A regular meeting of the City of McHenry Police Commission was called to order by Chairman
Haley on May 4, 2011 at 4 p.m. in the McHenry Police Department Conference Room. In
attendance were Police Commissioners Ramon Gregorio, Sean Haley, and Michael Roberts. Also
in attendance were Chief Jones, Deputy Chief Lumber, Deputy Chief Kreassig and Deputy Clerk
Kunzer.
Consideration of Minutes: April 6, 2011 Regularly Scheduled Meeting
Motion by Roberts, seconded by Gregorio, to approve the Police Commission minutes of the
April 6, 2011 regularly scheduled meeting as presented.
Voting Aye: Gregorio, Haley, Roberts.
Voting Nay: None.
Absent: None.
Motion carried.
Update on Status of New Officers
Chairman Haley requested an update on the new officers. Deputy Chief Lumber advised the
newest officers are doing well. Officer O’Brien has been on the street for one month.
Confirm Testing, Interview and Recruit Eligibility List Posting Schedule
Deputy Chief Lumber confirmed July 9, 2011 is scheduled for orientation, physical agility testing
and written test by IO Solutions. All will take place at East Campus. Any candidate who does not
pass the physical agility test would not take the written exam scheduled for the afternoon of
July 9th. Deputy Chief Lumber noted IO Solutions has promised to have results provided to the
Commission by July 13th.
Brief discussion occurred regarding the possibility of altering the timeline due to the early
availability of test results. It was the consensus to retain the previously established tentative
schedule.
Chief Jones noted he would be unavailable for oral interviews on Tuesday, August 16th.
Following discussion it was the consensus to reschedule the August 16th oral interviews to
August 17th and to confirm the following timeline for the 2011 process:
Post advertisement for recruits May 18, 2011
Accept applications for recruits May 18, 2011 at 8:00 a.m. until June 17, 2011 at 5 p.m.
Final application deadline June 17, 2011 5 p.m.
Oral Interviews Saturday, August 13, 2011
Wednesday, August 17, 2011
Saturday, August 20, 2011
Post Candidate Entry Level List No later than 5 p.m. on Friday, August 26, 2011

Chairman Haley requested HR provide copies of the applications for the Commissioners
following receipt of IO Solutions testing results of the candidates. Commissioners could then
review the applications prior to commencement of the oral interview process.
Commissioners reviewed the proposed advertisement which will run prior to the May 18th
initiation of the application submittals. Chairman Haley inquired if 35 was the maximum
allowable age to which Chief Jones responded in the affirmative, unless the applicant is a
transferee from another police department. In response to Chairman Haley’s inquiry, Deputy
Chief Lumber estimated there would be approximately 50 applicants at a cost of $62/applicant
to be tested by IO Solutions.
Discuss and Finalize Interview Questions and Evaluation Process
Chairman Haley inquired how the commissioners wished to proceed with the oral interview
process. He urged consistency in questions asked of the applicants. It was suggested the
commissioners could firm up the questions to be utilized by each of the two interviewing teams
by the August Commission meeting.
Chairman Haley requested the Deputy Chiefs work on possible scenario questions which could
be used during the oral interviews. Deputy Chief Kreassig agreed to create scenario questions.
Chairman Haley requested the possible scenario questions be provided to the Commission for
review at its July meeting.
Chairman Haley suggested the membership of the two oral interview teams could be
established at the August meeting.
Chief Jones suggested the interview teams plan to convene to discuss and assemble and
compile the final candidate list at the close of the oral interviews on August 20th. All agreed to
this proposal.
Commissioner Roberts recalled the commissioners using a name card prioritization system to
provide an ongoing sense of list compilation during the oral interview process. He suggested
the Commission utilize this process again and volunteered his Staff to provide the name cards
to be used.
Chairman Haley suggested the interview teams use an evaluation form to make notes to assist
during the prioritization of candidates’ process. He noted it appeared to be a good tool used
during the process in 2009.
Some discussion followed about when to request involvement from HR in the process. It was
the consensus of those present to request the presence of the HR Manager at the next
Commission meeting. It was further suggested the HR Manager attend the June, July and

August meetings in order to be provided with an update on the status of the number of
applicants, etc.
Other Business
Chief Jones inquired if a vacancy occurred in the department in the next couple of months
(prior to the posting of the new candidate list), would the department be required to hire from
the current list. Following a brief discussion it was the consensus that the City could opt to wait
until the new list is posted before hiring should a vacancy occur. Commissioner Roberts
suggested the City would be better off to wait for the posting of the new list.
Chairman Haley proposed the following Agenda for the June 1, 2011 regularly scheduled
meeting:
a) Consideration of minutes of May 4, 2011 regularly scheduled meeting;
b) Review of the application process and update on number of possible candidates ‐ HR;
c) Review scenario questions submitted by Deputy Chiefs;
d) Other business.
There was no other business discussed.

Motion by Roberts, seconded by Gregorio, to adjourn the meeting at 4:30 p.m.

Absent: None.
Motion carried. The meeting was adjourned at 4:30 p.m.
