HomeMy WebLinkAboutMinutes - 4/6/2016 - Police Commission City of McHenry Board of Police Commissioners April 6, 2016 Chairman Rick Huber called the meeting to order at 4:00 PM in the City of McHenry Council Chambers with the following Commissioners present: Ramon Gregorio and Mike Roberts. Absent: None. Also present: Chief John Jones, Deputy Chief John Birk, City Attorney David McArdle, Human Resources Manager Ann Campanella and Deputy City Clerk Marci Geraghty. Public Input: None. 1. Consideration of March 3, 2016 Meeting Minutes Motion by Roberts, seconded by Gregorio to approve the minutes from the March 3, 2016 Police Commission meeting as presented. Voting Aye: Roberts, Gregorio, Huber Voting Nay: None Abstaining: None Not Voting: None Absent: None Motion carried. 2. Unfinished Business a) Discussion on proposed updates to the Rules and Regulations of the Board of Police Commissioners manual and anticipated motion to approve proposed amendments. City Attorney McArdle was present at the meeting to guide the Commission on updating the Rules and Regulations manual. The current manual was amended in 2009 and contains the rules that relate to hiring, promoting, and firing of police officers; discipline is now mainly regulated by the collective bargaining agreement. After some discussion the Board unanimously agreed to direct Attorney McArdle to prepare an updated version of the Rules and Regulations manual for consideration by the McHenry City Council. The following amendments and revisions were recommended: Lateral Eligibility List: Currently, if the Commission wants to hire someone with experience from another agency, the applicant must go through the testing process to make the eligibility list exactly as a candidate with no experience. This process is time consuming. A Lateral Eligibility List as previously discussed by the Commission will be included in the manual. Military Points: The maximum age for applicants is 35 years. An provision will be included for Veterans stating that for every full year of service shown on the DD2 the maximum eligible age to apply for will be extended by one year up to a maximum of 10 years of military service. Education Requirements: Bachelor Degree (4-year degree) to qualify to apply. This provision will be waived by statute if the applicant has served 36 months of active duty in the US Military and received an Honorable Discharge or, 180 days of active combat duty and received an Honorable Discharge with proof of DD214. 2 Eligibility List.  Any officer candidate scoring 70 points or less out of a maximum of 100 points will not make placement on the eligibility list.  The Chief of Police will have authority to select the top three available candidates with the highest scores from the list in any order.  Add a footnote to Eligibility List stating all applicants who are not on the initial posting of the final eligibility register and wish to utilize military points to reach the 70 point minimum may contact Human Resources within 10 days.  A minimum of 75 total points must be scored for placement on the Sergeant Promotion List. Age and Education Requirements:  Section 5 Paragraph 2 will be amended to clearly define “prior law enforcement experience.” The Board agreed to remove “prior law enforcement experience” and replace it with “. . . have a minimum of two years full-time law enforcement experience with a current certification through the Illinois Training and Standards Board or an affiliate state that would allow a transfer. . .” Detail Ranks of the Department:  Chief (1), Deputy Chief (1), Commander (2), Sergeant (7). It was noted the rank of Commander should also be included in Municipal Code Chapter 18. Attorney McArdle suggested breaking down Municipal Code Chapter 18 into two headings; Police Department and Police Commission and also adding a third sub-category (title to be determined) to include Police Commission Rules. Oral Interview/Written Exams:  Addition of language in the manual stating oral interviews are conducted as a joint effort by the Police Commission and members of the Police Department.  The process of how oral and written exams are conducted and scored should be overtly stated in the manual. Attorney McArdle was invited to the meeting in May to review a draft of proposed amendments to the Rules and Regulations prior to presentation to the City Council. b) Update on Development of Lateral Entry Eligibility List. No discussion at this time. c) Department Updates This past week, Officer Ehardt started on patrol solo. Currently four officers are down for various reasons and one officer resigned, however one officer was reassigned from a federal agency and will be back on patrol. 3. New Business None. 3 4. Communications a) There were no bills presented for payment. 5. Motion to Adjourn There being no further business to discuss, Gregorio made a motion, seconded by Roberts to adjourn the meeting.
