POLICE COMMISSION MEETING 03/04/2015.
Police Commissioner Chairman Richard Huber called the meeting to order at 4:00 PM in the City of
McHenry Aldermen’s Conference Room. Other Commissioner in attendance was Dr. Michael Roberts.
and Ramon Gregorio. Others present, Chief of Police John Jones, Deputy Chief of Police John Birk and
Administrative Assistant Joan Lunsmann

Consideration of February 4, 2015 Minutes
Motion by Dr. Roberts, seconded by Mr Gregorio to approve the minutes from the February 4, 2015
Police Commission meeting as presented.
Voting Aye: Roberts, Gregorio, Huber

Unfinished Business:
Sgt. Exam Update
Chief Jones advised that the notice of testing has been posted, as of 3/3/2015, including the
reading list and upcoming important dates. Questions used at the last testing were distributed to
the Commissioners. The Command staff has met and discussed the focus for the oral interviews,
hoping to move to a less procedural, more supervisory format. The Commanders have been
charged with submitting questions, which will be presented to the Commissioners at the May or
June meeting. The Chief read a sample question and key response points to give the
Commissioners an idea of what the Command staff would like to see. Dep. Chief Birk spoke to
the change in the generation of supervisors and the need for a teamwork aspect in front line
supervisors. The need for loyalty, self-motivation, and integrity has become more important. A
key element of that loyalty is the ability to present the decisions of command in a positive light,
whether in complete agreement, or not. The Chief reiterated the need for a teamwork concept,
and added the possibility of 2 promotions from this list. A large turnout for the testing is
expected.
SRO Position Update
The presentation was given to the school board. Dr. Roberts stated it went well, but it is
unknown how the board will vote. Enrollment has remained flat. Staffing requirement
recommendations have been completed. The principals will recommend the addition of another
SRO. Decision should be made at the April meeting. Per Dr. Roberts, if it is not approved, it
will be because of the board, not because of financial issues.
Personnel Update
Ofc. Gandor is awaiting a decision from the pension board, prior to submitting his resignation. If
he resigns and the school board approves a second SRO, there will be 2 hires from the current
eligibility list.
Ofc. Shafer is moving to Step 3 and doing well. Ofc. Conway is learning daily and doing well.
New Business
Dr. Roberts advised he will not available to attend the April meeting. After discussion, a motion was
made by Dr. Roberts to cancel the April 1, 2015 meeting. That motion was seconded by Mr. Gregorio.

There being no further business to discuss, Chairman Huber called for adjournment. Motion made by Dr.
Roberts, seconded by Mr. Gregorio.

The meeting was adjourned at 4:25 PM.
