MINUTES OF THE CITY OF McHENRY
LANDMARK COMMISSION
4 March 1986
The monthly meeting of the City of McHenry Landmark Commission came to order
at 7:40 p.m. Roll call gave those present as Nancy Fike, Chairman; Phyllis Bauer,
Adele Froehlich, Frank Gans, Don Howard, Earl Walsh, Dick Rabbitt, and Dorothy
Uttich. Absent were Mary Vycital, Marya Weber and Joe Etten. Guest was Tom
Hopkins, Architectural Adviser to the Landmark Commission.
Adele Froehlich suggested a change in the minutes for the previous meeting. After
discussion by the commission, it was decided to strike the third sentence in the
third paragraph which read "The band expects payment for all performances." Don
Howard moved the minutes be approved and Adele Froehlich seconded.
Chairman Fike gave a report on the financial status of the commission as it relates
to the approved budget for the Commission. Yearly Commission expenses have not
exceded the budget other than the Sanborn Fire Maps which were $2.00 higher than
expected.
Adele Froehlich reported that she had not as yet heard from Bill Toalson regarding
�— a performance of the band for the Sesquicentennial First Courthouse Plaque
Dedication. She said she would try again to contact him and make plans for musi-
cal portion of the the occasion. She said Fr. Vincent Fish had agreed to offer an
invocation for the occasion and that she would send reminders to both Bill Toalson
and Fr. Fish, before the dedication service.
Dave Gelwicks, Don Howard and Frank Gans, the committee for the Landmark
Commission for the program of the dedication program, will be working with the
City program committee. Don Howard and Adele Froehlich who is Sesquicentennial
Co-Chairman discussed some of the aspects of the program, reviewing what has al-
ready been planned, such as speakers, etc.
Ch. Fike asked whether or not special invitations for the dedication ceremonies
should be sent to various persons in the county, and if so, to whom the invitations
should be sent. After some discussion on the pros and cons of doing this, it was
decided that a carefully worded invitation could be sent to some heads of govern-
ment for the adjoining commi.nities and a few others. Concern was that the
program might become too lengthly if time were spent on introducing invited dig-
nitaries and care should be taken that the event not become a political rally.
The sub j ect of speakers for the Dedication Program was discussed, and it was
decided that it would first be necessary to see what the city's plans for speakers is
and then the Landmark Commission could go from there.
The proposed design of the First Courthouse Plaque was presented by the designer
� Tom Hopkins. The Commission approved the design, giving Mr. Hopkins and Chair-
man Fike the authority to make the final decision on the company to make the
plaque, so that it could be ordered before the next monthly meeting.

Members of the business community have been approached by Fran Olsen of the
Chamber of Commerce as to the desirability of Business District Historic Signs, as
discussed at previous commission meetings. She said the persons she talked with
were in favor of such a pro j ect.
The status of the recommendation of the renaming of the Riverside Beach Park to
Matt Weber Park was discussed. This recommendation had been made by the
Landmark Commission in July of 1985. Disappointment was expressed by commis-
sion members that the proposal had not as yet received the attention of the City
Council. It was decided by the Commission that the proposal be pursued and that
� it should be brought to the attention of the City Council at this time.
It was announced there will be a representative from the Elgin Preservation Com-
mission will attend the April meeting to discuss their operations and pro jects.
Dick Rabbitt moved the meeting be adjourned at 8:30 p.m. and it was seconded by
Frank Gans.
