HomeMy WebLinkAboutMinutes - 4/1/2021 - MCMRMA McHenry County Municipal Risk Management Agency Regular Board Meeting Thursday,April 1, 2021 Roll Call An online meeting of the McHenry County Municipal Risk Management Agency was called to order by Chair Sandi Rusher on Thursday, February 4, 2021, at 9:00 a.m.via Zoom in compliance with the Open Meetings Act due to the COVID-19 pandemic. Present: Stephen Bechler,Village of Fox River Grove; Deborah Schober, City of Woodstock; Sandi Rusher,Village of Spring Grove; Mike Hill,Woodstock FRD; Ed McGinty,Village of Island Lake; Ann Campanella,City of McHenry, Others present: Recording Secretary Monte Johnson; Paul Christensen; Board Consultant Michael Nugent; Board Counsel Tom DiCianni; and Lori Mittelstaedt,Jodi Davis, and John Zaborowski of CCMSI Public Comment There were no members of the public to offer comment. Service Provider Discussion There was no discussion regarding service providers. Approval of the Minutes of the February 4,2021, Regular Meeting A motion was made by Member Bechler and seconded by Member Hill to approve the minutes of the meeting of February 4, 2021. Roll call:Vote: 6-ayes: Fox River Grove, McHenry,Woodstock, and Woodstock Fire/Rescue District, Spring Grove, Island Lake. 1-absent: Algonquin, 0-nays, 0-abstained. Motion carried. Chairman's Report There was no report from the Chairman. Approval of the Treasurer's Report Membership dues have increased and insurance premiums are up in July. Claim payments are ahead of last year. A motion was made by Member McGinty and seconded by Member Hill to approve the Treasurer's Report as presented. Roll call: Vote: 6-ayes: Fox River Grove, McHenry, Woodstock, and Woodstock Fire/Rescue District, Spring Grove, Island Lake. 1-absent: Algonquin, 0-nays, 0-abstained. Motion carried. Approval of the Milliman Proposal The proposal is for$18,000, which is a $500 increase from last year.A motion was made by Member Campanella and seconded by member McGinty to approval the Milliman Proposal. Roll call: Vote: 6- ayes: Fox River Grove, McHenry, Woodstock, and Woodstock Fire/Rescue District,Spring Grove, Island Lake. 1-absent: Algonquin, 0-nays, 0-abstained. Motion carried. Insurance Consultant Report Mike Nugent explained that this summer we might be able to hold some training at the Shaw Center. Some flagger training can be done on site. Regarding insurance renewals,the cyber market has collapsed.Another challenge is that insurers are holding back renewal terms until the last minute.The property market and the storms from Texas still have a negative impact on the market. It is hopeful that estimates from November and February should hold.We anticipate that the police reform bills will be bad for MCMRMA. CCMSI Reports Lori Middlestaedt shared her screen to review the report.Although the total number of claims to date this year is same as last year,the total amount in dollars is lower Slips,trips, and falls are the lead cause of workers compensation.There have been 12 workers comp settlements totaling$679,825.36.There have been $37,703.86 in recoveries and $42,999.96 in reimbursements received year to date. Attorney's Report Attorney DiCianni shared his screen to show a summary of House Bill 3653. Unfortunately there is no way to come up with answers to any of the difficult questions being raised.The most concerning are of the bill deals with police practices and accountability.The statewide use of force standardization act will begin January 1, 2022. He also reviewed other practices that must eventually be put into place including body cams and role playing training. Clerk's Note: Member Todd Walker joined the meeting at 9:15 a.m. Executive Session A motion was made by Member Walker and seconded by Member McGinty to enter into Executive Session at 9:24 a.m.for the purpose of discussing litigation (5 ILCS 120/2(c)(11).). Roll call: Vote:7- ayes: Fox River Grove, McHenry, Algonquin, Woodstock, and Woodstock Fire/Rescue District, Spring Grove, Island Lake. 0-nays,0-abstained. Motion carried. Reconvene Chair Sandi Rusher reconvened the meeting back into open session at 9:46 a.m. Present: Stephen Bechler,Village of Fox River Grove; Deborah Schober, City of Woodstock, Sandi Rusher,Village of Spring Grove; Mike Hill, Woodstock FRD; Ed McGinty,Village of Island Lake,Ann Campanella, City of McHenry, Todd Walker,Village of Algonquin. Approval of Executive Session Actions There were no executive session actions to approve. Other Business The next meeting will be held on June 3ra Adjournment A motion was made by Member McGinty and seconded by Member Bechler to adjourn the meeting at 9:48 a.m. Roll call: Vote: Tayes: Fox River Grove, Island Lake, Spring Grove, Woodstock FRD, City of Woodstock, City of McHenry,Village of Algonquin, 0-nays, 0-abstianed.
