HomeMy WebLinkAboutMinutes - 10/26/2005 - Transportation Commission TRANSPORTATION COMMISSION MEETING Wednesday, October 26, 2005 Aldermen's Conference Room, 6:30 p.m. `- In Attendance: Commission Members: Chairman Alderman Wimmer, Alderman Santi, Alderman Condon, Neal Shepler, Director of Public Works Marcinko, Director of Community Development Napolitano, Bob Wegener of Smith Engineering Consultants, Kay Rial Bates of McHenry Area Chamber of Commerce. Absent: Alderman Glab, Roger Thacker. Also in Attendance: Alderman Murgatroyd (arrived at 6:40 p.m.), Alderman Peterson, Assistant to the City Administrator Martin, Assistant Director of Public Works Fink, John Smith of Smith Engineering Consultants and Michelle Zuzzio of Smith Engineering Consultants. Public in Attendance: None. Chairman Alderman Wimmer called the meeting to order at 6:35 p.m. Discussion Regarding Comurehensive Transuortation Data Compiled from the Studv Conducted by Smith Engineering Consultants Chairman Alderman Wimmer introduced Bob Wegener of Smith Engineering Consultants. Mr. Wegener informed the Commission of the tabulated results from the prioritization sheets. He noted the projects were arranged beginning with the highest priority first and the lowest priority last. Determination regarding ranking was reached by Staff taking the median score for each project, thereby creating a better measure of the prioritization distributions. `, It was noted the documents has been created in an effort to provide a strategy tool for Staff and Elected Officials when planning and implementing future transportation related improvements and to facilitate improvement of the quality of new development by integrating transportation into land use decisions. Recommended Proiects as Listed in Study: • No. 18 (median score 3.5): Extension of Kensington Drive, relocation of Holy Apostles access and development of collector between Bull Valley Road and Crystal Lake Road. o Mr. Wegener stated this project would be funded in 2007 by the City of McHenry and the developer. • No. 8 (median score 3.5): Municipal Drive extension to Illinois Route 31 and signalization of the intersection of Dartmoor Drive at Illinois Route 31. o Mr. Wegener stated plans for the Municipal Drive e�ension are 90% complete, with an anticipated start-up date of Spring 2006. The project will be City of McHenry and developer funded. • No. 8a(median score 5): Dartmoor Drive extension to Ridgeway Drive. o Mr. Wegener stated this project is entirely funded by the developer. • No. 1 (median score 6): Adams Drive extension up to Lincoln Road. o Mr. Wegener stated this project is entirely funded by the City of McHenry. He suggested Staff speak with officials at Hilltop School because the project would ►� run along the boundary and the school might want access. Right-of-way �. acquisition should be considered. • No. 4 (median score 7): Royal Drive connection. Transportation Committee Meeting October 26, 2005 Page 2 `, o Mr. Wegerner noted this is a controversial intersection, which would be a City funded project. He stated the project would be costly and cost estimates are suggested. + No. 12 (median score 7): Connect Centegra Drive into Shamrock Lane. o Mr. Wegener noted the Shamrock Lane connection is a lower priority item than Ridgeview Drive for Centegra. • No. 10(median score 7.5): Close Lawrence Drive, connect Medical Center into Ridgeview Drive and Consolidate/Restrict Accesses. o Mr. Wegener stated although this is a City road the improvements would be at Centegra's cost. • No. 14{median score 8.5): Fairway Road extension to Country Club Road to the east. o Mr. Wegener noted this project depends on McHenry Country Club's decisions regarding the back 40 acres of their property. • No. 9(median score 8.5): Restriction of access along Miller Road. o Mr. Wegener stated the project is ongoing. He stated that the access study has been completed. • No. 13 (median score 9): Valley Drive e�ension into Miller Road at the intersection of Broadway Road and close off other stubs. o Mr. Wegener stated an agreement has been signed with the Environmental Protection Agency (EPA). He noted it is difficult to plan a road until the South Wastewater Treatment Plant project has been completed. It is likely this project would not be started for 5-years. � • No. 15 (median score 9): Connection between Mineral Springs Drive and Emerald Drive and consolidation of entrance off of Chapel Hill Road. o Mr. Wegener stated this is an important road to the City of McHenry. He encouraged working with the County. • No. 17(median score 10): Curran Road realignment south of Illinois Route 120. o Mr. Wegener noted realignment of this road would be at the developer's expense. • No. 5 (median score 11): Elimination of the barriers on Court Street for through traffic. o Mr. Wegener informed the Commission that jurisdictional issues exist with this project pending the City's annexation of the subdivision. • No. 6 (median score 12): Pearl e�ension west to Freund Avenue. o Mr. Wegener stated from a traffic standpoint this e�ension would be a great improvement to Grand Avenue. • No. 16 (median score 12): Extension of Hilltop Boulevard into the State Park Road to the south. o Mr. Wegener noted there is no reason to pursue this project until the property is developed. � Transportation Committee Meeting October 26, 2005 Page 3 � • No. 2 (median score 13): Elimination of Hillside Drive to Illinois Route 120. o Mr. Wegener stated the project was eliminated from the current list of projects. • No. 11 (median score 13): Shamrock Road extension into Ridgeview Road. o Mr. Wegener noted no space exists between the buildings as it is all detention and garages. This project was eliminated from the current list of projects. • No. 3 (median score 16): Extension of Shore Drive and extension of Oak Drive to Lakewood Road. o Mr. Wegener stated this project would not be a good move from the City's standpoint. This project was eliminated from the current list of projects. • No. 7 (median score 17): Dartmoor Drive connection across railroad tracks. o Mr. Wegener suggested elimination of this project from the current list of projects, as other areas are currently more critical. Mr. Wegener noted that according to the ratings not many of the projects are Capital Funded. He also noted that while it is suggested that Nos. 2, 1 l, 3 and 7 are eliminated from the prioritization of projects they should be left in the Transportation Study for information purposes for future Council, so funds are not again expended for a similar study. Mr. Wegener stated the ne� step is to add two additional columns delineating Funding Sources and Estimated Start of Construction. It was suggested that the projects funded by the City should �. include a cost estimate. He suggested that prior to presenting the Study to full Council the additional columns should be included and an attempt should be made to open discussions with Centegra personnel. It was the consensus of the Commission to present the information regarding prioritization of projects and future steps to full Council for consideration. Responding to an inquiry Mr. Wegener stated the Access Study would likely be finalized and added as a supplement to the Transportation Study. Adiournment Motion by Santi, seconded by Condon, to adjourn the meeting at 7:05 p.m. Voting Aye: Santi, Wimmer, Condon, Bates, Schepler, Marcinko, Napolitano, Wegner Voting Nay: None Absent: Glab, Thacker Motion carried.
