September 1, 2010
A Regular Meeting of the City of McHenry Police Commission was called to order by Chairman Haley on
September 1, 2010 at 4:00 p.m. in the McHenry Municipal Center Aldermen’s Conference Room. In
attendance were Police Commissioners Ramon Gregorio, Sean Haley and Michael Roberts. Absent:
None. Also in attendance were Chief of Police Jones, Deputy Chief Pechous, Deputy Chief designee
Lumber and Deputy City Clerk Kunzer.
Consideration of Police Commission Minutes of May 5, 2010 Regularly Scheduled Meeting
Motion by Roberts, seconded by Gregorio, to approve the minutes of the McHenry Police Commission
as presented:
May 5, 2010 regularly scheduled meeting.
Voting Aye: Gregorio, Haley, Roberts.
Voting Nay: None.
Absent: None.
Motion carried.
Update on Status of New Officers
Chairman Haley welcomed Chief of Police Jones and congratulated him on his new position.
Chief Jones stated Matthew Voelker would be sworn in by Chairman Haley on Tuesday, September 7,
2010 at 3:30 p.m. in the Municipal Classroom. Officer Voelker would leave for the Police Academy in
Champaign on September 12th.
Chief Jones stated he and Deputy Chief Lumber would be sworn in before the City Council at its
September 13, 2010 regularly scheduled meeting. The Police Commissioners stated they would be in
attendance. In the event Chairman Haley is unable to be present for the swearing‐in ceremonies,
Commissioner Roberts will act on his behalf.
Chairman Haley requested the Chief bring a copy of the current Entry Level Patrol Officer Recruitment
List and update the Commissioners on the status of the candidates and what has transpired with each. A
brief discussion occurred regarding the status of the remaining candidates on the recruitment list. It was
the consensus of the Commission this would be discussed at greater length at the Commission’s next
meeting.
Retirements and Replacements
Chief Jones reported at the October 18, 2010 regularly scheduled Council meeting, following the
retirement of Deputy Chief Pechous, the new Deputy Chief and Sergeant would be sworn‐in.
For clarification purposes, the Chief explained he replaced Chief Brogan on his retirement. Deputy Chief
Lumber would be replacing Deputy Chief Jones upon his promotion. A new Deputy Chief would be
named and sworn in following the retirement of Deputy Chief Pechous. A sergeant would then be
promoted to replace the position held by the new Deputy Chief.

Role of the Police Commission
Chairman Haley inquired what the role of the Police Commission is in the ongoing promotion process.
Chief Jones stated the appointment of the Chief of Police is done by Mayoral recommendation with the
approval of City Council. The Chief appoints his Deputy Chiefs. The promotion to Sergeant is followed
pursuant to the list posted as a result of Commission testing and evaluation.
Commissioner Roberts stated the City has a great progression of command in place. He noted good
leaders instill good leadership qualities which is evident in the McHenry police force. He opined Chief
Brogan was a good mentor.
Other Business
Discussion occurred regarding the recruitment testing and evaluation process. It was suggested there
was very little differentiation between those at the top of the list and the bottom of the list as far as
results from the written examination were concerned.
Chief Jones stated he liked the interview process and deemed the written testing process appeared to
be fair. He would not advise changing testing firms at this point. Further discussion continued.
It was the consensus that the Commission in the near future would review the testing process and the
firm utilized during the most recent Commission testing
The next scheduled meeting would be October 6, 2010.

Motion by Roberts, seconded by Gregorio, to adjourn at 4:30 p.m.

Motion carried. The meeting was adjourned at 4:30 p.m.
