Regular Meeting
McHenry Municipal Center
Tuesday,March 11,2008
Chairman Richard Wimmer called the March 11, 2008 Annual Meeting of the McHenry
Economic Development Commission to order at 12:37 PM. Present at roll call were William
Bolger, Dave Gelwicks, Kathleen Kunzer, Doug Maxeiner, Jack Minero, Ned Neumann, Dick
Paegelow, and Richard Wimmer. Absent: Kay Bates, Kit Carstens, Mayor Susan Low, Kathy
Marinangel, who were all excused.
Approval of Minutes
Motion by Gelwicks, seconded by Maxeiner, to approve the minutes of the November 13, 2007
regularly scheduled meeting as presented. All ayes. Motion carried.
�law Amendments
A brief discussion occurred after which it was ascertained that the revised Bylaws would require
oniy the annual Meeting of the EDC.
Motion by Gelwicks, seconded by Paegelow, to approve the Economic Development
Commission Bylaws as revised on 11/1S/07. All ayes. Motion carried.
City Report
Maxeiner reported on the following:
* currently, development in the City is extremely quiet;
* the Comprehensive Econamic Development Plan which was approved by the EDC was
submitted to Council's Community Development Committee for consideration, input and
comment;
* Joe Napolitano is no longer with the City. Dou� Martin is the City's contact regarding
development;
* Wickes has files for bankruptcy; the City is investigating possibility that a third party is
leasing the site;
* Dominick's has announced they are closing their store on April 19`h
Minero noted he had heard that Dominick's was looking for an alternative site in the City. He
also reported hearing a Walgreen's is being constructed at the intersection of Route 31 and
Johnsbur�Road, as well as at the intersection of Bull Valley Road and Crystal Lake Road.
Maxeiner noted the Johnsburg Road site is within Johnsburg's corporate limits. There is some
negotiating taking place regarding a possible Walgreen's at the Bull Valley Road and Crystal
Lake Road intersection in McHenry.
Responding to Minero's statement that Gary Lang is rumored to be opening a facility further
south on Route 31, Maxeiner noted the Lang dealership is expanding to the south on parcels
adjacent to his auto group facility. Mr. Lang has recently introduced the Kia line to his existin�
business. A new building would be constructed to house the Kia product, sales and service.
Gelwicks inquired if Target might be interested in the Dominick's site as it is larger than their
existing building. Maxeiner responded a land agency is assisting with Target's potentiat
relocation.

Gelwicks inquired if the Route 31Bu11 Valley Road intersection enhancements are moving
forward. Maxeiner responded in the affirmative.
Responding to further inquiry from Gelwicks, Maxeiner noted the City's 2008 road resurfacing
program includes the repair/resurfacing of Main Street.
Other Business
Chairman Wimmer stated the EDC must pass a resolution in order to change its Registered
Agent and Registered Agent's Office. Dan Curran is cunently the Agent of record with the
Secretary of State's Office. As Mr. Curran is no longer involved with the EDC, it seems
appropriate to change the Registered Agent to someone involved with the EDC. At this time, it is
recommended that Kathi Kunzer be the Registered Agent.
Brief discussion followed regardin� the possibility of the EDC utilizing its funds to pay for a
display advertisement in Crain's. Neumann suggested utilizing an ad to seek a banquet facility
operator. He opined the vacated Dominick's site might be a good location for a banquet facility.
Chairman Wimmer su�gested Neumann investigate the cost of a display ad and contact either
himself or Kunzer with the information which would be forwarded via e-mail to all
commissioners.
Motion by Maxeiner, seconded by Paegelow, to pass a resolution changing the EDC's Registered
Agent to Kathleen Kunzer, and the Registered Agent's Office address to 333 S. Crreen Street,
McHenry, Illinois 60050. All ayes. Motion carried.
Gelwicks inquired if the new City Planner would be the Director. Ma�ceiner responded that Doug
Martin is the chief of the development process in the City. Anyone interested in bring
development forward would contact Doug.

Motion by Paegelow, seconded by Minero, to adjourn the meeting. All ayes, motion carried.
The meeting adjourned at 12:55 p.m.
