HomeMy WebLinkAboutMinutes - 9/4/2013 - Police CommissionSeptember 4, 2013 Police Commissioner Chairman Sean Haley called the meeting to order at 4:00 PM in the City of McHenry Aldermen’s Conference Room. Other Commissioner in attendance was Ramon Gregorio. Absent: Michael Roberts. Others present, Chief of Police John Jones, Deputy Chief of Police John Birk and Administrative Assistant Joan Lunsmann . Public Input: None. Consideration of July 3, 2013 Minutes Motion by Mr. Gregorio, seconded by Mr. Haley to approve the minutes from the July 3, 2013 Police Commission meeting as presented. Voting Aye: Gregorio, Haley Voting Nay: None Absent: Roberts Motion carried. Commissioner Michael Roberts joined the meeting at 4:05 pm. Unfinished Business: Patrol Officer Eligibility List. Chief Jones advised that the list has been finalized and posted. Two applicants submitted military points and the changes were incorporated into the final list. The first and second applicants have been sent for polygraph and psychological testing after background investigation was done. A conditional offer of employment will be tendered once the final test results are received. Background investigation will continue on #3 and #4 on the list. Ryan Lusmann tendered his resignation on 9/4/2013. The department has no regrets on the additional effort that was made during his extended training, but found no other resources that would aid in his continuing with the department. Deputy Chief Birk is awaiting notice of one slot with the State Police Academy for the class starting on 9/29/2013. PTI may have a slot with a class starting on 9/30/2013. #2 candidate would not need to attend academy, being a sworn officer currently with the Winnetka Police. If a conditional job offer is tendered and the physical exam passed for #1, Klechak, the department would like to hold the swearing in on 9/23/2013. Chairman Haley will be contacted to attend once a date is set. Talks with the School District #156 about the School Resource Officer position are going well. If approved sometime in the future, additional hires will be made from this list. If no spot is obtained for the September academy, the department would like to move forward with the hire of #2 on the list, who does not need to attend the academy, and hire #1 when a spot becomes available. New Business Discussion centered on revisions to the Police Commission Rules & Regulations. Issues involved would be to update changes to state statutes. Chief Jones advised that there have been changes in state statute regarding age eligibility and military service. He also requested the commission discuss placing a cutoff on the eligibility list of either number of candidates or test score. This seems to be the trend in other communities. Comm. Roberts said that may decrease the time frame between testing, due to number of hires from a list. Chief Jones suggested a cap of 20 candidates. General consensus was favorable to cap the list at 15 candidates. More discussion revolved around setting a test score of 80% as the lowest for inclusion. Chief Jones said his recommendation would be to set the limit at a score of 80% or above. Chairman Haley agreed with that suggestion. Dep Chief Birk suggested that the city attorney do research on the legality of the limit. Chief Jones advised that the commission should reach an agreement on a recommendation and allow the city attorney to research. In the end, the city attorney’s office should be requested to perform an update to the current Rules & Regulations. Chairman Haley recommended that the Police Commission recommend an update to the current Rules & Regulations to comply with state statutes, with the addition of a cap to the eligibility list of 80% test score and above. Motion made by Chairman Haley, seconded by Comm. Roberts. Bills for Approval: None presented. It was noted that the department had paid the bill for the testing company without presenting it to the commission. A copy will be forwarded to Marci and presented at a later date. Adjournment There being no further business to discuss, Chairman Haley advised that he will be absent in October and asked to cancel the October 2, 2013 meeting. No dissent was voiced and the decision to cancel the 10/2/2013 meeting was agreed. Voting Aye: Gregorio, Roberts, Haley Voting Nay: None Motion carried. The meeting was adjourned at 4:30 PM.
