Roll Call: Mayor Jett called the roll call.
Members present Alderman Santi, Alderman Glab, Alderman McClatchey, Alderman Harding,
Alderman Strach, Alderman Devine -absent, Alderwoman Miller, and Mayor Jett. Others
present Attorney McArdle- absent (Jennifer Gibson), Administrator Morefield, Director of Public
Works Strange, Director of Community Development Polerecky, Finance Director Lynch,
Director of Parks and Recreation Hobson, Director of Economic Development Martin, Chief of
Police Birk, City Planner Sheriff -absent, Deputy Clerk Johnson, and City Clerk Ramel.
Pledge of Allegiance: Mayor Jett led the pledge
Proclamation: Recognizing the 2022 McHenry High School Warriors Baseball Team and
Announcing the Week of June 20, 2022, as "McHenry High School Warriors Baseball
Week" in the City of McHenry

Consent Agenda. Motion to Approve the following Consent Agenda Items:
A. Municipal Code Amendments Relating to Fines and Penalties (Administrative)
An ordinance adding Title 15: Fines and Penalties and amending various sections of the
McHenry Municipal Code relating to fines and penalties. (Staff)
B. McCullom Lake Road, IDOT Contract 61A29 Final Payment (Administrative)
Supplemental Resolution for Improvement (BLR 09110) for authorization of the use of
State Motor Fuel Tax Funds to pay the final balance of construction costs for the
McCullom Lake Road Project. (Public Works Director Strange)
C. Video Gaming Push Tax Tolling Agreement (Administrative)
Mayor's authorization to execute a Video Gaming Push Tax Tolling Agreement is subject
to the final review and approval of the City Attorney. (City Attorney McArdle)
D. Block Party Request (Administrative)
Block Party application for Crooked Tree Court from 1:00 p.m. - 8:00 p.m. on Saturday,

A motion was made by Alderman McClatchey and seconded by Alderman Santi to
approve Consent Agenda Items as presented: Roll Call: Vote: 6-ayes: Alderman Santi,
Alderman Glab, Alderman McClatchey, Alderman Harding, Alderman Strach, Alderman
Devine -absent, Alderwoman Miller. 0-nays, 0-abstained. Motion carried.
Individual Action Item Agenda:
*Clerks Note: Individual Item A is pulled from tonight's agenda and will be revisited at the July
18t" meeting.
A. Fagade Improvement Grant — McHenry Power Equipment, 3622 W. Elm Street
(Grant Request)
Motion to approve a Fagade Improvement Grant in an amount not to exceed $20,000
for McHenry Power Equipment, located at 3622 W. Elm Street. (Economic Development
Director Martin)
B. Use Variation and Zoning Variations — 1508 N. Green Street (Use or Zoning
Variation)
Motion on one of two actions as follows:
If City Council wishes to grant the petitioner's original and full request, then a motion to approve
an Ordinance granting a Use Variation, and Zoning Variations for a 2-unit multifamily building
and detached coach house at 1508 N. Green Street. A supermajority vote of the City Council
is required.
Steve Kuda represented the petitioners and discussed the item as well.
Alderman Santi asked if the residents own any other property in the City of McHenry, it was
confirmed there is ownership of Fox Lake, Round Lake, and Waukegan.
Alderman McClatchey wanted to confirm how long he had the property it has been two years.
They waited till one of the units went empty such as the coach house and the inside was
cleaned out. Mr. Benning stepped to the podium to answer any questions that he had.
Alderman Glab would like the best decision to make for this property and has an open mind to
hear what everyone has to say. Alderwoman Miller stated that the intent was to make these
homes the best that they could be and support the homeowner to continue the use to make the
property better.
Public Comment: A large turnout of concerned McHenry Residents took the podium, each
had three minutes to state public comments expressing their concerns regarding this item
Many of the residents that spoke live in or near the same neighborhood. Some of the concerns
were expressed regarding the property stating that the conditions are poor and that the home
has not been taken care of for a very long time. Others touched upon the renters at the property
and how they are being bothered quite often by them, with many residents stating that
inappropriate words are being yelled at them. There was also a resident that spoke about the
history of McHenry and researched the property owners from the past. Some residents also

