HomeMy WebLinkAboutMinutes - 2/21/2023 - City CouncilCity Council Meeting Minutes February 21, 2023 Page 1 McHenry City Council Regular Meeting Minutes February 21, 2023 Call to Order The City Council of the City of McHenry, Illinois, met at McHenry City Hall, 333 S Green St, on Tuesday, February 21, 2023, at 7:00 p.m. Roll Call Deputy Clerk Johnson called the roll. Roll call: Members present: Alderman Santi, Alderman Glab, Alderman McClatchey, Alderman Harding, Alderman Devine, Alderwoman Miller, Mayor Jett. Members absent: Alderman Strach. Others present: Attorney McArdle, Director of Public Works Strange, Director of Community Development Polerecky, Finance Director Lynch, Director of Economic Development Martin, and Chief of Police Birk. Pledge of Allegiance Mayor Jett led those present in the Pledge of Allegiance. Public Comment There were no comments from the members of the public that were present. Consent Agenda A. Selection of HDR Inc. of Rosemont, Illinois as consultant for the development of the City of McHenry Comprehensive Plan and Downtown Area Plan and authorization for City Staff to begin working with HDR Inc. to finalize a scope of services. (Community Development Director Polerecky) A. Award of Municipal Mowing Program contract for a period of three (3) years with an option to renew for an additional two (2) years to Mark 1 Landscape, Inc. of Bartlett, Illinois for an amount of $3,984.87 per week. (Public Works Director Strange) B. Approval of a street closure on Sunday, August 6, 2023 of Park Street from 1304/1309 Park Street to Elm Street from 12:00pm to 6:00pm for use by the Liberty Club, NFP (PLAV). As Needed Checks in the amount of $444,949.60. A motion was made by Alderman McClatchey and seconded by Alderwoman Miller to approve consent agenda items A through E as presented. Roll Call: Vote: 6-ayes: Alderman Santi, Alderman Glab, Alderman McClatchey, Alderman Harding, Alderman Devine, Alderwoman Miller. 0-nays, 1-absent: Alderman Strach, 0-abstained. Motion carried. Individual Action Items Budget Amendment and Authorization to Purchase 3609-3611 Elm Street, McHenry, Illinois. Director Polerecky explained that the property being purchased is the old carpet store on Elm Street. There were no environmental concerns reported from the studies done that the City wasn’t already aware of. A plan for remediation can be submitted when a plan is in place for building on the property. Alderman Glab pointed out that although there are two addresses listed in the motion, there are actually three separate parcels being purchased. Alderman Santi stated that when looking on a map, it is clear that the City now can control the property in the area without islands of parcels that aren’t City owned. The City can now look for a development to come in for that area. A motion was made by Alderwoman Miller and seconded by Alderman Santi to approve an Ordinance amending the FY22/23 Budget in the amount of $450,000 and to approve an Ordinance authorizing the purchase of an accepting the real estate contract for 3609-3611 Elm Street, McHenry, Illinois between Cosmopolitan Bank of Chicago, as Trustee under the provisions of a trust agreement dated 7/22/91 known as Trust #29855 and the City of McHenry in the amount of $450,000. Roll Call: Vote: 6-ayes: Alderman Santi, Alderman Glab, Alderman McClatchey, Alderman Harding, Alderman Devine, Alderwoman Miller. 0-nays, 1-absent: Alderman Strach, 0-abstained. Motion carried. Mayor’s Report Mayor Jett reported that he distributed a memo for Council members, and they are welcome to call him with any questions or concerns. City Council Comment Alderman McClatchey reported that one of McHenry’s high school students became a state champion in wrestling. A proclamation should be made for the next meeting to commemorate City Council Meeting Minutes February 21, 2023 Page 3 the achievement. Alderman Santi thanked Finance Director Carolyn Lynch for helping a constituent understand the self-storage tax. Adjournment A motion was made by Alderman Sanit and seconded by Alderman McClatchey to adjourn the meeting at 7:06 p.m. Roll Call: Vote: 6-ayes: Alderman Santi, Alderman Glab, Alderman McClatchey, Alderman Harding, Alderman Devine, Alderwoman Miller. 0-nays, 1-absent: Alderman Strach, 0-abstained.
