Lobaito, City Administrator FOR: October 14, 1998 Regular City Council Meeting RE: City Banking Services RECOMMENDATION: To consider the recommendation from the Finance Committee. September 15, 1998, the Finance Committee considered requesting proposals from all eligible local banking institutions for the City's banking services. The City's banking services are currently provided by the First Midwest Bank. With the recent influx of new banks locating within the City, it has provided an opportunity to seek competitive proposals for our banking services. In conjunction with seeking proposals for the City's current services, additional services are contemplated including: 1. Credit card usage for payment of utility bills, building permits, and/or special assessments. 2. Automatic debit for utility bills. Attached is the request for information that will be mailed to each banking institution. The respondents will be evaluated on cost and services offered. It is anticipated that if there is a change in municipal depository, the transition would be completed in January 1999. The Finance Committee's recommendation is to authorize Staff to solicit requests for proposals for the City's banking services. mmg Attach. Lobaito, City Administrator FOR: October 14, 1998 Regular City Council Meeting RE: Ordinance approving Conditional Use Permit for "Drive-Thru" at LaSalle Bank. RECOMMENDATION: To approve the ordinance. Background This request was approved at the October 7, 1998 Regular City Council Meeting. The request was for a Conditional Use Permit to allow "Drive-Thru" banking lanes in conjunction with the construction of a new bank on the vacant lot at the McHenry Commons Shopping Center located on the northeast corner of Route 31 and McCullom Lake Road. mmg Attach. Lobaito, City Administrator FOR: Regular City Council Meeting RE: Actuarial Services, Police Pension Fund RECOMMENDATION: To approve the attached proposal from Watson Wyatt for Police Pension Fund Actuarial Services for the year ending April 30, 1999, at a cost not to exceed $4,900.00. Annually, the State Department of Insurance provides the City with its tax levy requirements for the McHenry Police Pension Fund in accordance with the Illinois Pension Code. This year the Department of Insurance is undertaking changes in their computer system and as of this date, their figures are not available and will not likely be available until November 1998. However, it is important to proceed with the actuarial study in order to give Watson Wyatt ample time to complete their work. Their figure will be used in determining the appropriate levy amount in December. Since 1991, the City has retained Watson Wyatt to evaluate the assumptions and appropriateness of the Department of Insurance Figures. Unfortunately, these figures are not yet available. In the past, Watson Wyatt's study has always proven their calculated pension fund contribution to be lower then the Department of Insurance calculated contributions. Last year, the difference amounted to approximately $35,000.00. We anticipate similar results this year. The attached proposal from Watson Wyatt is a not to exceed amount of $4,900. The budgeted amount is $5,500.00. mmg Attach. C O N S E N T A G E N D A TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: October 14, 1998 Regular City Council Meeting RE: Amendments to Personnel Manual RECOMMENDATION: To consider the recommendation of the Finance Committee and approve the Resolution amending the City of McHenry Personnel Manual. At the October 7, 1998 Finance Committee Meeting, the members discussed lowering the pay grade of Department Secretary from Grade 7 to Grade 6 and, lowering the Administrative Secretary job classification from Grade 8 to Grade 7. These changes to the Department Secretary position will not have an affect on the existing Department Secretaries currently employed. Any future Department Secretaries hired will be classified in Grade 6. The current Department Secretaries will be "grandfathered" in their existing pay grade, and will be eligible for the same performance raises as they presently exist. These changes have been recommended after analyzing secretarial salaries in surrounding communities. For comparison, communities of approximately the same population were used. It is the recommendation of the Finance Committee to approve the resolution amending the personnel manual of the City effecting this change. Attached for your review is the revised job classification list and salary matrix. mmg Attach. C O N S E N T A G E N D A TO: Mayor and City Council FROM: John A. Lobaito, City Administrator FOR: October 14, 1998 Regular City Council Meeting RE: Resolution RECOMMENDATION: To approve the attached Resolution amending the fencing restrictions to certain lots in the Boone Creek Subdivision Unit I. The attached Resolution addresses the fence restrictions for Boone Creek Subdivision, Unit I. These restrictions were discussed at the September 2, 1998 City Council Meeting. Since Unit I final plat was already recorded, it was necessary to create a Resolution restricting fencing on certain lots described in the Resolution. A Resolution is not necessary for Unit II since the final plat has not yet been recorded. The final plat will be modified to include the same restrictive fence language prior to recording. mmg Attach. A G E N D A S U P P L E M E N T TO: Finance/Personnel Committee FROM: John A. Lobaito, City Administrator FOR: October 14, 1998 Finance Committee Meeting RE: Personnel At the last Finance Committee Meeting, the job description for the Administrative Services Director was not discussed due to time constraints. Enclosed are the same materials that were distributed previously. As noted earlier, the wage grade previously approved for the Assistant Administrator was Grade 11. It was anticipated that the same pay grade would be used for the Administrative Services Director.
