RE: Resolution Supporting House Bill 2031, Emission Controls Testing.
RECOMMENDATION: To consider the request of the American Lung Association
of Metropolitan Chicago.
As you are aware, at the May 5, 1999 Regular City Council Meeting, Alderman Baird
requested that the above mentioned Resolution be pulled from the Consent Agenda
and be placed as a regular agenda item for review by the City Council.
The American Lung Association is requesting the City to pass a Resolution
supporting House Bill 2031, which limits smoke emissions from heavy-duty diesel
engines operating on area roadways, establish procedures for determining violation
of those limitations, and to establish a schedule of civil fines.
The letter to the Mayor received from the American Lung Association, a chart
showing the top ten communities in Suburban Chicago that are exposed to
dangerous levels of diesel exhaust, and sundry newspaper articles are also enclosed
for your review.

RE: Route 31/Shamrock Lane Traffic Signal
RECOMMENDATION: Approve the attached Ordinance Proposing the
Establishment of the Special Service Area
As the City Council is aware, it is the intent of the City to establish a Special Service
Area (SSA) to help pay the cost for the installation of a traffic signal at Route 31 and
Shamrock Lane, and certain lane improvements on Route 31. The engineers estimate
of probable cost for this project is approximately $561,000.
Over the past 10-months, Smith Engineering has been working to obtain approval
from IDOT for the project. As of this writing, IDOT has not approved the project;
however, approval is expected at any time. In addition, during this time period, the
Mayor and Staff have met with the property owners within the proposed SSA on two
occasions to seek their input and apprise them of the project status. The City also
received approval from McHenry County to permit the inclusion of certain properties,
outside the corporate limits of the City, within the SSA.
Outlined below are the steps that must be taken and the date of when these must
occur prior to construction.
Date Action
May 19, 1999 Adopt the ordinance proposing the establishment of
the SSA and the intent of the City to sell SSA bonds.
June 2, 1999 Mail written notice to the last known taxpayers of the
properties lying within the SSA.
June 14, 1999 Public Hearing.
June 30, 1999 File ordinance with the County Recorder of Deeds.
July 1999 Bid project.

For the Mayor and City Council’s review, I have enclosed the latest correspondence
with the property owners within the SSA. The last page includes a table estimating
the cost to the property owners. The owners cost is determined by the property’s
assessed value.

Subject: Appointments to the City of McHenry Landmark Commission
The recent retirement of three Landmark Commission Board members along with the two
currently existing vacancies, have left this Commission with a total of five vacancies to fill.
This does not include the vacancy recently left by Student Representative Sara Wilhelm
who is going away to school.
I intend to appoint Michelle (Shelly) Trost and Richard A. Kratochvil as the newest
members of the Landmark Commission at the May 19, 1999 Regular City Council meeting.
Their applications are attached for your review.
