Board of Police Commissioners
July 3, 2013
Police Commissioner Vice-Chairman Michael Roberts called the meeting to order at 4:00 PM in the City
of McHenry Aldermen’s Conference Room. Other Commissioner in attendance was Ramon Gregorio.
Absent: Sean Haley. Others present, Deputy Chief of Police John Birk and Executive Assistant Marci
Geraghty.
Public Input:

Consideration of June 6, 2013 Minutes
Motion by Mr. Roberts, seconded by Mr. Gregorio to approve the minutes from the June 5, 2013 Police
Commission meeting as presented.
Voting Aye: Gregorio, Roberts
Voting Nay: None
Absent: Haley
Motion carried.
Communications
School Safety Legislation. Commissioner Gregorio informed the commission about legislation recently
signed by Gov. Quinn that requires school districts to perform school shooting drills in each school
building while students are present. Mr. Roberts informed the commission at this time school districts
conduct a minimum of six drills for school evacuation, bus evacuation, law enforcement, and severe
weather/shelter drills. D.C. Birk said the new legislation requires law enforcement drills to include a
mock shooting incident with law enforcement participation, which already occurs in McHenry School
Districts. Mr. Roberts said now that we have a mandate, he will recommend the McHenry Safety
Committee develop a procedure to make sure we are in compliance of the new law.
Unfinished Business
Patrol Officer Eligibility List. Deputy Chief Birk reported 43 applicants were invited to attend
Mandatory Orientation on July 10th. Candidates are encouraged to bring family member with them to the
event. Police Commissioners are also encouraged to attend. Orientation will begin at 7:15 PM in the
City Council Chambers. D.C. Birk will provide information to the commission about Orientation via
email. Mr. Roberts and Mr. Gregorio said they will attend the event.
D.C. Birk told the board the written test will be conducted on Saturday, July 13 th at 9:00 AM. On this
date, NIPSTA cards must be submitted.

The Eligibility List Timeline for Oral Interviews was reviewed by the Commission. The board agreed to
use scenarios from 2011. D.C. Birk offered to update the scenarios and email a copy of the questions to
the commission next week.
The Commission agreed to conduct oral interviews on:
Tuesday, July 30th 4:00 PM – 8:00 PM
Tuesday, August 6th 4:00 PM to 8:00 PM
Saturday, August 10th 8:00 AM to 3:30 PM
Interviews will be 30-minutes and conducted in the Municipal Center. Additional interview times will be
added if needed. The commissioners agreed with the timeline. D.C. Birk will email the timeline to the
Commission next week.
On August 24th, the Eligibility List will be posted.
New Business
The commission discussed updating the Police Commission Rules and Regulations to comply with new
legislation. The current handbook was adopted February 2009. The commissioners recommended this
matter be placed on the August meeting agenda for action.

There being no further business to discuss, Mr. Roberts made a motion, seconded by Mr. Gregorio to
adjourn the meeting.
