Board of Police Commissioners
October 3, 2012
Commissioner Haley called the meeting to order at 4:00 PM in the City of McHenry Aldermen’s
Conference Room. Also in attendance were Commissioner Gregorio and Commissioner Roberts. Others
present, Deputy Chief John Birk, and Executive Assistant Marci Geraghty.

Consideration of September 5, 2012 Minutes
Motion by Roberts, seconded by Gregorio to approve the minutes from the September 5, 2012 Police
Commission meeting as presented.
Voting Aye: Gregorio, Roberts, Haley
Voting Nay: None
Motion carried.
Update on Recent Hires
Deputy Chief Birk announced Officer Ryan Lusmann graduated from the Suburban Law Enforcement
Academy on September 28th. He and Chief Jones attended the ceremony. Lusmann began working the
afternoon shift on Monday, October 1st. Sixty-four cadets graduated with Lusmann. Final results from
the state exam are still being processed. The state exam is taken on the day of graduation. An average
score is in the low 90’s. Class average is usually 93%. Chairman Haley asked if there is a correlation
between test scores and performance in the field. DC Birk said in his opinion, skill and technical
knowledge are what determine the level of performance in the field.
Update on Promotion Process
Chairman Haley noted oral exams will be held in approximately one month from today. DC Birk
reported 11 officers took the sergeants exam on September 8th. The list for the oral exam is posted and
test results were emailed to the board without prior review by Chief Jones.
The commission reviewed five scenarios presented in the Sergeant’s Exam Oral Interview Questions
compiled by Chief Jones and DC Birk. Chairman Haley said he appreciated the format. DC Birk told the
commissioners they will receive a separate packet for each candidate prior to the exam. Chairman Haley
noted the questions focus on different aspects of leadership. The commission reviewed the questions and
Chairman Haley asked if everyone agreed on the order the questions were presented. He also pondered
the fact that due to time limitations, some candidates may have the opportunity to answer more questions
than others. DC Birk noted it is not necessary to get though all the questions. The commission agreed the
questions should be posed in the same order for each candidate to ensure they all have the same
opportunity to present their responses and DC Birk agreed. Commissioner Roberts stated it is important
that each candidate have the opportunity to respond to #5, which relates to supporting all lawful decisions
of Administration regardless of personal feelings and relaying them in a professional manner to patrol
staff. The commission and DC Birk agreed. The commission recommended the questions be asked in the
following order: #4, #3, #5, #1, and #2.

Bills for Approval
Roberts made a motion, seconded by Gregorio to authorize payment of $1,325 to I/O Solutions for
services relating to conducting the sergeant’s exam.

There being no further business to discuss, Gregorio made a motion, seconded by Roberts to adjourn the
meeting.
