Lobaito, City Administrator FOR: December 30, 1998 Regular City Council Meeting RE: Public Hearing to consider an Annexation Agreement proposed by Daniel L. Adams for Annexation, a Zoning Map Amendment to I-1, Industrial and Variances at 1014 N. River Road, and vacation of a portion of North Avenue and Plymouth Lane. RECOMMENDATION: To continue the Public Hearing for Annexation to January 27,1999. The City Administrator received a call from Gil Johnson, Attorney for the petitioner requesting this Public Hearing be continued until January 27, 1999. To preserve the Public Hearing notice, it is necessary to open the Public Hearing and continue the meeting to January 27, 1999. The complete packet will be distributed in the required time frame for the City Council Meeting on January 27, 1999. mmg A G E N D A S U P P L E M E N T TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: December 30, 1998 Regular City Council Meeting RE: City's Banking Services RECOMMENDATION: Consider the Finance Committee's recommendation of designating Amcore Bank as the City's Municipal Depository Bank. October 14, 1998, the City Council directed Staff to seek proposals from local banking institutions for the City's banking services. Nine banks submitted proposals for consideration, four were selected to present their proposal to the Finance Committee. At the December 9, 1998 Finance Committee Meeting, the Committee interviewed the four banks and recommended to the City Council Amcore Bank be designated the Municipal Depository. For the City Council's review, attached is a Letter of Understanding from Amcore Bank detailing the services being provided along with their proposal. These services outlined by Amcore Bank will be in effect until such time Amcore Bank is no longer designated as the City's bank depository. It is anticipated the City will request proposals on a four year cycle from this day forward, with the next request for proposal being approximately June 2001. This cycle is tied to the Mayoral election. mmg Attach. MEMORANDUM To: Mayor and City Council From: John A. Lobaito, City Administrator Date: December 30, 1998 Subject: McCullom Lake Road and Route 31 Intersection Improvements - STP Funding Early November, John Smith approached the City recommending we consider applying for funding through the McHenry County Council of Mayors for intersection improvements of Route 31 and McCullom Lake Road. The enclosed proposal is for completion and submittal of the application only. The fee is not to exceed $3,925.00. This project is brought to the City Council outside the budget process in order to meet the application deadline in March 1999. Funding through the Council of Mayors is 80% federal funds, 20% City. These monies are only available to fund the construction phase of the project. Phase I Engineering and Phase II Engineering are not eligible for reimbursement. Included in the proposal, Smith Engineering will provide an estimated cost for both Phase I and II Engineering. These figures would be used for planning and developing the City's future budget for capital improvements. The Council of Mayors works on a five-year transportation improvement plan and is currently programmed through year 2002. If the project is approved, these funds may not be available for five years. Each year there is approximately $1,000,000.00 available for projects and an expected 20-30% increase in federal funding for fiscal year 1999. Enclosed for your review is the Council's Five-Year Project Funding Summary. The lead time for funding projects should not discourage the City from applying. A variety of circumstances could occur that would delay projects currently in the five-year program and bump other "ready-to-go" projects ahead. Incomplete engineering or lack of funding by the project sponsor are examples of reasons projects are delayed. Department Head Report December 30, 1998 Page Two A project involving improvements to McCullom Lake Road and Route 31 has regional effect on transportation; therefore, a favorable project for funding. In planning for this project within the next five years, the City's cost for engineering can be spread out through two or three fiscal years, thus lessening the financial burden of a project of this size. It is recommended the City Council contract with Smith Engineering to make application for funding for the project referenced above. mmg Enc. MEMORANDUM To: Mayor and City Council From: John A. Lobaito, City Administrator Date: January 10, 2022 Subject: Chief of Police - Job Description Enclosed is a draft of the revised job description for the Chief of Police. For your reference, I have also enclosed the current description. Particular attention should be made to the minimum qualifications. I have indicated a Bachelor's Degree, but tempered it by allowing specialized training and experience to substitute for a degree. It is my understanding the City Council did not wish to exclude anyone because of formal education. Also, the City Council may want to change the required minimum number of years of supervisory experience. It is recommended the City Council discuss the revised job description. Due to the short time frame we are working under, I will be asking the City Council to approve the job description as amended, if necessary at the December 30, 1998 meeting. mmg A G E N D A S U P P L E M E N T TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: December 30, 1998 Regular City Council Meeting RE: 1999 Annual Pace/Dial-a-Ride Local Share Agreement RECOMMENDATION: Approve the amendment to the 1998 Pace Local Share Agreement and the 1999 Agreement, in the amount not to exceed $43,543.00, and Authorize the Mayor to execute the necessary documents. Annually since 1987, the City has entered into a local share agreement with Pace offering a curb-to-curb, dial-a-ride program. The program is offered through the collection of fares with the remaining service cost funded by Pace at 75%, and the City at 25%. This subsidy is calculated after subtracting revenues received from fares. For 1999, the revenue is estimated at $17,055.00 (reference cost estimate work sheet attached). As you may recall, the 1998 Pace subsidy was 72% due to funding decisions by the Pace Board. This decision has now been reversed and an amendment to the 1998 Agreement is enclosed reflecting the change in subsidy level back to 75%. Likewise, the 1999 Agreement reflects the same change putting the City's subsidy amount at $43,543.00. Due to the amendment of the 1998 Agreement, the City will realize a 3% per month savings. This will be reflected in October's billing statement. The service hours and the schedule of holidays in which no service is provided is detailed on Exhibit "A" of the Agreement. Riders are arranged through a service provider under contract with Pace. Fares charged to riders are as follows: Full Fare: $1.75 Reduced Fare: $0.75 The reduced fare includes senior citizens, person with disabilities, students, and children ages 7-11. Other qualifying factors relating to reduce fares is detailed on Exhibit "A."
