Meeting Agenda

Public Comment: Any person wishing to address the Board of Police Commissioners
will be required to identify themselves for the record and will be asked but are not
required to provide their address. Public comment may be restricted to three-minutes for
each individual speaker.

Chairman Rick Huber called the meeting to order at 4:00 pm in the Administration Conference Room
with the following Commissioners present, Ramon Gregorio and Mike Roberts. Also present: Chief John
Jones, Commander Paul Funk and Admin Assist Deb Shuett
Public comment
None.
Motion to approve March 2, 2017 meeting report
Motion by Huber, second by Gregorio to approve the minutes from the March 2, 2017 Police
Commission meeting as present.
Voting Aye: Huber, Gregorio, Roberts
Voting Nay: None
Absent: None
Motion carried.
Unfinished business
Lateral Entry Eligibility list has been posted in the areas of the police department. If there is an opening
would need to conduct a more intense background investigation on the candidate. Lateral entry
eligibility list has good candidates. No opening at this moment, Chief Jones would strongly recommend
hiring from the lateral list. If there is an opening, Chief has the option of hiring from the Lateral
Eligibility list or the Entry Level Patrol Officers Eligibility list
Chief Jones would like to wait until current entry level patrol officers eligibility list expires, then new
rules come into place. No candidate lower than 70% would make the list.
Department Personnel update by Commander Funk
Officer Malik: He is beginning his fourth month of solo patrol and is currently assigned to the Afternoon
Shift. Ofc. Malik’s performance levels are above the shift averages. He has recently attended training
on Breath Alcohol Testing/Breath Operator which was a 16 hour training; and a 24 hour training on DUI
Detection and Standardized Field Sobriety Testing. Ofc. Malik is scheduled to attend a 16 hour Domestic
Violence/Crisis Intervention training on 04/17/17. There have been no issues with Ofc. Malik’s
performance or abilities and continues to progress as expected. Ofc. Malik will be rotating to the Day
Shift on 05/01/17
Officer Kulcsar: She is beginning her fourth month of solo patrol and is currently assigned to the Day
Shift. Ofc. Kulcsar’s performance levels are above the shift averages. She has recently attended training
on Breath Alcohol Testing/Breath Operator which was a 16 hour training; and a 24 hour training on DUI
Detection and Standardized Field Sobriety Testing. Ofc. Kulcsar is scheduled to attend a 16 hour
Domestic Violence/Crisis Intervention training on 04/17/17. There have been no issues with Ofc.
Kulcsar’s performance or abilities. Ofc. Kulcsar will be rotating to the Midnight Shift on 05/01/17.
Officer Wegner: He is in his fifth month of solo patrol and is currently assigned to the Afternoon Shift.
Ofc. Wegner’s performance levels are well above the shift averages. Ofc. Wegner recently attended
Breath Alcohol Testing/Breath Operator which was a 16 hour training. Ofc. Wegner has proven himself
to be very competent and eager to perform his duties and is developing into a good officer. Ofc.
Wegner will be rotating to the Midnight shift on 05/01/17.
Ofc. Lorenz: She is currently in the third step of the FTO program, assigned to Ofc. Aalto, and no training
issues have been identified. Ofc. Lorenz is scheduled to be released to solo patrol on 05/14/17 and will
be assigned to the Afternoon Shift.
Ofc. Schmidt: He is completing his second week of ride along and will be reporting to the Illinois State
Police Academy on 04/09/17. Ofc. Schmidt is scheduled to graduate from the police academy on
06/29/17.
Chief Jones stated they are happy with the new hires.
New Business
Mike Roberts term expires end of month and has stated he would like to continue being on the Board of
Police Commissioners for another 3 years. Mike Roberts needs to be re-appointment by Mayor Low.
