Lobaito, City Administrator FOR: November 3, 1999 Regular City Council Meeting RE: Resolution Creating the City of McHenry Shamrock Baseball Association RECOMMENDATION: To consider the attached Resolution. As Chairman of the Parks & Recreation Committee, Alderman Baird has requested that the attached Resolution be presented to the City Council for consideration. The Resolution creates the McHenry Shamrocks Baseball Association. This association and its board consist of parents and volunteers who will conduct the league’s business and manage all the teams. They will also be responsible for communicating with the City of McHenry. This association will represent the City of McHenry and will be incorporated into the City’s Parks & Recreation program as its “Traveling Baseball Team.” Representatives from the association will be available at the meeting to discuss this Resolution or to answer any questions. Lobaito, City Administrator FOR: November 3,1999 Regular City Council Meeting RE: Water Capital Development Fees RECOMMENDATION: To consider the Finance/Personnel Committee’s Recommendation. Through the budget development for the current fiscal year, the City Council authorized the hiring of Baxter & Woodman to evaluate the fee charges for water capital development. It was the consensus of the City Council and Staff that the current charges were not representative of the actual replacement cost of the water infrastructure due to growth in the community. These charges are assessed to all uses of the water system at time of building permit issuance. Monies collected are segregated from the general revenue of the water/sewer fund into a special purpose fund, which may only be used for capital improvement projects necessitate by development in the community. At the October 20, 1999 Finance/Personnel Committee meeting, the Committee reviewed and discussed the enclosed report from Baxter & Woodman. Initially, interest charges on a bond issue were not included in the overall cost of making the capital improvements. Subsequently, the Committee asked that interest expenses be included in the calculation assuming 60% of the project cost would be financed through the issuance of bonds. The length of the bond issue was assumed to be 10- years. The fee schedule is presented on page 5 of Baxter & Woodman’s report (attached). The charges are based on water meter size. For example, all single family detached dwellings use a ¾” water meter, so the fee would be $2,345. For the City Council’s review, enclosed are the minutes of the Finance/Personnel Committee in which this issue was discussed. The Finance/Personnel Committee has recommended a90-day delay from the approval date of the City Council to the effective date. This will provide an opportunity for Staff to send notification and for builders/developers to plan accordingly. Also, City ordinance provides for an annual increase on May 1 due to inflation. The City Council may want to consider waiving this provision on the water capital development fee for May 1, 2000. As the City Council may recall, the inflation rate is based on the Engineering News Record construction cost Index. P R E S E N T A T I O N TO: City Council FROM: Mayor Steven J. Cuda FOR: November 3, 1999 Regular City Council Meeting RE: “Snug Hugs for Kids” Charity Clothing Drive RECOMMENDATION: To approve the attached Proclamation declaring November 1 through December 15, 1999 Official “Snug Hugs for Kids Days.” Cynthia Petroucci of ProQuest Communications along with Russ Hoebbel, manger of Merlin Muffler & Brake Shop in McHenry, will be in attendance to invite the City of McHenry to participate in their Eight Annual Snug Hugs for Kids Charity Clothing Drive. Cynthia is inviting anyone on the Council who would like to make a donation to bring it to the meeting pursuant to the attached letter. mmg Attach.
