May 5, 2010
A Regular Meeting of the City of McHenry Police Commission was called to order by Chairman Haley on
May 5, 2010 at 4:09 p.m. in the McHenry Municipal Center Aldermen’s Conference Room. In attendance
were Police Commissioners Ramon Gregorio, Sean Haley and Michael Roberts. Absent: None. Also in
attendance were Chief of Police Brogan and Deputy City Clerk Kunzer.
Consideration of Police Commission Minutes of February 25, 2010 Special Meeting and March 3, 2010
Regularly Scheduled Meeting
Motion by Roberts, seconded by Gregorio, to approve the minutes of the McHenry Police Commission
as presented:
February 25, 2010 Special Meeting
March 3, 2010 regularly scheduled meeting.
Voting Aye: Gregorio, Haley, Roberts.
Voting Nay: None.
Absent: None.
Motion carried.
Update on Status of New Officers
Chief Brogan provided the Commission with an update of the new officers. He noted Officers Gregorio,
Mecher Beaudoin are now all on solo patrol. Officer Klasek graduates tomorrow, May 6, 2010 from the
academy.
Responding to an inquiry, Chief Brogan stated the probationary period for all new officers is fifteen
months from the date of hire.
Report on Police Commission Training
Commissioner Gregorio stated he was unable to attend the training in Peoria.
Impact of City Budget on Promotion List
Chief Brogan reported there could be two sergeants retiring this year. He stated he would be able to
retain one sergeant but would not replace the other. He noted that eventually dispatch would be
outsourced so there would be a reduced need for command to supervise that department.
A brief discussion followed regarding what would be the driving force to initiate the process to
outsource dispatch. Chief Brogan noted it would require about $300,000 to initiate the conversion, but
the City would ultimately save approximately $100,000 per year in reduced costs due to the change. At
this point the City does not have the funds to make the conversion.
Other Business
Commissioner Gregorio noted he will be having surgery on Monday, May 10, 2010 The Commissioners
and Chief Brogan wished him well.
Discussion occurred regarding the possibility of cancelation of Commission meetings for the summer as
there appears to be little business coming forward. It was the consensus of the Commission to cancel
meetings for June, July and August.

Motion by Roberts, seconded by Gregorio, to cancel the regularly scheduled June, July and August
Commission meetings.
Voting Aye: Gregorio, Haley, Roberts.
Voting Nay: None.
Absent: None.
Motion carried.
The next scheduled meeting would be September 1, 2010.
