN PUBLIC. DISCUSSION CONTINUED ABOUT QUARTERLY MEETINGS WITH OTHER
PRESERVATION COMMISSIONS IN THE COUNTY.
NANCY FIKE ASKED FOR MEMBER'S INTEREST IN GOING TO THE NATIONAL
TRUST FOR HISTORIC PRESERVATION CONFERENCE IN CHICAGO, OCTOBER 16-
20, 1996. NANCY FIKE PLANS ON ATTENDING THE FRIDAY OCTOBER 18TH
SESSION. CAROL JEAN SMITH BROUGHT UP THE IDEA OF SENDING THE TOPICS
OF THE CONFERENCE TO OTHER DEPARTMENTS OF THE CITY TO SEE IF THERE IS
ANY INTEREST.
CAROL JEAN SMITH BROUGHT UP THE IDEA OF PURCHASING ONE OF LORI
WILHELMS DRAWINGS FOR FUTURE FUNDRAISERS. NANCY ASKED THAT WE
CONSIDER AND PLAN FOR FUTURE FUNDRAISERS AT A LATER DATE.
LORI WILHELM MOVED FOR ADJOURNMENT AT 9:22PM, CAROL JEAN SMITH
SECONDED THE MOTION, AND IT PASSED.