`- touched on the fact that it takes time and money to fix up homes and that it can be a work in
progress. The public comment portion went on for some time and can also be viewed through
the recording on the McHenry City Council YouTube Channel.
Alderman McClatchey—we are leaving behind the essence of our City, it's time to fix the zoning
but the impact of the multi -family rentals is time to act to make McHenry a better place to live.
Alderman Glab stated that if we do not approve the proposal we are taking money out of
reinvesting into the property.
Alderman Santi spoke on the concerns of the residents that spoke tonight, likes to think about
what is best for the city as a whole, and talked about the accountability of the property owners
and renters. Alderwoman Miller is in support of this motion because it helps bring them a safe
compliant place.
A motion was made by Alderman Santi and seconded by Alderman Glab to approve
Individual Agenda Items as presented: Roll Call: Vote: 5-ayes: Alderman Santi, Alderman
Harding -absent, Alderman Strach, Alderman Devine -absent, Alderwoman Miller. 1-nays-
Alderman McClatchey, 0-abstained. Motion carried.
*Clerks note because the majority motioned A for an above item the following item was not
voted in motion.
If City Council concurs with the Planning & Zoning Commission recommendation then,
a motion to approve an Ordinance granting a Use Variation, and Zoning Variations for a
2-unit multifamily building at 1508 N. Green Street. A simple majority vote of the City
Council is needed. (Community Development Director Polerecky)
C. Petersen Farm Horse Barn Roof Replacement (Budget Amendment)
Motion to approve an Ordinance amending the FY22/23 Developer Donation Budget for
$30,000, $39,000, or $78,000 based on direction from Council on material options, for
the replacement of the Petersen Farm Horse Barn roof. (Recreation Director Hobson)
Made great progress, and the outline above was explained by Director Hobson, he offered to
help with any questions. Alderwoman Miller would like the upgraded artifactual shingles she
thinks it would be a nice addition to the barn. Alderman Glab agrees with the comments as
well.
Public Comment: Michele Peterson, explained the history of the Peterson Farm and that they
are working on the foundation of it and they are willing to work moving forward with the
Landmark Commission and the City as well, trying to pursue funding. The original roofing is
Cedar Shakes if some of the pricing could be offsetting.
Alderman McClatchey asked how much time grants are not due until October therefore funding
may not be here until 2023.
Alderman Santi asked about the Landmark Commission, there are 5 members right now and
working to rebuild that need three officers and two members, hoping to get to 10 in total for
members.
Alderman Strach is concerned about the integrity of the structure, not roofing it through another
winter would cause more issues to it. Alderwoman Miller is also concerned about the roof and
the pricing of them is escalating, moving forward wanting to preserve it.
Alderman Glab asked about steel roofing, per Director Hobson it is beyond the pricing of Cedar

Shingles. Alderman McClatchey wishes he could give them more time, but Director Hobson
explained two months would be ok but not going through another winter without a roof. $39K
A motion was made by Alderman Strach and seconded by Alderman Harding to approve
Individual Agenda Items as presented: Roll Call: Vote: 5-ayes: Alderman Santi, Alderman
Glab, Alderman Harding, Alderman Strach, Alderman Devine -absent, Alderwoman Miller. 1-
nays- Alderman McClatchey, 0-abstained. Motion carried.
D. Self -Storage Tax (Municipal Code Amendment)
Motion to approve an Ordinance creating a new Chapter 12 of the McHenry Municipal
Code, imposing a new tax on the tenant's privilege of renting non-residential real Estate
property for storage of personal property (self -storage facility rental tax), in Title 3:
Finance and Taxation. (City Administrator Morefield)
A motion was made by Alderman Strach and seconded by Alderman McClatchey to
approve Individual Agenda Items as presented: Roll Call: Vote: 6-ayes: Alderman Santi,
Alderman Glab, Alderman Harding, Alderman Strach, Alderman Devine -absent, Alderwoman
Miller. 0-nays, 0-abstained. Motion carried.

Staff Reports:
Staff reports are provided at the first meeting of each month.
Director Hobson talked with Walgreens leaving the back entrance open to help make that
change. Fiesta Days will be happening again before the next meeting, spray pad should be
delivered in a week and a half, and met with contractors as well regarding the parking lot.
Riverwalk construction is also moving forward Boardwalk by July 1 sc
Mayor's Report: Southern Riverside parking is amazing and has received some great
feedback.
City Council Comments: Alderwoman Miller, kudos to Alderman Strach the parkwas full Pearl
Street Market is going well. Alderman Strach thanked Parks Dept. as well. Comments needed
more picnic tables by Alderwoman Miller.
