Board of Police Commissioners
November 6, 2013
Vice-Chairman Michael Roberts called the meeting to order at 4:00 PM in the City of McHenry
Aldermen’s Conference Room. Other Commissioners in attendance were Ramon Gregorio. Absent:
Sean Haley. Others present, Chief of Police John Jones, Deputy Chief of Police John Birk and Executive
Assistant Marci Geraghty.

Consideration of September 4, 2013 Minutes
Motion by Mr. Gregorio, seconded by Mr. Roberts to approve the minutes from the September 4, 2013
Police Commission meeting as presented.
Voting Aye: Gregorio, Roberts
Voting Nay: None
Absent: Haley

Unfinished Business
a) Update on New Officers. The top two candidates on the August 25, 2013 Eligibility List were
hired by the department; No. 1, Sean Klechak and No. 2, Joseph Lazicki. The two candidates
were given the Oath of Office on September 23rd. Officer Klechak went to PTI on September 29th
and is scheduled to graduate on December 19th. DC Birk reported Klechak’s PTI was at no cost
to the city through a program that may only last until June 2014. Officer Lazicki is an
experienced officer with the Village of Winnetka and was placed in the FTO program. Both
officers are doing well.
b) Proposed update to Police Commission Rules & Regulations. Chief Jones reported in September,
the commission agreed to cap acceptable written test scores at 80% or above. At the same
meeting, the commission discussed limiting the number of candidates on the Eligibility List to 20
(currently 30) and the need to update the Police Commission Rules and Regulations to match
changes in state statutes specifically regarding candidates with military service.
Chief Jones reported the state has changed the statute to accept candidates with military service
who are older than the maximum age of 35 years. For every year of active military service, one
additional year of age over 35 would be acceptable up to 10 years.
Chief Jones suggested the Commission consider revising the college requirement for officer
candidates for two reasons:

1) Under the revised state statute (65 ILCS 5/10-2.1.6), which takes effect January 1, 2014,
candidates with a minimum of three years active military service or candidates who have served
for 180 days of active duty in the U.S. Armed Forces in combat duty recognized by the
Department of Defense, and who have received honorable discharges are not required to have a
four year degree; and,
2) Consideration of revising the general college requirement from four-years to two-years will offer
McHenry a larger pool of applicants.
The board agreed to defer a decision about college requirements to another meeting when a quorum is
present.

Mr. Roberts made a motion, seconded by Mr. Gregorio to approve the bills as presented.

There being no further business to discuss, Mr. Gregorio made a motion, seconded by Mr. Roberts to
adjourn the meeting.
