FAX: (815)363-2119 called to order at 7:30 p.m. in the City Council Chambers at the old
Public Works. City Hall . Members present were: Marya Dixon, Donnabelle Doherty,
Building and Zoning Adele Froehlich, Jesse Freund, Marlene Goetschel , Tom Hopkins, Jean
(815)363-2170 Smith, Barb Byron, Carl Fredrickson, Ruth Fenwick, and Lori Wilhelm.

Police NO FINANCIAL REPORT

(815)363-2200 QUILT RAFFLE
Carol Swedo was the winner of the raffle and was presented with the
quilt by Tom. The gross profit from the sale of the raffle tickets
was $588.00. There is a cost of $145.00 for typesetting and
Mayor printing of the raffle tickets. Our records show that Sullivan
.liam J. Busse Foods was the best place to sell tickets with Ace Hardware being a
close second.
City Clerk
Barbara E.Gilpin Tom stated that there was only $600.00 left in the Facade
Treasurer Improvement Grant Fund. He suggested that we all need to think
Lillian Cairns about the coming years fund raising and what we could raffle off or
whether we should even hold a raffle.
Aldermen
WARDI DEMOLITION OF FS FARMERS CO-OP BUILDING
William J. Bolger A lively discussion about the very recent demolition of the Co-Op
Toni Donahue Farmer's Mill located on the corner of Borden and Elm Streets
WARD2 included comments by all of the members present. The commission
Gary W. Lieder expressed extreme disappointment that we once again have lost a
Terence W. Locke landmark building and were not notified by the City Council or the
WARDS Building and Zoning office that a demolition permit was applied for
Raymond Smith and issued to an owner of a landmark building. Ideas and
Dennis L. Adams suggestions were offered by many as to what we can do to express to
WARD4 the City Council our displeasure and what we can do to prevent this
Cecilia Serritella from happening again. Donnabelle suggested that we meet with the
Randy Patterson City Council or attend their next meeting. After much discussion it
was decided that the best strategy would be to write a letter to the
Mayor and City Council , laying out for them what we feel are the
problems with the demolition process. Tom said he would write the
letter and it was suggested that a copy be sent to the newspapers.

LANDMARK COMMISSION COMMITTEES
Tom said he would like a report from each committee at every meeting.
THE HISTORIC SITES COMMITTEE Donnabelle and Jesse reported that
their work on the survey is not quite finished. It was suggested
that when we have all this important information written it should
be printed in book form and copies should be distributed to the
schools and the library, etc. Jean suggested we should realize some
monetary reward for this. We all agreed it will be a valuable
reference.
PUBLIC PROGRAMS Carl reported that he has some ideas he's putting
together. A suggestion was made that we should be aware of what
other communities are doing and pass these ideas on to Carl and
Marlene. Carl said he would like to organize tours to
architecturally important places in the area. Historic church
architecture is one example. Marya said that travel agencies would
be of help in organizing these tours.
CITY ADVISORY Marya had nothing to report.
SPECIAL EVENTS Jean had nothing to report. Tom said he went to the
Barrington Historical Society's Fall Festival and it was similar to
what our Heritage Tour and Farmer's Market was. Jean thought the
barn at Knox Park might be a good place to have a Fall Festival .
PUBLICITY Adele reported that Joe Martin will give us a write up.
BANK BUILDING PLAQUING
Tom reported that he has arranged with Mr. Swierk for us to see the
old bank building on Nov. 5, 1991 at 7:00 P.M. , before our regular
meeting. We will see the vault and also the basement.
LANDMARK SCHOOL
Marlene reported that the proposed plaguing of the school is still
undecided.
FACADE IMPROVEMENT GRANT PROGRAM
Tom distributed copies of the grant program criteria to the
commission. It was moved and seconded that it be approved as
written.
