In attendance were Commissioners Gregorio, Haley and Roberts. Absent: None. Also in attendance were Chief Jones, Deputy Chief Birk, Deputy Chief Kreassig, and Administrative Assistant Lunsmann. Chairman Haley thanked Joan Lunsmann for being present to take notes for the meeting. He was advised that Marci Geraghty would be performing this function for the commission meetings in the future. Consideration of Minutes: Motion by Roberts, seconded by Gregorio, to approve the minutes of the February 1, 2012 Police Commission meeting as presented. Voting Aye: Gregorio, Haley, Roberts. Voting Nay: None. Absent: None. Motion carried. Update on Recent Hires Chief Jones advised Officer Zumwalt will begin Step 3 of his field training this week. He appears to be doing very well. Chief Jones noted all officers hired by this commission have done well and are continuing to progress. Update on Promotion Exam Chief Jones noted Staff recommends the use of 10 Solutions, First Line Supervisor Test for the upcoming promotion exam. The cost of the exam is $75 per applicant. The reading material consists of one book which represents a cost savings to the applicants. Chief Jones noted that both 10 Solutions and Stanard and Associates provide similar promotion exams; however, the cost per exam is greater with Stanard and Associates. The test consists of 100 multiple-choice questions and will be proctored_by 10 Solutions. Deputy Chief Birk acknowledged he would be responsible for setting up the date, time and location for the promotional exams. In response to Commissioner Gregorio's inquiry, Deputy Chief Kreassig responded Staff will ensure that all postings and submittals will be done according to CALEA requirements. Deputy Chief Kreassig advised the scoring for the promotion exam will be apportioned as follows: • 10% Points earned from the Police Chief • 40% Results of written exam 0 45% Results of oral interviews Police Commission March 7, 2012 Page 2 • 1% per year up to a maximum of 5% for seniority Deputy Chief Kreassig noted military points may be added after the list is finalized and will allow for 5%, allowing the officer to have a total score of 105% if a perfect score is obtained on the written test and full points are given for the oral interview. An officer must have been with the department for three years to be eligible to take the test. Establishment of Promotion Exam Procedure Timeline Discussion occurred regarding the proposed timeline for the promotion list process. The following timeline was approved: • 5/15/12 Announcement/Posting of reading material list and test date • 7/1/12 Commitment and sign-up to take test • 8/1/12 Establish oral interview dates • 9/5/12 List of proposed oral interview questions to be provided by Staff to Commission ■ 9/8/12 Written exam date ■ October Oral interviews to be scheduled for eligible officers ■ 11/15/12 Promotion List completed ■ 11/19/12 Post Promotion List ■ 11/19/12 - 11/29/12 Officers opportunity to request use of military points ■ 11/29/12 Final Promotion List Posted Other Business Chairman Haley inquired about lateral transfers particularly in regards to CALEA standards. Deputy Chief Kreassig advised no officer from an outside agency would be allowed to take the promotion exam and utilize it for lateral transfer purposes. Chairman Haley inquired about the department's intention to either remain with CALEA or pursue a state certification. Deputy Chief Kreassig advised he has just begun to research the state certification program. The benefits would include reduced cost, accreditation would be in place for a four-year period (as opposed to the current three years with CALEA), and a number of the standards for compliance are lower. Local agencies accredited by the state include Kankakee, Champaign, and Sycamore. Chief Jones advised the intention at this time is to remain with CALEA. He noted the City will receive its three-year accreditation at the March CALEA Conference. As a result Staff has ample time to conduct due diligence research regarding the pros and cons of pursuing state certification. Chairman Haley asked if reduced cost would be a motivation to change certifying agencies, to which Chief Jones responded in the negative. The issue of a poorly prepared final CALEA report was discussed. Chairman Haley noted that would be an issue to bring forward at the time of the Police Commission March 7, 2012 Page 3 department's interview at the March conference. Deputy Chief Birk noted Staff has three years in which to make a decision regarding certification. Chairman Haley advised there appeared to be no pressing matters requiring discussion or action prior to the May meeting and requested that the April meeting be cancelled due to lack of agenda. There were no objections. The April meeting will be cancelled. Adiou_rnment Motion by Gregorio, seconded by Roberts, to adjourn the meeting at 4:20 p.m. Voting Aye: Gregorio, Haley, Roberts.
