HomeMy WebLinkAboutMinutes - 7/22/2009 - Police Commission City of McHenry Special Meeting of the Police Commission July 22, 2009 The July 22, 2009, special meeting of the Police Commission was called to order at 4:00 PM in the Aldermen’s Conference Room, McHenry Municipal Center, 333 South Green Street, McHenry, IL with the following commissioners present: Chairman Sean Haley and Ramon Gregorio. Also in attendance from the City of McHenry: Vickie Zinanni, Chief Bill Brogan, Deputy Chief Roger Pechous, Deputy Chief John Jones, and Marci Geraghty. Approval of July 1, 2009, meeting minutes. Gregorio made a motion, seconded by Haley to approve the July 1, 2009, Police Commission meeting minutes as presented. Voting aye: Gregorio, Haley Voting nay: None Absent: Michael Roberts Motion carried. At 4:04 PM, Commissioner Michael Roberts entered the meeting. Police Candidate Interview, Evaluation, Scoring, and Team Selection Process. Deputy Chief Jones reported that nine applicants failed the physical exam. A minimum score of 70 on the written exam was required to move forward to the interview phase of the process. Two of 36 candidates did not pass the written exam. A discussion ensued on developing the best method of scoring oral interviews. Chairman Haley referenced the Police Commission rules and regulations regarding criteria to consider when interviewing police candidates. Zinanni distributed a sample evaluation form. Since candidates already passed the written test, the board agreed to construct a method to value the oral interview at 100% using 10 criteria with a score of 1 through 10: speech, alertness, communication, judgment, emotional stability, self-confidence, social skills, appearance, goals, and character. Each candidate will initially be evaluated using the following measures - poor, fair, average, good, or superior. Interviewers are encouraged to add notes as warranted. At the end of each day of interviews, teams will meet, compare grades, and assign a score of 1 through 10 (10 being the highest) to each criterion. Two interview teams were assigned. Team No. 1, Ramon Gregorio, Mike Roberts, and D.C. John Jones; Team No. 2, Sean Haley, D.C. Roger Pechous, and Chief Bill Brogan. Team members were selected based on personal and professional experience. Candidates were assigned to teams in the order as they appear on the written exam Candidate Selection Test list. Beginning with the first name, every other candidate on the list was assigned to Team No. 1. The remaining candidates were assigned to Team No. 2. The following interview schedule was established: Saturday, August 15th, 8:00 AM to 3:00 PM; Tuesday, August 18th, 4:00 PM to 9:00 PM; and, Saturday, August 22nd, 8:00 AM to 3:00 PM. Police Commission Special Meeting Minutes July 22, 2009 Page Two Zinanni will prepare a final draft of the Interview Evaluation Form incorporating all 10 criteria as discussed for presentation at the next meeting on August 5th. She will also schedule interviews with the remaining candidates. D.C. Jones will schedule polygraph and psychological testing and begin performing background checks on the candidates. Zinanni distributed copies of candidate applications to each team member. Chairman Haley asked that the following items appear on the next meeting agenda: • Approval of July 22nd minutes • Preparation and discussion of candidate interviews • Verification of interview schedule • Other Business Adjournment. There being no further business to discuss before the commission, Roberts made a motion, seconded by Gregorio to adjourn. The meeting adjourned at 5:07 PM.
