TRANSPORTATION COMMiSSION MEETING Monday,February 14, 2005 Aldermen's Conference Room,6:30 p.m. In Attendance: Commission Members: Chairman Wimmer, Alderman Condan, Alderman Glab, Neal Shepler, Director of Public Works Mazcinko, Director of Community Development Napolitano, Bob Wegener Absent: Alderman Bolger, Roger Thacker, Kay Rial Bates. Also in Attendance: Mayor Low, Alderman Murgatroyd (arrived at 7:00 p.m.), Alderman Peterson (amved at 7:05 p.m.) City Administrator Maxeiner, Assistant to the City Administrator Martin, Assistant Director of Public Works Fink, John Smith of Smith Engineering Consultants and Michelle Zuzzio of Smith Engineering Consultants. Public in Attendance: Dan Brinkman, 4905 Joyce Court Chairman Wimmer called the meeting to order at 6:30 p.m. It was noted for the record City Clerk Jones was informed that no minutes were required for the meetings of the Transportation Commission held on July 12, 2004 and September 7, 2004. Aiscussion Resarding Data Comuiled from the Studv � Conducted bv Smith Engineerrns Consultants Assistant Director of Public Works Fink informed the Commission that Smith Engineering Consultants has made significant strides regarding the Comprehensive Transportation Study. He indicated that all existing traffic courns have been collected and an average daily traffic map has been generated and is available for review. Additionally, an accident analysis has been completed for all collector roadways within the City. Assistant Director Fink stated that data was collected and reviewed from 2001 to 2003. High accident locaxions were determined for specific intersections and roadway segments. An Accident Map will be available for review. Assistant �irector Fink stated that pavement widths and ratings for Collector Roadways have also been completed, together with an overview of future requirements for the collector roadways within the City of McHenry. It was noted the following would be discussed at this evening's meeting: • Review of data from the study, including: o Existin�Traffic Counts o Pavement Widths and Ratings for Collector Roadways o Accident Data • Proposed Improvements • Discussion regarding: `�. o Future requirements for collector roadways within McHenry County Transportation Commission Meeting February 14, 2005 Page 2 � o Additional proposed roadway improvements within McHenry County • Next Steps in the Process: o Investigate pedestrian considerations in addition to proposed bike path plan o Investigate schooi circulation issues. Bob Wegener, President and CEO of Smith Engineering Consultants(SEC), informed the Commission that many of the issues identified by Assistant Director Fink are r�flected in the Engineerin� Study. Additionally, Mr. Wegener indicated that future traffic volume counts have been completed. However, the estimated figures would not be discussed until SEC has had an opportunity to obtain and analyz�e data from the Chicago Area Transportation Study (CATS) for verification prior to publication. Michelle Zuzzio, an engineer with SEC, provided information to the Commission regarding the Average Daily Traffic (ADT)Map developed and data collected. Responding to an inquiry regarding why data was collected from 2001 to 2003, she indicated the data was collected based upon the most current figures available from IDOT and McHenry County. Ms. Zuzzio stated data indicates a high accident rate at Riverside Drive. She also mentioned that two areas that are not critical, but bear attention, are: • Bull Valley Road at Crystal Lake Road, where the majority of accidents occurred in 2003; and, �-- • Bull Valley Road and State Route 31, where 140 accidents have occurred within the last three years. Ms. Zuzzio stated that future developable land has been determined. Traffic has been projected for the next twenty years. Needs analysis has been ascertained for: • Bull Valley Road • Miller Road • Chapel Hitl Road, Miller to Bay • Illinois State Route 31 • Cunan Road to State Route 120 Ms. Zuzzio stated tha.t the Study indicates: • Cunan Road should be smoothed out and curved to standard; • Royal Drive should be reconfigured • Oak Drive should be extended • Peari Drive should be extended west • Shore Drive should be connected to Lakewood Roa,d o This connection might not be viable, as Lakewood Road is a private road. • The barrier along Court Street should be eliminated to provide continuity, however it should be noted that a portion of the property is still out of the City limits; • Adams Drive should be extended ta Lincoln Road � • Some of the accesses onto Chapel Hill Road should be eliminated; Transportation Commission Meeting February 14, 2(}OS Page 3 � � Fairway Drive should connect to Courny Club Drive to provide additional access to Green Street; • Valley View should be extended to Miller, providing an apporiunity to construct a frontage road; • Dartmoor should be a signalized intersection; • Hilltop should connect to State Parks Road • Close Lawrence and connect Medical Center Drive to Rid�eview. Ms. Zuzzio indicated the next step in the process is to obtain recommendations regarding the bike path plan and school bus laading zones, prior to submission of a final draft of the Comprehensive Transportation Study. A brief discussion ensued regarding the data collected to date. Mr. Wegener stated the Comprehensive Transportation Study would stand as a living document, providing good information for review to ascertain future needs. Alderman Peterson opined that a critical intersection in the City is Bull Valley Road and Illinois State Route 31. Mr. Wegener informed the Commission that SEC has a meeting scheduled for March 1, 2005 to review the�ccess study with representatives of McHem-y County. �.
