HomeMy WebLinkAboutMinutes - 1/6/2010 - Police CommissionMcHenry Police Commission Regular Meeting January 6, 2010 A Regular Meeting of the City of McHenry Police Commission was called to order by Chairman Haley on January 6, 2010 at 4:06 p.m. in the McHenry Municipal Center Aldermen’s Conference Room. In attendance were Police Commissioners Ramon Gregorio and Sean Haley. Absent: Commissioner Michael Roberts. Also in attendance were Police Chief Brogan, Deputy Chief Pechous (arrived at 4:09 p.m.), Deputy Chief Jones, and Deputy City Clerk Kunzer. Consideration of Minutes of 11/4/09 Meeting Motion by Gregorio, seconded by Haley, to approve the minutes of the Police Commission Meeting of 11/4/09 as presented. Voting Aye: Gregorio, Haley. Voting Nay: None. Absent: Roberts. Motion carried. Review Promotion List Process and Outcome Chairman Haley stated the officer promotion process went very well as far as he could determine. The outcome was good and it was a great process. He would recommend no changes for the next time the Commission goes through the promotion process. Commissioner Gregorio concurred with Chairman Haley. In response to Chairman Haley’s inquiry, Deputy Chief Jones stated the feedback from promotion candidates was very positive. The officers stated the process was conducted in an extremely fair manner. The interview process went very well. Chairman Haley noted he discerned a good level of commitment on the part of the officers. All appear to be in line with management’s style of operating the department. He acknowledged the officers provided great positive feedback regarding the management team. Chief Brogan and the Deputy Chiefs stated it was good to hear positive comments from the officers regarding the operation of the department. Update on New Officers Chief Brogan announced Officer Kristopher Rigan submitted his resignation effective immediately on January 4, 2010. He provided Chairman Haley with a copy of the resignation. Officer Rigan cited personal reasons for his resignation. Some discussion followed regarding procedures to implement in the future to prevent officers from becoming a potential “short term” City employee. Deputy Chief Pechous suggested when an officer is hired he/she be required to send written notification to all other departments to which they may have also made application, advising that they are now employed and wished to no longer be considered for employment. Police Commission 1/4/10 Page 2 It was noted the next candidate on the list is Robert Klasek who will undergo polygraph and psych exams as well as a background check. If successful, he would be slated for PTI in Champaign to begin either February 14, 2010 or March 29, 2010. In response to Chairman Haley’s inquiry, Deputy Chief Jones stated both Officer Ryan Gregorio and Officer Jaime Mecher have graduated from the Academy and are currently out on the street with their Field Training Officers. Both are doing well. Officer Gregorio will be on his own on April 1st and Officer Mecher will be on her own on April 2nd. Officer Beaudoin is still at the Academy and graduates on January 14, 2010. Commissioner Gregorio expressed a desire to attend Officer Beaudoin’s graduation and will accompany Chief Brogan and Deputy Chief Jones to attend the event. Establish 2010 Meeting Schedule It was the consensus to approve the Police Commission 2010 Meeting schedule as follows: Wednesday January 6, 2010 4 p.m. Aldermen’s Conference Rm Wednesday February 3, 2010 4 p.m. Aldermen’s Conference Rm Wednesday March 3, 2010 4 p.m. Aldermen’s Conference Rm Wednesday April 7, 2010 4 p.m. Aldermen’s Conference Rm Wednesday May 5, 2010 4 p.m. Aldermen’s Conference Rm Wednesday June 2, 2010 4 p.m. Aldermen’s Conference Rm Wednesday July 7, 2010 4 p.m. Aldermen’s Conference Rm Wednesday August 4, 2010 4 p.m. Aldermen’s Conference Rm Wednesday September 1, 2010 4 p.m. Aldermen’s Conference Rm Wednesday October 6, 2010 4 p.m. Aldermen’s Conference Rm Wednesday November 3, 2010 4 p.m. Aldermen’s Conference Rm Wednesday December 1, 2010 4 p.m. Aldermen’s Conference Rm The annual meeting schedule will be posted on the Municipal Center Bulletin Board. In the event a meeting is canceled, notice of the cancelation will be posted on the Board. Other Business Deputy Chief Jones announced there may be a sergeant retiring in May or June. If that happens, due to budget constraints, it is not clear at this time whether the position would be filled. Chairman Haley inquired if it would be appropriate for the Commission to encourage administration in filling the vacancy, i.e. promotion of an officer from the new promotion list. Some discussion occurred as to the pros and cons of the Commission offering its opinion regarding filling the vacancy created by a retiring sergeant. It was the consensus of the Commission to discuss the issue further prior to making a recommendation to administration regarding this issue. Adjournment Motion by Gregorio, seconded by Haley, to adjourn at 4:32 p.m. Voting Aye: Gregorio, Haley. Voting Nay: None Absent: Roberts. Motion carried.
