HomeMy WebLinkAboutMinutes - 11/4/2009 - Police CommissionMcHenry Police Commission Regular Meeting November 4, 2009 A Regular Meeting of the City of McHenry Police Commission was called to order by Chairman Haley on November 4, 2009 at 4:06 p.m. in the McHenry Municipal Center Aldermen’s Conference Room. In attendance were Police Commissioners Ramon Gregorio and Sean Haley. Commissioner Michael Roberts arrived at 4:07 p.m. Also in attendance were Police Chief Brogan, Deputy Chief Pechous, Deputy Chief Jones, Deputy City Clerk Kunzer, and Human Resources Manager Zinanni. Consideration of Minutes of 10/7/09 Meeting Motion by Gregorio, seconded by Haley, to approve the minutes of the Police Commission Meeting of 10/7/09 as presented. Voting Aye: Gregorio, Haley. Voting Nay: None. Absent: Roberts. Motion carried. Commissioner Roberts arrived at 4:07 p.m. Finalization of list of questions to be used for promotion candidate oral interviews Deputy Chief Jones provided each of the commissioners with a copy of a list of questions assembled by Chief Brogan, Deputy Chief Pechous and Deputy Chief Jones. Deputy Chief Jones noted desirable and/or suggested answers have been provided to some of the questions as they are related to active police work and an appropriate response may not be familiar to the commissioners. Chairman Haley suggested the commissioners use the same questions for interviewing each of the candidates in order to be able to best compare the candidates’ responses during the process. Chairman Haley inquired if there were any questions on the list which should definitely be included in the process. Chief Brogan responded the list before the commissioners has been pared down considerably. He and his Staff believe that any of the questions would be a good choice to utilize during the interview process. Chairman Haley suggested the commissioners review the list and come prepared with suggestions for ordering the questions. The Commission could meet briefly prior to the first interviews to finalize the order of interview questions. He noted the interviews are scheduled for November 10th, November 12th and November 19th. Update and Review: Promotion List Schedule and Process Deputy Chief Jones provided the Commission with a proposed promotion candidate interview schedule for November 10th from 6-9 p.m., November 12th from 6-9 p.m., and November 19th from 6-9 p.m. Some discussion occurred regarding the availability of all commissioners to attend the interviews of the slate of 18 promotion candidates. Chairman Haley, noting conflicts during the later hours of the interview process, sought suggestions to accommodate a full complement of commissioners interviewing each of the candidates. Following discussion, it was determined the interviews would be scheduled for the following dates and times: Police Commission 11/4/09 Page 2 Tuesday, November 10, 2009 4:30 p.m. until 7:30 p.m. Thursday, November 12, 2009 4:30 p.m. until 7:30 p.m. Thursday, November 19, 2009 4:30 p.m. until 7:30 p.m. Deputy Chief Jones agreed to adjust the interviews to the revised schedule. Chairman Haley requested the commissioners arrive at 4 p.m. on November 10th in order to finalize the list of questions and order in which they would be used during the process. Commissioners Gregorio and Roberts concurred. Responding to an inquiry from Commissioner Gregorio, Deputy Chief Pechous opined the candidates would not share the interview questions with other officers as this is a competitive process. No officer would be willing to jeopardize his chances for promotion by sharing the interview questions with a competitor. A brief discussion regarding the clarification of the candidate rating formula followed. Results of the written exam were provided by HR Manager Zinanni. She stated the test results are on a 100 points basis. Chief Brogan noted the written test results would be multiplied by 40% to provide that portion of the ranking points. Chief Brogan also stated he had nearly completed his candidate interviews so that he would be able to provide merit points to each of the candidates. He reminded the commissioners the ranking would be based on the following formula: • Written exam 40% • Oral interview by Commission 45% • Credit for years in service 5% (5 point maximum - .5 point per year of service) • Chief’s Merit Points 10% (1-10 points). Some discussion followed regarding the scoring method to be used by the commissioners for the oral interviews. HR Manager Zinanni suggested the commissioners rate the candidates on a scale up to a maximum of 100 points based on interview results. This would then be consistent with the written test scale of 100 point maximum. The Commission concurred. Update: Probationary Officers and Training Status Chairman Haley requested an update on the status of the probationary officers. Chief Brogan responded Officer Jaimie Mecher and Officer Ryan Gregorio are doing well at the Springfield Police Academy. Deputy Chief Jones and Chief Brogan intend to visit the academy next week. Chief Brogan noted Officer Kristopher Rigan is on the street and doing very well. When questioned, Officer Rigan stated there is a great deal more hands-on involvement in the McHenry Department than when he was on the Chicago force. Chief Brogan stated he had also heard from the Champaign Academy, and Officer Beaudoin is doing well. Other Business Chairman Haley provided Chief Brogan with testing invoices to be paid. In response to Chairman Haley’s inquiry, HR Manager Zinanni stated two additional potential officer candidates have already passed the polygraph and psych evaluation. However, there are no further openings at this time. Police Commission 11/4/09 Page 3 Chairman Haley inquired if the Department is happy with the testing services of Stanard & Associates. Deputy Chief Jones stated the questions were right out of the required reading materials. If the officers bought and read the books, they should have been able to answer the questions. In response to Chairman Haley’s inquiry, Chief Brogan stated the feedback he has obtained from the promotion candidates is that the test was extremely fair. Chairman Haley requested Staff compile a spreadsheet of promotion candidates and results from each of the rating components. Chief Brogan confirmed that would be done. Suggestion was made if there is no business to be addressed at the December meeting, it should be canceled. Should that occur Deputy Clerk Kunzer would post the cancellation notice. Adjournment Motion by Gregorio, seconded by Roberts, to adjourn at 4:35 p.m. Voting Aye: Gregorio, Haley, Roberts. Voting Nay: None Absent: None. Motion carried.
