HomeMy WebLinkAboutMinutes - 12/3/1985 - Landmark Commission � CITY OF RcHENRY LANDMARK COMMISSION MINUTES �F THE MEETIN6 3 December 1985 The meeting was called to order at 7:35 p.m. Roll call gave the following members as being present: Nancy Fike, Chairman; Phyllis Bauer, Dorothy Uttich, Marya Weber, Dave Gelwicks, Adele Froelich, Joe Etten, Frank Gans, Dick Rabbitt, Don Howard, Charles and Mary Vycitel. Earl Walsh was absent. A correction for the minutes of the previous meeting was offered by Mary Vycital, in that the former name of the Town House was the Bickler House, not the Bixler House. Dick Rabbitt motioned the minutes of the previous meeting be approved as corrected, seconded by Dave Gelwicks. The motion was unanimously approved by those present. Official Landmark Commission identification cards were passed out to those present. Old Business included the status of the Survey Program. It is evident that the Survey Program will have to be extended into the spring months. There are still � some routes that have been unassigned. More volunteers are needed to fill these routes. The search for the location of the very first Courthouse continues. Dave Gelwicks consulted with the City of McHenry to see if there were any early records that would mention this first Courthouse, but nothing was found. Chairman Fike has compiled a chronology of events leading up to the building of the first Courthouse in McHenry County. The compilation indicates the first courthouse was in the public square. All logic points to the public square being what is now the Pearl St. Park. Any other avenues that may be thought of to verify the actual location of the Courthouse in the park will be pursued. The plaqueing of the First Courthouse Location will probably take place in May. Plans for the style of the plaque, plaqueing ceremony end accompanying program will be undertaken by Chairman Fike and Charles and Mary Vycital. The availability of an appropriate plaque for the plaqueing portian of the Landmark Commission program was diecussed. Joe D'Angela of MeHenry Specialties supplied a sample of the laminated plywood that could be used for the Landmark Plaques. This wood was shown by Dick Rabbitt and the plaque would be ZO x 12. The wood would have to be painted with epoxy paint in order to withstand the elements. The estimate for this type of plaque was $28 but it was uncertain as to whether or not that would include an epoxy paint, which is more costly than regular outdoor paint. Chairman Fike felt the commission architectural consul- tant, Thomas Hopkins might be in order. � It was the opinion of Phyllis Bauer that more specific information on the details was needed, as to the actual plaque being suggested by Mr. D'Angelo. A mock-up of a plaque will be requested from him, by Dick Rabbitt. � � CITY OF McHENRY LANDMARK COMMISSION MINUTES OF THE MEETINC, 3 December 1985 (cont. ) Chairman Fike talked to the supplier of the Historical Society Landmark Plaques, Metro Graphics of Cary. She received an estimate for the City Landmark Plaques of $50 per stainless steel plaque, 7 inch by 12 inch, aimilar to the one used by the Historical Society. An important consideration is the determination of an appropriate fee qualifying landmark owners would have to pay for this plaque. Joe Etten agreed to talk to Mike Cajthaml, a local artist and sign peinter, and ask for his suggestion of a design for the plaque so that more ideas may be available before a final decision is made by the commission. Chairman Fike thanked Earl Walsh, Frank Gans and Dorothy Uttich for their repre- senting the Commission at the Valley View School "Pioneer Day." Chairman Fike reported that status of the Rehabilitation Tax Credits may be saved in the Tax Reform of the government. New Business included the plans for a public showing of the four slide programs available from the Historical Society, regardi�g the restoration/rehabilitation. This will take place in March and publicity for programs will be forthcoming at the appropriate time. Tom Hopkins, the commission architectural consultant would be present to answer questions. � The Elgin Landmark Commission has invited the MeHenry Landmark Commission to join the Illinois Association of Historic Preaervation Commissions and Landmarks Preservation Council of Illinois. Each member of the local Commission would then receive the publications of these organizations as well as be eligible to attend the conferences held. It was noted that membership in these organiza- tions would help to keep the local Commission better informed. It was moved by Dave Gelwicks, seconded by Marya Weber to join the Illinois Commissions. The vote to approve was unanimous. Chairman Fike brought up the need for a sub-committee to work on the priorities and directions needed to be taken, for the Landmark Commiasion. Ch. Fike re- ported that the City is in need of a Preservation Ordinance and that may be one item of priority. Adele Froehlich moved that the meeting be adjourned at 8:25 and it was 2nd by Joe Etten.
