HomeMy WebLinkAboutMinutes - 2/12/2018 - Police Commission City of McHenry Board of Police Commissioners February 12, 2018 Chairman Rick Huber called the meeting to order at 4:00 PM in the Police Administration Conference Room with the following Commissioner present, Michael Roberts. Absent: Ramon Gregorio. Also present was Police Chief John Birk, Deputy Chief Thomas Walsh, and HR Manager Ann Campanella. Public Comment None. 1. Motion to Approve January 3, 2018 Meeting Report Motion by Roberts, second by Huber to approve the minutes from the January 3, 2018 Police Commission meeting as presented. All ayes, motion carried. 2. Unfinished Business Chief Birk provided the following Department/Personnel Updates: Officer Hendrickson who was recently hired from the Lateral List is adapting well to the department and his duties. Officer Schmitt and Officer Hendrickson will be entering step three and released to solo duty in mid-March. The department is in the process of hiring from the Lateral List to replace the vacancy left by Officer Stone. An Officer working in New Mexico formerly a US Marine originally from Illinois is being considered. For consistency, Standard & Associates will overnight the same test that this officer would take in Illinois to the New Mexico Municipal League who has agreed to proc tor the test. The interview will be conducted via Skype or FaceTime. 3. New Business Development of New Eligibility Lists. Chief Birk reported the process of establishing a new Lateral List (expires March 20, 2018) and new Eligibility List (expires on May 31, 2018) is underway. Lateral List: The process conducted for the last list will be followed with a few modifications. An application notice was provided to HR Manager Campanella to post. The plan is to complete the process by March 20. Candidates will have three-weeks to complete the application. A maximum of 10 candidates can be placed on the list. Commissioner Roberts asked if the application closing date could be extended and Chief Birk answered yes, the rules and regulations do not prevent extending the application process. The Police Commission agreed to move the March meeting to the 14 th to facilitate review of the applications after the closing date. Chief Birk will provide interview questions to the Commission at the March meeting. 2 Application Posting Date: February 15 Closing Date: March 9 Lateral Interview Dates/Times: Tuesday, April 3, 4:00 PM to 8:00 PM Saturday April 7, 9:00 AM to 2:00 PM Eligibility List: Chief Birk said minor changes were made to the form. This must be posted to meet the department’s accreditation requirements. Four weeks is provided to complete the application as this process is more comprehensive than for the lateral list. Regarding the mandatory orientation, it was recommended a telephone call follow a letter reminding the candidates to attend the event. Candidates who do not attend the orientation will be mailed a letter confirming that they did not meet the mandatory requirements, thank you for applying. Chief Birk reported a contract has been secured for the written exam with I/O Solutions and Deputy Chief Walsh will administer the test. This year will be the first time the list has been allowed to expire. The Commission was in consensus to continue with the required 70% or higher score to move to the Oral Interview phase of the process. The results will be obtained within 48 hours, and sent to Deputy Chief Walsh and not provided to the Commission until after the Oral Interviews. After the Oral Exams, the written scores will be provided to the Commission. Once the results are tallied, Chief points will be added to determine the final list. Application Posting Date: March 19 Closing Date: April 23 Mandatory Orientation: Wednesday, May 9, 7:00 PM Written Exam: Saturday, May 12, 9:00 AM (check in 8:45 AM) Oral Exam: Tuesday, May 29, Thursday, May 31, 4 PM Saturday, June 2, 9 AM The goal is to post the list on June 6, 2018. Chairman Huber asked when the Sergeants list expires. Chief Birk confirmed the list will expire in November 30, 2018. 4. Communications Motion by Huber, second by Roberts to approve payment of a professional services invoice for polygraph services in New Mexico for Lateral List Candidate James Castaneda for $295.45 of as presented. All ayes, motion carried. 5. Adjournment Motion by Roberts, second by Huber to adjourn the meeting at 4:27 PM. All ayes, motion carried.
