CITY OF MCHENRY LANDMARK COMMISSION
FEBRUARY 2, 1993
Clerk's Office and The regular meeting of the McHenry Landmark Commission was brought

(815) 363-2100 to order at 7:30 p.m. at the McHenry Municipal Center. Members

Public Works, Froehlich, Tom Hopkins, Carl Fredrickson, Ruth Fenwick, Phyllis
Building and Zoning Mueller, Jean Smith, and Lori Wilhelm.

Parks and Tom introduced Larry Huck (our guest) who expressed interest in
Recreation becoming a member of our Commission. We all encouraged him to join
(815)363-2160 US.
Police
(Non-Emergency) Tom informed the members of Jesse Freund's surgery. It was decided
(815)363-2200 that we send Jesse a gift certificate from the book store so that he
could choose something he wants to read while recuperating. Tom
relayed Jesse's request that we finish up our research on business
properties.

City Clerk FINANCIAL REPORT
Barbara E. Gilpin
Tom stated that he received a financial report which shows we have a
Treasurer balance of $2126.64. Tom said he talked to Jerry Peterson and Sue
Lillian Cairns Christensen about the possibility of separating the funds we
generate from those budgeted by the City to our Commission. Jerry
Aldermen suggested that we make a proposal to the City Council that we take
WARD I what is left at the end of the year and put it into a separate
William J. Bolger fund. Tom suggested that we narrow the scope of the Facade Grant
Toni Donahue Fund to only the Downtown Revitalization Program or possibly low
WARD2 interest loans to old homeowners. Carl said any home grants should
Gary W. Lieder be only to owners of plagued homes. Phyllis asked, "Why have two
Terence W. Locke funds, why not have either or both in one combined fund?" Tom said
WARD 3 he will invite Jerry to our meeting to discuss this financial

WARD 4 ZONING ISSUES
Cecilia Serritella Adele reported that the George Phalin property i nvl oved in the
Randy Patterson zoning petition hearing on February 8th was owned by Phalin for
about forty years. It is one of McHenry's oldest buildings. Lee
Cooney is asking for a variance for the property fronting on
Richmond Rd. and extending back to Freund Ave. to allow office space
and parking. Tom asked if we should object to the taking down of
the one hundred year old building. Members suggested that we get
more history on it. Adele said she would try. Tom, Barb, and Marya
said they would attend the zoning meeting.

MEMBERSHIP POLICY
Tom reported that he sent a copy to the Mayor. There has been no
response as yet.
LANDMARK PLAN
Tom regreted that he has not had time to rewrite it yet.
RESIGNATION
Tom reported that Marlene Goetschel is resigning from the Commission
immediately. She is attending classes and finds it hard to attend
meetings.
COMMISSION LIBRARY
Tom volunteered to take Marlene's place on the committee to work
with Barb to organize our library materials. Carl said he is free
on Fridays to help.
TRADE FAIR
Tom asked us if we are interested in being involved in the Trade
Fair. He said it would be nice to show our fire maps. We will make
the decision next month.
PUBLIC MEETINGS
Our next public meeting is set for April 18th. Jean said she sent
�-- invitations to possible speakers from the east side. Larry Huck
agreed to speak.
SAMPLER SERIES
Tom recommended the Historical Museum series to us.
Donnabelle made a motion to adjourn at 8:30 p.m.
