MAY 7, 1996
The Landmark Commission regular May meeting was called to order at
7:24 p.m. by Chairman Barbara Gilpin. No guests were present and roll
call was taken with the following members present: Stacy Bjorkman,
Marya Dixon, Nancy Fike, Adele Froehlich, Barb Gilpin, Donnabelle
Glosson, Greg Lofgren, Carol Jean Smith and Lori Wilhelm. Those
absent included: Tan Bolger, Barb Byron, Larry Huck and Debbie Lane.
The minutes were approved on a motion by Adele Froehlich and a second
by Marya Dixon. Several cannents were made about the lateness of
receiving the Commission packet. Two members only received the
packets the day of the meeting and one person hadn't received anything
at all. The treasurer's report was made by Chairman Gilpin in the
absence of the treasurer. The records now reflect a $10.00 pay out
for the Marengo House Book, Vol. 1, otherwise no funds were expended
leaving a balance of $15, 352.37. The treasurer's report was approved
on a motion by Lori Wilhelm with a second by Donnabelle Glosson.
At this point the Chairman informed the Commission mission that the two
representatives fram the County Preservation Commission, Gloria Mack
and Gail Drabant, would not be present at this meeting but might be
rescheduled for the June meeting. Mrs. Mack requested we invite the
new City Administrator to attend the meeting they are present at.
Mrs. Gilpin will make that request.
COMMITTEE REPORTS:
Preservation Ordinance--Nancy Fike reported no further work an the
ordinance other than receiving a copy of the 1994 Oak Park revised
preservation ordinance which she will review for possible help with
the McHenry proposal. The proposed ordinance needs to be retyped and
presented to the Commission as a single unit before bringing to other
committees within the city.
Downtown Revitalization--Barb Gilpin noted that Riverside Drive had
made a presentation of street design improvements to the city and that
Main Street would follow. Green Street might be starting in June.
Landmark Signs--Greg Lofgren believes he has a way of preventing
leakage in the Riverside Drive sign which he will discuss with the
City Maintenance Dept. Otherwise, he'll begin working an appropriate
pictures for the 3 district. Carol Jean suggested using old business
ads in the signs during Fiesta Days and the Commission felt that was a
good idea. She and Greg will work together.
Fiesta Day Program-Greg Lofgren reported on a subcommittee meeting
to plan walking tours during Fiesta Days. The write up on the routes
had been submitted to the Fiesta Days Committee for inclusion in the
Fiesta Booklet. Another meeting will be held at the end of May to
plan the specifics of the routes. The City and District 15 had been
contacted about parking and touring of the Mass Barn. All met with
approval.
OLD BUSINESS: Discussion was held on whether to award the property on
the SW corner of Washington and Green with a certificate of approval.
The owners had done considerable work on the exterior of the hare.
After sane discussion if only the house or the house and grounds
needed to qualify, Greg Lofgren made a motion to award the certificate
to the Barron's family and Carol Jean Smith seconded. The motion
passed with six (6) yes, two (2) no's and one (1) abstention.
NEW BUSINESS: A motion was made by Lori Wilhelm to notify the City
that the structure at 3810 West Kane Ave. held no historical
significance and seconded by Marya Dixon. Approved. The McHenry Jr.
High wishes to demolish the building for a site for two mobile
classrooms.
June State Preservation Conference--now word received yet on the
June 6th-9th conference in Oak Park. Nancy Fike to contact the
Landmarks Preservation Council to find out what happened.
Larry Huck resignation--Chairman Gilpin read Larry's letter of
resignation and it was voted to ask the City to present him with a
resolution for his service. Nancy Fike moved and Greg Lofgren
seconded. Motion passed. Carol Jean will take undelivered former
resolutions to former Commission members. Discussion continued on the
number of Commission members who will be resigning from the
Commission. Concern was expressed that the City not let this
Commission be eliminated. Mrs. Gilpin will talk with Mayor Cuda about
what the City plans are and who if any have applied for Commission
positions. Commission vacancies include: Gilpin, Dixon, Huck, Lane,
Froehlich.
Correspondence--Chairman Gilpin passed around statewide preservation
correspondence she had received.
At 8:25p.m. Commission member Adele Froehlich called for adjournment.
