Communications a) Bills for Approval 5. Adjournment _____________________________ Ramon Gregorio Secretary POLICE COMMISSION MEETING February 4, 2015. Police Commissioner Chairman Richard Huber called the meeting to order at 3:58 PM in the City of McHenry Aldermen’s Conference Room. Other Commissioner in attendance was Dr. Michael Roberts. Absent: Ramon Gregorio. Others present, Chief of Police John Jones, Deputy Chief of Police John Birk and Administrative Assistant Joan Lunsmann . Public Input: None. Consideration of January 7, 2015 Minutes Motion by Dr. Roberts, seconded by Mr. Huber to approve the minutes from the January 7, 2015 Police Commission meeting as amended. Those amendments include: The Patrol Officer Eligibility List expires in 2016. Those individuals added to the current list from the previous eligibility list will be removed as of August 25, 2015, and the remainder of the list will remain active. Testing for the Sergeants Eligibility List will be as follows: The initial posting will be up the first week of March, 2015, to include the reading list. The written test is scheduled for 9/12/2015 with oral interviews in October, 2015. The eligibility list should be posted by 11/20/2015. Voting Aye: Roberts, Huber Voting Nay: None Absent: Gregorio Motion carried. Unfinished Business: Sgt. Exam Update Chief Jones reviewed the timeline and passed out copies of the posting. The contract has been signed with I/O Solutions. The reading list consists of 1 book at a cost of $155. Scoring for the exam is: 40% written test, 45% oral exam, Chief’s points, and seniority point of ½ point per year up to 10 years for a total of 5 points. Chief Jones will provide sample questions to the commission in the next several months. The oral interviews are with the Commissioners only. Some questions should be scenario based, but some should center on leadership and administrative abilities. The Commissioners are encouraged to create some of their own questions. Mr. Huber asked if the current list is still active. The Chief advised that any promotion made prior to 11/29/2015 would be off the current list. The sign-up sheet will be posted on the Administrative Assistant’s counter from June 1, 2015 thru July 17, 2015 to allow officers time to indicate their wish to participate. Historically, all officers who take the written test are eligible for the oral interview. The Commissioners present agreed to continue that policy. Eligibility List One candidate on the posted list presented his military points so Brett Kinney moved to #1. Ian Abrahamsen dropped to #2 and has been hired by Carpentersville Police Dept. If a position comes up, Kinney will be offered the job. Any future positions will be offered to Abrahamsen, and continuing down the list. A current officer is awaiting a Pension Board ruling on disability to determine his decision to leave the department. That would allow for a replacement hire. The decision by the District 156 School Board to add another SRO would allow for an additional hire. A lengthy discussion was held about the benefits of the SRO position and how best to encourage the current Board to approve a second officer. Officer Rewiako is preparing to address the School Board at the next meeting on 2/17/15. The Chief and Dep Chief also plan to attend. Mr. Huber volunteered to attend as well, to show support for the program. Dr. Roberts felt this would be beneficial. The Chief will prepare closing statements to reiterate the department’s support of the SRO program. Personnel Update Ofc. Conway has graduated to solo patrol and is doing very well. Ofc. Shafer is in Step 2 of his field training and also doing very well. New Business The Chief presented Mr. Huber with a Police Commission badge and congratulated him on his appointment. Communications None Bills for Approval None Adjournment There being no further business to discuss, Chairman Huber called for adjournment. Motion made by Dr. Roberts, seconded by Commissioner Huber. Voting Aye: Roberts, Huber Voting Nay: None Absent: Gregorio Motion carried. The meeting was adjourned at 4:33 PM.
