Also in Attendance: Mayor Low, Alderman Peterson, Alderman Murgatroyd (arrived at 7:16
p.m.) City Administrator Ma�ceiner, Deputy City Administrator Martin, Assistant City
Administrator Hobson, City Clerk Jones,.
Public in Attendance: None.
Alderman Glab arrived at 6:38 p.m.
Chairman Alderman Wimmer called the meeting to order at 6:36 p.m.
Discussion Re�ardiaE Comurehens�ve Tran�aort�tion StudY
Chairman Wimmer introduced Bob Wegener of SEC Group, Inc.
Bob Wegener, President and CE4 of SEC Group, Inc., informed the Commission that the
only revisions to the Comprehensive Transportation Study document since it was last presented
was the addition of suggestions made by members of the Council regarding the curb cuts on
\.. Royal Drive and, in addition ta the funding source,the probable costs of each project.
Alderman Glab arrived at 6:38 p.m.
City Administrator Maaceiner stated in the Capital Improvement Study the four top
projects requiring funding from the General Fund were discussed.
Alderman Glab stated he was unable to support the Transportation Study as he continued
to believe that Royal Drive was not an arterial road.
N1r. Wegener stated there a.re many projects tha.t would not be done, which are indicated
in the Study. He noted the reason those projects axe included in the document is because it is a
planning tool and future Council's would not be required to re-invent the wheel. The inclusion
in the Study of those projects makes it evidem that the feasibility of the project was addressed
and discussed by the Commission.
Addressing Alderman Glab's inquiry regarding Lillian Street, Mr. Wegener stated the
volume of traffic, current and projected, did not warrant adding Lillian Street to the project list.
Alderman Glab requested that traffic volume numbers on Exhibit E-5 be made more
clear. He opined that the leg from State Route 31 to Bull Valley Road is important and should be
addressed. Mr. Wegener reiterated that the Study is a living document and Alderman Glab's
� concerns are currently part of the ongoin�review process.
Responding to Alderman Glab's inquiry, Mr. Wegener informed the Commission that
Comprehensive Transportation Plans were obtained from surrounding municipalities and made a

`-- part of the Study. City Administrator Maxeiner interjected that projections are based on
information currently available. He noted that exact information is not available at this time.
The Study is based upon the best information currently available, which enables the City to move
forward with the Study. Chairman Wimmer reiterated that the Comprehensive Transportation
Study is a living document.
Responding to Alderman Condon's inquiry, Mr. Wegener indicated the document should
be revised on an annual basis. Mr. Wegener informed the Commission that the document has
been digitalized. The information is constantly updated, which facilitates an annual review and
update.
Motion by Condon, seconded by Santi to provide the Comprehensive Transportation
Study to full Council for consideration.

Discussion Regarding Bull Vallev Road/Milier Road/River Road/Chaael Hill Road
Corridor Access Studv
Mr. Wegener informed the Commission that the Corridor Access Study was originated to
�. address the need to preserve the Bull Valley Corridor. He stated there is currently no overall
plan for the corridor, but a Study has been completed. It has akeady been approved by the
Village of Johnsburg and is coming up on the McHenry County Board's Agenda.
Mr. Wegener stated the document would provide information to developers as to what
they can expect regarding access, prior to presenting a project to the community. The total cost
of the proposed project is $76,000,000. City Administrator Maxeiner noted there would be two
river crossings, which are the most costly and significa.nt components of the project.
Responding to Alderman Santi's inquiry, Mr. Wegener informed the Commission that
Cunan Road east would be five lanes. He noted that funding would determine the project. He
indicated that acquisition of rights-of-way is what makes the cost of this type of project
prohibitive. City Administrator Maxeiner noted the City already has secured a significant
number of rights-of-way on the east side of the City.
Alderman Murgatroyd arrived at '7:16 p.m.
City Administrator Maxeiner stated the narrative portion of the Study would be provided
to the Transportation Commission and the Council for review. He indicated, at some point, a
Resolution would be presented to full Council for consideration. Mr. Wegener stated the
Resolution would provide Council's support and approval of the Access Study for future
development.
