Board of Police Commissioners
June 5, 2013
Police Commissioner Chairman Sean Haley called the meeting to order at 4:00 PM in the City of
McHenry Aldermen’s Conference Room. Other Commissioners in attendance were Ramon Gregorio and
Michael Roberts. Others present, Deputy Chief of Police John Birk, Human Resources Manger Vickie
Zinanni, and Executive Assistant Marci Geraghty.

Consideration of April 3, 2013 Minutes
Motion by Mr. Gregorio, seconded by Mr. Roberts to approve the minutes from the April 3, 2013 Police
Commission meeting as presented.
Voting Aye: Gregorio, Roberts, Haley
Voting Nay: None
Absent: None
Motion carried.
Communications
School Safety Committee. McHenry Police in conjunction with District 156 held a Mock Critical
Incident training exercise at McHenry West Campus High School. Chairman Haley stated he observed
the event and was very impressed with the operation and noted Sgt. Cruz was an excellent communicator.
Mr. Roberts said proper training and knowing what to do in an emergency is the key to keeping students
and staff safe.
Unfinished Business
Patrol Officer Eligibility List. Deputy Chief Birk reported the current Eligibility List expires in August.
The list is valid for two years. D.C. Birk distributed a timeline for the establishment of a new Police
Eligibility List for the commission’s review. He also provided a copy of an agreement with I/O Solutions
to provide the written exam at $25 for each candidate with a 60 candidate minimum; $500 administrative
fee and mileage for the proctor. In an effort to streamline the eligibility process, candidates will be
required to receive a Wellness Evaluation Report from the Northeastern Illinois Public Safety Training
Academy aka NIPSTA. Candidates will receive a NIPSTA Power Test Card for $25 once they
successfully complete the training. NIPSTA Cards must be issued after January 1, 2013 and no more than
6 months from the date the card was issued.
The Eligibility List Timeline was reviewed by the Commission:
May 6th, the application process began.
June 7th, deadline to turn applications and required paperwork to HR Manger Vickie Zinanni.
July 10th, Mandatory Orientation for eligible applicants.

July 13th, Mandatory Written Exam. NIPSTA Power Test Card must be presented.
July 30th, August 3rd, August 6th, August 10th, Mandatory Oral Interviews
August 24th, Posting of Eligibility List
The Commission reviewed proposed dates for Mandatory Oral Interviews:
(Tuesday, July 30th, Saturday, August 3rd, Tuesday, August 6th, Saturday, August 10th)
Chairman Haley said he was not available on August 3rd. Mr. Gregorio and Mr. Roberts were available
on the dates proposed. All agreed times will be determined at a later date.
HR Manager Zinanni reported as of this date, 80 application packets were picked up and of the 16
returned, 15 were completed correctly. Ms. Zinanni noted the number was comparable to 2011. The
deadline to submit applications is June 7th at 5:00 PM.
DC Birk said he and Chief Jones will prepare scenarios and a bank of standard question for the oral exam.
Chairman Haley said the process used in 2011 worked well – two teams for 30 minutes with each
applicant and interviewers convened afterward.
Chairman Haley asked if other agencies in the area were hiring patrol officers. It was noted LITH and
Crystal Lake are hiring and the County will be advertising this spring.
The commission was satisfied with the timeline as presented.
Update on Recent Hires. D.C. Birk reported Officers Lusmann is carrying out his duties as a Police
Officer.

There being no further business to discuss, Mr. Gregorio made a motion, seconded by Mr. Roberts to
adjourn the meeting.
