November 3, 2010
A Regular Meeting of the City of McHenry Police Commission was called to order by Chairman Haley on
November 3, 2010 at 4:00 p.m. in the McHenry Municipal Center Aldermen’s Conference Room. In
attendance were Police Commissioners Ramon Gregorio and Sean Haley. Absent: Michael Roberts. Also
in attendance were Deputy Chief Lumber and Deputy Clerk Kunzer.
Consideration of Police Commission Minutes of October 6, 2010 Regularly Scheduled Meeting
Motion by Gregorio, seconded by Haley, to approve the minutes of the McHenry Police Commission as
presented:
October 6, 2010 regularly scheduled meeting.
Voting Aye: Gregorio, Haley.
Voting Nay: None.
Absent: Roberts.
Motion carried.
Update on Status of New Officers
Deputy Chief Lumber stated Officer Matt Voelker is currently attending the Police Academy and doing
well from all reports received. He will graduate from the academy on December 2, 2010.
Deputy Chief Lumber announced the department had received permission from City Administrator Black
to hire the next available candidate on the Officer Recruitment List. The next candidate in line is William
Bulanda who is currently an officer in Chicago Heights. If he passes the polygraph and Psych tests, he
would be hired and in training on the street immediately.
Brief discussion occurred regarding the possibility of new hires in January. Commissioner Gregorio
stated it might be good to wait to hire new officer(s) until after the posting of the new list in August
2011 as the candidates could anticipate the City’s hiring officer(s) following the posting of the new list.
Deputy Chief Lumber stated more information will be available at the next Police Commission meeting
regarding the City’s scheduled plans to hire additional officers.
Discuss Candidate Testing Schedule for 2011
At the suggestion of Chairman Haley this matter was deferred to another meeting in 2011.
Establish 2011 Meeting Schedule
Chairman Haley suggested the first Wednesday of the month at 4 p.m. appeared to be working well for
commission meetings. It was the consensus that a 2011 meeting schedule be prepared for Commission
approval at its next meeting.
Brief discussion occurred regarding the cancellation of the December 1st meeting. It was the consensus
to cancel the December 1, 2010 meeting. The next scheduled meeting would be January 5, 2011 at 4
p.m. in the Aldermen’s Conference Room.
Other Business
Deputy Chief Lumber stated with regard to previous discussions relating to testing procedures. He had
investigated ways that other departments, including the Illinois State Police, conduct written tests. He

noted the State Police have their applicants watch a video and then write a report based on what they
have viewed. The firm they utilize is IO Solutions. In response to an inquiry, the State Police stated they
preferred IO Solutions to Stanard and Associates, the firm currently used by the City.
Chairman Haley stated that is important feedback. Officers need to be able to communicate via the
written word. That is an important component which should be included in the testing process.
Chairman Haley requested Deputy Chief Lumber secure a sample packet from IO Solutions for review
and consideration by the Commission. He noted representatives might be willing to make a presentation
regarding their testing process before the Commission, perhaps at the April 2011 meeting. Deputy Chief
Lumber will follow through on contacting the company and requesting a presentation.

Motion by Gregorio, seconded by Haley, to adjourn at 4:16 p.m.

Motion carried. The meeting was adjourned at 4:16 p.m.
