Public comment may be restricted to three-minutes for each individual speaker. Agenda: 1. Motion to approve January 4, 2016 meeting report. 2. Executive Session: Motion to enter into Executive Session for the purpose of the semi-annual review of executive session minutes pursuant to 5 ILCS 120/2(c)(21). 3. Anticipated motion approving a Resolution authorizing the approval and/or release of Executive Session minutes. 5. Unfinished Business: a) Lateral Entry Eligibility List b) Department/Personnel Updates c) Police Dispatch/Administration Renovation Update 4. New Business. 5. Communications: a) Motion to approve payment of bills as needed. 6. Motion to Adjourn. City of McHenry Board of Police Commissioners January 4, 2017 Chairman Rick Huber called the meeting to order at 4:00 PM in the City of McHenry Council Chambers with the following Commissioners present, Ramon Gregorio and Mike Roberts. Also present: Deputy Chief John Birk, Human Resources Manager Ann Campanella, and Deputy Clerk Marci Geraghty. Public Input: None. Motion to Approve December 7, 2016 Meeting Report Motion by Gregorio, second by Roberts to approve the minutes from the December 7, 2016 Police Commission meeting as presented. Voting Aye: Roberts, Gregorio, Huber Voting Nay: None Absent: None Motion carried. Motion to reschedule February meeting to February 8, 2017. Motion by Gregorio, second by Roberts to revised the February meeting date from February 1st to February 8, 2017. Voting Aye: Roberts, Gregorio, Huber Voting Nay: None Absent: None Motion carried. Unfinished Business a. Lateral Entry Eligibility List. Deputy Chief Birk reported the department is working with Human Resources Manager Campanella on modifying the employment application for Lateral Entry Eligibility List candidates. Advertisement for lateral-entry candidates will begin January 16, 2017. The application process will remain open until 5:00 PM, February 6, 2017. An interview timetable will be set at the February 8, 2017, Police Commission meeting. At 4:25 PM, Chairman Huber called for a 5-minute recess in anticipation of Chief Jones joining the meeting. The board reconvened at 4:30 PM. 2 Executive Session Motion by Roberts, second by Huber to adjourn to Executive Session at 4:30 PM, pursuant to 5 ILCS 120/7(c)(1), to discuss Employment Matters. Voting Aye: Roberts, Gregorio, Huber Voting Nay: None Absent: None Motion carried. Motion by Roberts, second by Gregorio to return to Open Session. Voting Aye: Roberts, Gregorio, Huber Voting Nay: None Absent: None Motion carried. The Commission reconvened in Open Session at 4:40 PM, with the following persons present: Chairman R. Huber, Commissioner R. Gregorio, Commissioner M. Roberts, Chief J. Jones, Deputy Chief Police J. Birk, Human Resources Manager A. Campanella, and Deputy Clerk Marci Geraghty. Unfinished Business b. Department/Personnel Updates. Deputy Chief Birk reported candidate Derek Schmidt was unable to complete the last step in pre-employment testing due to injury. As a result, there will be no candidate sent to PTI in April. Next candidate on the Eligibility List is Katelyn Lorenz. Chief Jones reported Interviews are underway for the position of Commander to replace retired Commander King. The promotion of a Sergeant to this position creates an opportunity for a Sergeant promotion, which has been offered to Detective Nick Clesen. A decision will be announced for the Commander promotion next week. Chief Jones reported Officer Kulcsar is now on solo patrol. Officer Malik is completing Step 3. c. Police Dispatch/Administration Renovation Update. Chief Jones reported renovation of the Police Administration offices on the second floor of the Municipal Center is on schedule to be completed in February. New Business None. Communications a. The City of McHenry Board of Police Commissioners entered into executive session at 4:30 PM for the purpose of discussion employment matters pursuant to 5 ILCS 120/7(c)(1), with the following persons present: Chairman R. Huber, Commissioner R. Gregorio, Commissioner M. Roberts, Police Chief J. Jones, Deputy Police Chief J. Birk, Human Resources Manager A. Campanella, and Deputy Clerk M. Geraghty. Chief Jones provided the Commission with a summary of candidates on the current Eligibility List. He stated the department’s intention to hire Katelyn Lorenz conditioned upon satisfactory pre-employment testing results. A brief discussion ensued on the eligible candidates. Adjournment Motion by Roberts, second by Gregorio to adjourn Executive Session at 5:02 PM. Voting Aye: Roberts, Gregorio, Huber Voting Nay: None Absent: None Motion carried. Respectfully submitted, __________________________________ Marci Geraghty, Recording Secretary R-17-002 RESOLUTION WHEREAS, the Illinois Open Meetings Act specifies that Executive Session minutes be reviewed at least once every six months; and WHEREAS, the Board of Police Commissioners for the City of McHenry recommends approval of the following Executive Session Minutes: and; 01/04/17 5/ILCS 120/2(c) (1) Employment Matters WHEREAS, the Board of Police Commissioners for the City of McHenry recommends release of the following Executive Session Minutes as the need for confidentiality no longer exists; and 01/04/17 5/ILCS 120/2(c) (1) Employment Matters NOW THEREFORE, BE IT RESOLVED as specified in the Illinois Open Meetings Act that there are no Executive Session recordings that exists more than 18 months since the date of the closed session; and, there are no other executive session minutes that remain closed for meeting held prior to January 4, 2017. BE IT FURTHER RESOLVED that a copy of this Resolution shall be made a permanent part of the Board of Police Commissioners minutes. PASSED AND APPROVED this 8th day of February 2017.
