REGULAR CITY COUNCIL MEETING

City Council Chambers, 333 S Green St, McHenry, IL 60050
Roll Call: Mayor Jett called the roll call.
Members present Alderman Santi, Alderman Glab, Alderman McClatchey, Alderman Harding,
Alderman Strach, Alderman Devine- absent, Alderwoman Mille-absent, and Mayor Jett. Others
present Attorney McArdle, Administrator Morefield, Director of Public Works Strange, Director
of Community Development Polerecky, Finance Director Lynch, Director of Parks and
Recreation Hobson, Director of Economic Development Martin, Chief of Police Birk, City
Planner Sheriff-absent, Deputy Clerk Johnson, and City Clerk Ramel.
Pledge of Allegiance: Mayor Jett led the pledge
Public Comments: Nancy Piccony and Denise Sebastiano, both residents of McHenry, asked
� The Counsel to reconsider the Golf Cart Ordinance. Mayor Jett took their information to contact
them regarding this and maybe revisited at another time.
Consent Agenda: Motion to Approve the following Consent Agenda Items:
A. Water Well#14 Engineering Services (Public Works Director Strange)
Task order for$58,900.00 to Robinson Engineering, Ltd. For Development Engineering
Services/Professional Services for Water Well #14.
B. Green Street Surface Transportation Project(Public Works Director Strange)
Project Construction Engineering Services Agreement for Federal Participation with HR
Green, Inc. for $125,984.00; Local Agency Agreement for Federal Participation;
Resolution Approving the Local Match for Street Improvements through the McHenry
County Council of Mayors Surface Transportation Program; and, authorization for Mayor
to execute any revisions to these documents based on IDOT and/or COM review.
C. Wonder Lake Ski Team Haunted Hayride (Recreation Director Hobson)
Use of Petersen Park by the Wonder Lake Ski Show Team and waiver of park use and
sign permit fees for the annual Haunted Hayride event.

A. Munson Marine Variations and Conditional Use Permit(Community Development
Director Polerecky)
Motion to approve an Ordinance granting Variations and a Conditional Use Permit for
the operation and expansion of the existing marina with outdoor storage,
motor/recreational vehicle fuel and oil sales, marine vehicle service and repair, slip
rentals, and open sales lot at 3112 W. Lincoln Road.
A motion was made by Alderman Santi and seconded by Alderman Strach to approve

B. Zoning Ordinance Text Amendments (Community Development Director
Polerecky)

Motion to approve an Ordinance granting various text amendments to the City of
McHenry Zoning Ordinance related to Off Street Parking & Loading, Carwash Facilities,
Residential Care Facilities, Accessory Structures, and Fence Regulations.
Alderman Glab spoke regarding the general public parking being taken away,
A motion was made by Alderman Harding and seconded by Alderman Strach to approve

C. Marina Lease Extension (Recreation Director Hobson)
Motion to approve the Mayor's execution of a lease between the City of McHenry and
All Marine Service for the South Harbor piers, property, and buildings from November
1, 2022, through October 31, 2023.
� A motion was made by Alderman McClatchey and seconded by Alderman Strach to
approve Individual Agenda Items as presented: Roll Call: Vote: 5-ayes: Alderman Santi,
Alderman Glab, Alderman Harding, Alderman Strach, Alderman Devine- absent, Alderwoman
Miller-absent. 0-nays, 0-abstained. Motion carried.
Alderman Santi looking to The Council for an open discussion on this topic. Alderman Strach
talked about the indoor storage that was discussed for the winter and wanted to add that to the
detail in the motion/ agrees that there needs to be a scale of percentages of the split of The
City and the Operator on that as well. He gave some examples of the percentage tiers that he
would like to see and the dry storage facility per square footage.
Alderman Santi, looking to discuss percentages as well.
Alderman Glab questioned who decides on the dollar amounts in far of the rentals would like
to have some idea of a minimum or maximum amount, which needs to be analyzed.
Michelle one of the owners of the marina, was asked how much has been invested in the
property, by Mayor Jett it was estimated over $5K plus labor material only.
The pricing per slip with water and electric and without was also discussed, along with the
reduction in price towards the end of the season. The discussion of boat storage in and outside
was also covered during the time Michelle was asked to step to the podium.
Talks went on for some time regarding flat fees and percentages and how The City could be
part of the partnership. $40,000 flat fee with no repairs was discussed as a part of that.
Motion flat fee $40,000 44 slips, only 2 service slips, indoor storage all inclusive of the property
personal guarantee and 1/3 1/3 1/3 lease.

Staff Reports:
Staff reports are provided at the first meeting of each month. Blues Brews and BBQ is
happening this weekend by McHenry Rotary, as reminded by Director Hobson.
Also, per Administrator Morefield, the next meeting is Sept 6th Tuesday.
Mayor's Report: None
City Council Comments: Alderman Santi stated that the Musion Marine looks awesome.
Alderman Glab thinks about the property in the future and what other kinds of revenue can be
there. Alderman Strach wanted to thank Alderman McClatchey for his speech. Alderman
McClatchey also reminded The Council that there was another award for the McHenry Police
Department and gave his congratulations.

adjourn the meeting at 8:10 PM. Roll Call: Vote:5-ayes: Alderman Santi, Alderman Glab,
