Bauer , Secretary Those in attendance were all the members of the commission: Chairman Nancy Fike, Adele Froelich, Earl Walsh, Joe Etten, Frank Gans, Marya Weber, Dick Rabbitt, Mike Wieser, Don Howard, Dorothy Uttich, Phyllis Bauer, Charles and Mary Vycital. Also attending were Mayor Bill Busse and Alderman Mike Teta. With Chairman Nancy Fike presiding, an agenda for the evening was presented. First on the agenda was the selection of a vice-chairman and secretary. Dorothy Uttich volunteered for the position of vice chairman and Phyllis Bauer for the position of secretary. Adele Froelich will be the person in charge of publicity. The Chairman advised the group that if anyone wished to have any- thing placed on the agenda, that it is to be given to her in writing a week before the regular monthly meeting. The powers and duties of the commission were discussed, �- particularly as they relate to Article VII Section 2-190, (a) thru (d) . After much discussion the following conclusions were made: There should be two distinct parts to the Landmark Commission activities, as it relates to (a) To foster and promote the developement of historic landmark preservation within the City of McHenry; (c) To review all ordinances, laws, resolutions and policies of the City which may have an impact upon the develop- ment or maintenance of historic landmarks within the City and to inform and advise the City Council of their findings; (d) To recommend that certain buildings be designated as historic landmarks by the City Council . (1 ) Serve to make a survey of buildings with a historic significance and/or of a significance to the develop- ment of the city of McHenry. Homes 75 years old or more will also be noted. (2) Serve as the agency to which owners of structures in the city of McHenry may apply for recognition of the antiquity of their buildings by the means of a plaque being awarded. � � Related to (1 ) on page one: a committee of persons from the Landmark Commission will go throughout the city of McHenry to find and list the structures of historical and antiquity signifi- cance. Mike Wieser wil 1 design a survey form to be used by this committee and present it to the commisssion for approval. Related to (2) on page one, was much discussion on the criteria for eligibility of a structure to be recognized with a "plaqueing." The criteria will be: (a) The structure must be within the present corporate limits of the city of McHenry. (b) The structure must have been built prior 1910. This would make the structure at least 75 years old. (c) The present owner must apply for the recogni- tion and present to the committee the necessary documentation to prove the age of the structure. (d) There will be a fee for this recognition and it is to be submitted with the application. The fee wil 1 cover the cost of the plaque and other minor expenditures incurred such as postage. The Historic Plaqueing application form will be designed by Nancy �- Fike and presented to the commission for approval. Number one priority expressed by the Chairman and agreed upon by the commission is the plaqueing of the location of the first McHenry County courthouse. Mike Wieser is serving as a committee of one to try and ascertain exactly where this building was located. Regarding Article VII Section 2-190 (b) To explore funding, both public and private, for the study or development of historic landmarks of McHenry. It was determined that at this time there appeared to be 1 ittl e need for a great amount of f unding, since the person(s) applying for a historic plaque would be paying a fee which would cover cost of plaque. It appears that the only other expense would be postage for mailings to commission members and perhaps a few other instances . Discussion of whether or not the Landmark Commisssion was intend- ed to be the steering committee for the Sesquicentennial celebra- tion. There is much interest shown by the Landmark Commission in the many other areas that could become an important part of the Celebration. However, there was general agreement that the Land- mark Commisssion would have quite a bit to deal with, fulfilling the plans as outl ined above, and that taking on the planning of the entire celebration was more than what could be done by the �� persons on the commission. It was agreed that Fran Olsen of the Chamber of Commerce should be invited to the next monthly meeting to be held 4 June 1985 for possible further discussion. � � • i�C�� � �
