HomeMy WebLinkAboutMinutes - 8/5/2009 - Police CommissionCity of McHenry Police Commission Regular Meeting August 5, 2009 A Regular Meeting of the City of McHenry Police Commission was called to order by Commissioner Roberts on August 5, 2009 at 4:15 p.m. in the McHenry Municipal Center Police Department Conference Room. In attendance were Police Commissioners Ramon Gregorio and Michael Roberts. Commissioner Sean Haley was absent. Also in attendance were Police Chief Brogan, Deputy Chief Pechous, HR Manager Zinanni and City Administrator Maxeiner. Approve Minutes of 7/22/09 Meeting Motion by Roberts, seconded by Gregorio, to approve the minutes of the Police Commission Special Meeting of 7/22/09 as presented. Voting Aye: Gregorio, Roberts. Voting Nay: None. Absent: Haley. Motion carried. Update: Interview Procedures for Candidate Interviews HR Manager Zinanni distributed and explained the Job Interview Evaluation Forms created for the interview process as discussed at the last meeting. The form incorporates the suggestions offered by the Commission from the last meeting and provides rankings in 10 separate categories. Commissioner Gregorio stated that the forms provide what they need. Commissioner Roberts agreed. HR Manager Zinanni presented the methodology used to reach a final score on the interview process. HR Manager Zinanni also explained the division of the commission and interview panels into two teams with each team assigned to interview half the candidates. City Administrator Maxeiner raised a concern about the validity of the testing process as described. He suggested that a valid comparison of candidates would require that each member of the interview teams see each candidate. DC Pechous stated that this had been an area of concern of the commissioners at the prior meeting. Commissioner Roberts shared his reluctance to revisit items already considered and acted upon at prior meetings but agreed that he had some concerns about inter- related reliability. Discussion ensued about the proper procedure to use. Commissioner Roberts asked about the interview schedule and the time allowed for each candidate (Item #3 on Agenda: Verification of Interview Schedule). HR Manager Zinanni provided the candidate list and schedule. Commissioner Roberts stated that if we tried to fit all of the candidates into the allotted time, it would not allow enough time to get an accurate read of each candidate. He suggested that he would get a better read on someone in 30 minutes. After further discussion it was determined that each team would get a candidate for 30 minutes and the candidates would then rotate to the other team for additional questioning. Each candidate will be seen by each interview team. Chief Brogan and DC Pechous both stated they were more comfortable with each interview team members getting a look at each candidate. Commissioner Gregorio stated that each interview team should ask the same interview questions to every candidate to satisfy the validity concerns. It was agreed to move forward with the existing interview schedule having Candidate 1 appear before Interview Team A and Candidate 2 appear before Interview Team B at 8:00 AM as spelled out on the Police Commission 8/5/09 Page 2 schedule. The candidates would then rotate to the other interview team at 8:30 AM and so forth for the remainder of the interview schedule. Other Business Chief Brogan presented a bill from Stanard and Associates Testing in the amount of $2,655.73 for the approval of the Commission. Commissioner Roberts made a motion to approve payment of the bill which was seconded by Commissioner Gregorio. Voting Aye: Gregorio, Roberts. Voting Nay: None Absent: Haley. Motion carried. Commissioner Roberts asked about the logistics for the interview schedule. It was agreed that the group would meet the morning of August 15, 2009 at 7:15 AM prior to the start of the interview process at 8:00 AM. Commissioner Roberts asked about the procedure for when a newly hired patrol officer does not work out. Chief Brogan and DC Pechous explained the probationary process and how that situation is handled. Adjournment Motion by Roberts, seconded by Gregorio, to adjourn at 4:55 p.m. Voting Aye: Gregorio, Roberts. Voting Nay: None Absent: Haley. Motion carried.
