January 4, 2012
Secretary Gregorio called the meeting to order at 4:05 p.m. in the McHenry Municipal Center
Aldermen’s Conference Room. In attendance were Commissioners Gregorio and Roberts.
Absent: Commissioner Haley. Also in attendance were Chief Jones, Deputy Chief Birk, Deputy
Chief Kreassig, and Deputy Clerk Kunzer.
Consideration of Minutes:
Motion by Roberts, seconded by Gregorio, to approve the minutes of the October 15, 2011
regularly scheduled Police Commission meeting as presented.
Voting Aye: Gregorio, Roberts.
Voting Nay: None.
Absent: Haley.
Motion carried.
Update on Recent Hires
Chief Jones stated Officer Zumwalt graduated from the Police Academy and began working at
the City on December 25, 2011. He did extremely well at the academy and is currently in Step 1
of his field training. He is currently on the afternoon shift.
Discussion: Timetable for 2012 Sergeant’s Exam, Interviews and Posting Process
Chief Jones noted the entrance officer exam expenses exceeded the budget last year. He stated
he intends to ensure the budgeted amount is adequate to accommodate the promotion exams
scheduled for 2012.
Commissioner Roberts requested a recap on the process previously utilized to create the
promotion list currently posted. He also inquired as to who determines the number of
command staff, i.e. sergeants, for the department.
Chief Jones responded he believed the testing material list was made available to the officers in
June, testing occurred in late fall, followed by Police Commission oral interviews in November.
Deputy Chief Birk noted the new list must be posted by 11/26/2012 as that is the date the
current list expires.
Chief Jones stated the number of command staff is determined by administration. The number
of sergeants had been reduced by one within the last couple of years. There are currently seven
sergeants on staff.
General discussion occurred regarding the interview format, who would provide oral interview
questions for use by the commissioners, and whether the Deputy Chiefs and Chief should
participate in the oral interview process.

It was decided Chief Jones, Deputy Chief Kreassig and Deputy Chief Birk would provide oral
interview questions for the commissioners. The list of questions would be provided for
commissioner review at the next commission meeting.
It was suggested the actual testing process should commence about September 1, 2012 so that
posting of the final list will occur as required by November 26th.
Chief Jones stated he would provide the commissioners with information on test content,
criteria, cost and available dates by the next meeting. The commission can then proceed with
selecting a testing firm, test style and date for the test to be taken. Final timetable can then be
created for the entire promotion testing process.
Discussion occurred regarding the estimated number of officers who might take the promotion
test. Although only officers who have been on duty for at least three years are eligible to take
the test, discussion followed as to the possibility of the newer officers being permitted to take
the test for experience purposes.
Commissioner Roberts suggested the commission wait until the cost of the exam is known
before making a decision with regard to any and all officers being permitted to take the test.
Update on CALEA Assessment
Deputy Chief Kreassig noted the recent onsite CAALEA visit went well. He noted however there
were a couple of matters involving the Police Commission which required action/correction for
future CALEA visits and recertification.
Deputy Chief Kreassig noted the department was required to include a copy of an actual
completed promotional exam as a part of its submittal. This issue will be addressed and a copy
of an upcoming completed exam will be made to be used for this purpose.
Secondly, Deputy Chief Kressig noted the commission should post a specific promotion exam
process schedule in a location which is readily viewable by department staff/officers. The
purpose of this posting is to provide the officers with a visual plan of the promotion process. It
was suggested that once the timetable is established the commissioners will provide a written
outline of the process for posting in the Police Department.
Establish 2012 Police Commission Meeting Schedule
Commissioner Roberts inquired if the current schedule of meetings on the first Wednesday of
the month at 4 p.m. was acceptable. There were no objections. Commissioner Roberts
suggested the following dates for meetings in 2012:
January 4, 2012 July 11, 2012
February 1, 2012 August 1, 2012

April 4, 2012 October 3, 2012
May 2, 2012 November 7, 2012
June 6, 2012 December 5, 2012.
Commissioner Roberts noted the July meeting would occur on the second Wednesday of the
month due to the July 4th Holiday.
Other Business
Commissioner Roberts established the following agenda for the next Commission meeting:
Consideration of Minutes of the January 4, 2012 regularly scheduled meeting;
Update on recent hires;
Discussion regarding the promotion exam process, including development of timetable;
CALEA Protocol discussion;
Information provided regarding proposed testing agencies and tests, including
cost/exam;
Continued discussion regarding who should be permitted to take promotion exam.
Discussion regarding oral interview questions as provided by staff;
Other business.
