6. Consent Agenda. Motion to Approve the following Consent Agenda Items:
A. Municipal Code Amendments Relating to Fines and Penalties (Administrative)
Ordinance adding Title 15: Fines and Penalties and amending various sections of the McHenry
Municipal Code relating to fines and penalties. (Staff)
B. McCullom Lake Road, IDOT Contract 61A29 Final Payment (Administrative)
Supplemental Resolution for Improvement (BLR 09110) for authorization of the use of State
Motor Fuel Tax Funds to pay the final balance of construction costs for the McCullom Lake Road
Project. (Public Works Director Strange)
C. Video Gaming Push Tax Tolling Agreement (Administrative)
Mayor’s authorization to execute a Video Gaming Push Tax Tolling Agreement subject to the
final review and approval of the City Attorney. (City Attorney McArdle)
D. Block Party Request (Administrative)
Block Party application for Crooked Tree Court from 1:00 p.m. - 8:00 p.m. on Saturday, July 8,

7. Individual Action Item Agenda.
A. Façade Improvement Grant – McHenry Power Equipment, 3622 W. Elm Street (Grant
Request)
Motion to approve a Façade Improvement Grant in an amount not to exceed $20,000 for
McHenry Power Equipment, located at 3622 W. Elm Street. (Economic Development Director
Martin)
B. Use Variation and Zoning Variations – 1508 N. Green Street (Use or Zoning Variation)
Motion on one of two actions as follows:
If City Council wishes to grant the petitioner’s original and full request, then a motion to approve
an Ordinance granting a Use Variation, and Zoning Variations for a 2 -unit multifamily building
and detached coach house at 1508 N. Green Street. A supermajority vote of the City Council is
required.
If City Council concurs with the Planning & Zoning Commission recommendation then, a motion
to approve an Ordinance granting a Use Variation, and Zoning Variations for a 2-unit multifamily
building at 1508 N. Green Street. A simple majority vote of the City Council is needed.

C. Petersen Farm Horse Barn Roof Replacement (Budget Amendment)
Motion to approve an Ordinance amending the FY22/23 Developer Donation Budget in the
amount of $30,000, $39,000 or $78,000 based on direction from Council on material options, for
the replacement of the Petersen Farm Horse Barn roof. (Recreation Director Hobson)
D. Self-Storage Tax (Municipal Code Amendment)
Motion to approve an Ordinance creating a new Chapter 12 of the McHenry Municipal Code,
imposing a new tax on the tenant’s privilege of renting non-residential real property for storage
of personal property (self-storage facility rental tax), in Title 3: Finance and Taxation. (City
Administrator Morefield)
